End of Section 00010

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been modified:

SECTION 00100

SECTION 00100 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

1. SCOPE:

1.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) W912LQ-12-B-0002, entitled

Collective Training Facility, Project Number 510307, at Fort Pickett, Blackstone, VA 23824.

http://www.fbo.gov/ https://www.sam.gov/portal/public/SAM/ https://www.fbo.gov/ https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf

1.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.

1.3. This solicitation is set-aside 100% for HUB Zone qualified contractors.

2. EVALUATION FOR AWARD. Reference DFARS 252.236-7007. Further explanation of this reference for award of multiple projects is as follows:

2.1. Bids will be evaluated on the basis of the same additive items; the base amount plus the additive items in the order stated in the list of priorities in the bid schedule, regardless of the ABI’s actual reference number in the project document, which provide the most features within the funds determined available for that project or within the statutory limit for that type of work. If adding another item from the bid schedule list of priorities would make the award exceed the available funds for all of the offerors, the Contracting Officer will skip that item and go to the next item from the bid schedule of priorities. (Reference DFARS 252.236-7007(b))

2.2. The low bidder shall be the bidder who

2.2.1. Is otherwise eligible for award; and

2.2.2. Offers the lowest aggregate amount with evaluated ABIs

2.2.3. AND Does not exceed the amount of funds available on the project.

2.3. Example

Funds available $100,000

Bidder 1