Questions & Answers

To follow is a list of the questions posed and the government’s response to them. The Bid Request for Information

(BRFI) Number and associated question(s) are in bold. The government’s response is not in bold.

BRFI #0002-01 - In Section 8700 2.3 & 2.4 of the specifications the document is restricting the project to one manufacture/vendor and are not promoting “fair & open competition”.

For paragraph 2.3, see response to BRFI #0002-11 which is a change to the response provided in the Pre-bid slides.

Delete Self-Contained Electronic Locks - Section 087111, para 2.4:

1. All Self-contained Electronic locks have been removed from the project. Omit Section 087111, para 2.4.

BRFI #0002-02 - Is it possible to get CADD files for the civil drawings on this project to get more accurate pricing and minimize some of the of the "price covering" of unknowns and errors, and possibly lowering the price to the end user?

During the solicitation phase, CADD drawings will not be made available. CADD drawings are not the stamped legal contract documents. All quantities and measurements for the civil work can be derived from the official contract documents.

BRFI #0002-03 – Is this project funded?

Currently, yes.

BRFI #0002-04 - The specifications call for several FBX material options that must be within the 500 mile radius to be LEED Certified as listed below, and that color and texture has already been determined by the

Architect. Of these 5 brick specifications only 1 of them meet the 500 mile requirement, possibly 2 if you consider the Boral option. Would you consider including us (Shade & Wise) in your specification with an

FBX Cunningham Brick specification and/or an FBX Glen Gery Brick product?

Remove Section 042000, Paragraph 2.4 as all brick has been removed from the project.

BRFI #0002-05 – The solicitation announcement indicates this project is anticipated to be $10M to $25M. Is it possible to provide a “tighter” anticipated dollar amount?

See response to BRFI #0002-25 which is a change to the response provided in the Pre-bid slides.

BRFI #0002-06 – Reference Section 102227 – Accordion Doors, Paragraphs 2.2 and 2.4. As listed comparable product manufacturer, a Monderfold SM12 accordion has an STC rating of 40, would this product be an acceptable alternate to the basis of design Moderco-Unifold 4400? In accordion wall types, Modernfold does not have an STC 44 option available.

The accordion door will require an STC Rating of 44. Equal manufacturers not listed will be considered if all other requirements of the section are met.

BRFI #0002-07

Please clarify the additive bid items. Sheet C-002 does not match what is shown on the solicitation form, Section 00010.

The bid schedule in Section 0010 is revised per amendment 0001.

Additive Bid Item #3, Sheet C-002 includes the work associated with building #20. However, there are no documents for building #20. Please advise.

Building #20 is an existing warehouse facility requiring electrical work only. Refer to Sheet E-103 for work required in

Building #20.

Will the additive bid items be selected prior to contract award or is there an additional acceptance period?

Does the period of performance, 548 calendar days, include the completion of the additive bid items?

Additive bid items will be evaluated in accordance with the solicitation. There will not be an additional acceptance period for these items. The period of performance, 548 calendar days, is inclusive of the base and additive items.

BRFI #0002-08

Page 13 of the bid solicitation states the applicable wage rate is VA120081, Mod 1, dated 5/4/2012. The on-line wage scale version was amended 11/02/2012. Please confirm VA120081, Mod 2, dated 11/02/2012 is the applicable wage rate.

The applicable wage rate is VA120081 Mod 2 dated 11/02/2012.

Please provide a drawing outlining the requirements for the temporary site enclosure fencing referenced in

Section 01500.3.4.G.

As the work to be performed is in a controlled access area, temporary site enclosure fencing will be left to the discretion of the contractor. The contractor will be required to meet safety guidelines, however requirements for temporary fencing may vary from area to area based upon what the contractor determines necessary to protect the safety of individuals inside the work area. As a result, a drawing will not be provided by the government.

Please confirm the Government Representative’s office and the Government Field Office are the same and the general contractor is to provide one field office for the government.

Confirmed as correct.

BRFI #0002-09

Please provide the intended purpose and specifications for the server required by specification section

015000.2.2.A.2.H.

Omit Paragraph 2.2.A.2.H of Section 015000. These items are removed from the scope of work.

Please clarify the wireless requirements. Specification section 015000.2.2.A.2.H identifies a wireless server and print cards but no wireless switch.

Windows VISTA Professional, as specified in Section 015000.2.2.A.2.H is no longer available. Please provide an alternate version of the MS Office Suite.

What is the per page printing requirement per Section 015000.2.2.A.11?

500 sheets per month.

BRFI #0002-10

Reference Drawing 04A-101 Note 1 – “Apply roof coating system to interior ceiling, etc….” We cannot find what this material is either in specifications or drawings. Please advise.

Refer to Section 071800 Traffic Coatings for this system.

BRFI #0002-11

I reviewed the pre-bid PDF document (posted Nov 15) that has restrictive wording “approved equal”. It appears that only one vendor is approved (approved equal) for sections 087111 2.3, 2.4, 2.6 ALL. Again, request an amendment/addendum to either add “Ingersoll Rand Schlage security & hardware products” or specify “or equal” for this section of the specifications-087111 2.3, 2.4, 2.6 ALL.

Change the wording in paragraphs 2.4 and 2.6 by deleting paragraphs 1 & 2 of paragraphs 2.3, F.1a and G.1a and paragraph 2.6, A.1a and replacing these paragraphs with "The Fort Pickett standard is the Best Lock System.

Contractors may provide other hardware systems which accept Best Lock cores and meet the technical requirements of Section 087111.”

BRFI #0002-12

It appears there are no plans in the bid documents for work required at building 20, existing warehouse. Is there any work involved in building 20?

Building #20 is an existing warehouse facility requiring electrical work only. Refer to Sheet E-103 for work required in

BRFI #0002-13

Specification Section 051200 Structural Steel Framing, 1.7 Quality Assurance, A – Fabricator Qualifications

States “A Qualified fabricator that participates in the AISC Quality Certification Program and is designated an AISC-Certified Plant, Category STD” Is it acceptable to use a fabricator that follows the AISC standards and guidelines, but is not an AISC-Certified Plant?

If the plant is not certified, then a 3 rd party special inspector is required to inspect work in the plant. The contractor is responsible for payment of this inspection. Inspector must meet the requirements of International Building Code (IBC), Chapter 17 and Requirements of AISC 360.

BRFI #0002-14

Clarification of Scope Bid Item 2 Base Bid and #5, 6 & 7 Additive Bid Items #3, 4 & 5 per SF 1442.

Please define the extent of the work required by the phrase “…retrofitting of fifteen existing training facilities.” As used in Item 0002 Base Bid.

Please define the extent of the work required by the phrase “Retrofit and renovate exterior buildings – North, Central or East” as used in Items 0005, 0006 & 0007 Options.

1. Define which Building Numbers are included in Base Bid, North, Central or East.

A general description can be found on C-002.

2. What is the Scope of Work the terms Retrofit and renovate refer to? Utility Infrastructure, CMU, Roofing, Doors/Hardware, Mechanical, Electrical, etc.

See Sheet C-002 and the plan documents. All work noted in the plan documents is to be completed either in the

Base Bid or as one of the Additives.

3. Do ABI #3, 4 & 5 on SF 1442 correspond to OBI #4, 5 & 6 on Drawings E-103, 00T-105, 00T-106 &

00T-107?

This is correct. There is a number discrepancy between the two sources; however the titles for each of the additive items are the same.

BRFI #0002-15

Please provide definition of “Rubble” designation for buildings 16, 19, 21 and 24?

“Rubble” buildings were constructed to simulate damaged structures.

BRFI #0002-16

The architectural, structural, mechanical and electrical drawings for buildings 6, 7, 8, 9, 16 & 24 do not

Designate Type “A”, “B” and/or “C” or Note that they should be used for multiple buildings. Please clarify?

Per the legend on the civil drawings, multiple identical buildings are numbered as 6A, 6B, or 9A, 9B, 9C for example and use the appropriate 06 or 09 drawings for the work to be incorporated into the structure. For example, Building 06 drawings will be used for each building 6A or 6B. Building 09 drawings will be used for Buildings 9A, 9B or 9C.

BRFI #0002-17

Please clarify the exact scope of work to be completed to the 15 ea existing buildings; it is referenced in several different ways throughout the bid documents as "...retrofitting of fifteen existing training facilities."

SF 1442 Sec 00010 Item No 0002, "...retrofitted with data/power/targetry infrastructure to upgrade the existing facilities to current standards." 011000-2/5, "Retrofit and renovate exterior buildings - North, Central & East" SF 1442 Sec 00010 Items No 05, 06 & 07 Options and "Primary, Transformers, Secondary and all Electrical Power and Lighting Equipment" designated as Base Bid and OBI #4, 5 & 6 on E-103.

Please provide a list that includes site work, utilities, concrete, CMU, Roofing, doors/hardware, Mechanical, Electrical.

Refer to previous responses regarding the base bid item and additive bid items.

BRFI #0002-18

Drawings A-506, 01A-506 and 02A-501 provide Partition Type Schedules but they do not match and wall types are not designated for buildings other than 01 and 02. Can a uniform Partition Schedule be issued and used consistently throughout the plans?

Partition Types on A-506 apply to the enclosures added to the existing training structures as noted on the drawings. Partition

Types on 01A-506 apply to Building 01 and Partition Types on 02A-501 apply to Building 02.

BRFI #0002-19

The documents indicate no utility services will be available on-site for use by the contractor. Does this mean the contractor cannot tie-into any existing base services even if the contractor pays all costs associated with such work and any additional Utility Fees? Can an arrangement be made thru Southside Electric

Cooperative to provide private service? Are there any restrictions to Cellular or Wi-Fi Services on the Base?

Temporary utility services and associated costs are the responsibility of the contractor. There are no restrictions to cellular or Wi-Fi services on the post.

BRFI #0002-20

Will any type of Contract Document Administrative Software such as ProjNet, Expedition, Planwell, etc be required or merely follow the guidelines for document control established in specification Sections 013100, 013200 and 013300?

There are no specific software requirements above those stated in document controls established in the specifications.

BRFI #0002-21

Have the Camera and Target Subcontracts been awarded and would a representative be available for Pre-

Bid Consultation?

The camera and target vendor(s) has not been selected and is not available for consultation.

BRFI #0002-22

The General Note A on drawings E-100 thru E-103 says the “…contractor is responsible for all coordination and fees associated with……changes to the existing electrical distribution system….as indicated on these drawings. Items indicated as ‘By Utility” shall be installed and provided by the local electrical utility at the contractor’s expense.” Does this scope of work include Keyed Note #1 on Drawing E-100? Please clarify so it can be properly coordinated with the local utility.

See revised summary of plans clarification and SEC project manual attached to amendment 0004.

BRFI #0002-23

Building 20 is shown on Drawing E-103 within the area delineated for OBI#4 and called out in the Note addressing OBI#4. It is not shown on drawing 00T-105 but referenced in the Note addressing OBI#4 on that sheet. There are no specific Architectural or Electrical drawings for Building 20. The work referenced is to re-feed via underground service to existing Transformer T-12. Please reference a detail with applicable scope, standards or requirements of this work.

The work at building #20 as indicated on sheet E-103 (OBI #4) consist of extending the existing underground primary from the existing transformer to a new transformer (T-12). There is no additional work inside of this building.

BRFI #0002-24

Please define what the Term “Infrastructure” includes in regards to data/power/targetry as used in line

1.4.A.5 page 011000-2/5 of the Specifications.

The term 'infrastructure' indicates all electrical and telecom materials, components, and work as indicated in sheets 14E-101 through 26E-104 and 14T-101 through 26T-102. The targets/cameras/speakers themselves will be provided outside of this project. All data and power required for those targets/cameras/speakers will be part of this project.

BRFI #0002-25

Sheet C-011 and C-012 indicates the areas to be cleared for new construction. During the site visit it was observed the trees in the project area were generally cleared except for their stumps and some odd locations.

Please confirm the trees have been generally cleared up to the new tree line shown on these two drawings?

The stumps are still present and will need to be grubbed. Additional minor tree removal may be required within the specified area.

Sheet C-003 denotes S1 is the only Borrow Pit currently approved by DCR. Please provide test report on the soil/dirt type and quantity available from this pit for this project.

There is no restriction to Borrow Pit S1. Test reports and approved Erosion and Sediment (E&S) Control Plans for all borrow sites are provided as attachments to the solicitation posting at www.fbo.gov.

Sheet C-003 mandates approval from DCR for utilizing borrow sites. Please clarify the process involved and provide contact person in DCR for this project.

Use of authorized Fort Pickett borrow pits shall be coordinated with the Maneuver Training Center’s (MTC) Directorate of

Public Works (DPW) (point of contact to be provided at the Pre-Construction Conference). Use of the Fort Pickett borrow pits shall require the contractor to comply with any conditions of the approved E&S plan for the specific borrow pit. The contractor may have to acquire Virginia Stormwater Management Program (VSMP) permits for earth disturbing operations at the borrow pits and coordination shall be conducted by the contractor with the Virginia Department of Conservation and

Recreation (DCR). Additional information is available at the DCR website, http://www.dcr.virginia.gov/stormwater_management/vsmp.shtml.

Site visit tour held on 11/15/2012 included only a very distant view of the retrofit buildings. Can you share some close-up pictures of existing buildings to help contractors better understand the existing conditions for retrofitting and renovating them?

A subsequent site visit scheduled for 10:00 a.m. ET, Tuesday, December 4, 2012 will allow interested vendors to view the existing MOUT site.

Bid documents do not include a grading or clearing plan for the existing CTF area. For purpose of this bid are we to assume no grading and clearing would be necessary in this area for retrofitting the existing buildings?

Only minor grading is anticipated for the existing CTF area. This grading is limited to the building additions called for on the plans. The contractor will need to grade and prepare the earth beneath the building additions according to the specifications. Some minor fill may be necessary to get the building addition pads up to final grades.

Please clarify and/or differentiate between Base bid Item 0002 and Option Bid items 0005, 0006, and 0007.

Plan sheet C-002, Contractor’s note states only retrofitting building 14, 15, and 26 shall be in contractor’s base bid. Solicitation Section 00010 under Bid Item 0002 includes retrofitting all 15 existing training facilities in base bid item 0002. Which is correct?

Please issue the site visit attendee roster for the site visit held on November 20, 2012.

The only attendees on site November 20, 2012 included CPT Swanson, Project Manager and Jim Baty of Cordova

Enterprises (see pre-bid attendance roster for contact information).

http://www.fbo.gov/ http://www.dcr.virginia.gov/stormwater_management/vsmp.shtml

There is a conflict in concrete minimum compressive strength specified for Footings and Slabs-on-Grade in

‘Specification section 033000 subparts 2.11 A.1 and 2.11 C.1’ and ‘Plan sheet: S-001 note 1 for concrete’.

Please clarify.

Minimum compressive strength shall be: Footings: 4000 psi, with maximum water-cementitious materials ration

0.50. Slabs-on-Grade: 4000 psi.

Specification section 220500 subpart 3.2.P refers to Division 07 Section “Penetration Firestopping” for materials. Similar reference to “Penetration Firestopping” is in several other specification sections. This section is not included within the contract documents. Please provide.

FireStopping is not required for this project. Delete references to Division 07 Section “Penetration Firestopping”.

Detail A on plan sheet 01P-201 indicates a branch from ‘Recirc Pump’. The pump is not indicated or specified anywhere in the contract documents. Please clarify.

There is no recirculation pump on this project. The reference cited on the water heater detail should be ignored.

The depth of the concrete topping on Pre-cast Hollow Core Planks is neither indicated in floor framing plans

(example: Plan sheet 04S-102) nor on the general structural details on plan sheets S-506 and S-507. Please clarify.

Dimensions and elevations shown on the drawings are based on a nominal 3” thickness. However, actual topping thickness will vary due to camber in the hollow-core planks, sloping floors toward scuppers and sloping roofs 1/8” per foot. The topping shall not be less than 2” thick at any point.

Specification Section 034100 subpart. 3.2.E prohibits the use of powder-actuated fasteners and drilled fasteners on pre-stressed and precast concrete units. This contradicts the means and methods expected under specification section 220529 subpart 2.4.A., which allows for the powder-actuated and drilled fasteners.

Please clarify the expected fastening systems means and method is to be used to support various mechanical and electrical piping systems and equipment on ceilings, walls and floors with details.

Powder-actuated fasteners and drilled fasteners may be used where it is known the fasteners or drill will not hit pre-stressing strands. The pre-cast supplier must provide trades using such fasteners with the locations of all strands and tolerances on such locations.

Specification section 260533 subpart 3.1.A.3 permits use of EPC-80 PVC conduit for underground raceways.

Telecommunication plans sheet 00T-101 thru 00T-107 indicates to use Rigid Metal Conduit (RMC) for all 9-cell fabric raceways. Is EPC-80 PVC acceptable in lieu of the RMC for all the 9-cell fabric raceways?

EPC-80 PVC is not acceptable. Refer to drawings and specifications for underground conduit requirements.

Transformer specification 261200 provided is for three phase pad mounts, transformer to be supplied are single phase pad mounts? We will need to know the following in order quote these properly.

Correct, all transformers for this project will be 120/240V single phase units. Please also note, plans indicate secondary feeder circuits with three phase conductors and a neutral. One of those phase conductors will be omitted due to these being single phase feeds.

Are type I or type II single phase pad mounts per ANSI C57.12.25 to be supplied or are Compartmental

Single phase pad mounts to be provided?

There is no specific requirement for either ANSI type 1 or type 2 transformers. The contractor is responsible for verifying that the provided transformers will meet all Southside Electric Cooperative (SEC) requirements (see attachment). Utility contact information is provided on sheets E-605 through E-607.

Drawing E-601 calls for Temp Rise of 150 Deg C and spec calls for 55 deg C rise. 150 is for Dry Type

Transformers and 55 is for Oil filled. Please confirm 55 Deg C is right?

Correct, 55 Deg C rise should be used.

Section 2.2.G - Are surge arresters required on all transformers as the specification calls for three (will be only 2 in a single phase application) arresters for loop feed circuits?

Surge arrestors are required at each transformer, only two per transformer for this application.

Section 2.2.I.7 – Alarm contacts are not generally provided on single phase Type I or Type II pad mounts and drawings do not show any connections to these gauges. Are these required?

Alarm contacts are not required for this application.

Section 2.2.I.6 – Is metering going to done at the transformer or at the buildings? Mounting provision for

CT’s are not generally provided on Type I or Type II single phase pad mounts?

Army National Guard (ARNG) standards require that all building utilities be metered. Typically this is done at each building separately. It has been determined that unoccupied down range buildings such as those on a CACTF may be metered at the transformer for convenience. Typically this only requires an electronic usage meter as the main electrical service feeding. Ft. Pickett is master metered for billing purposes.

All metering will be done at transformers.
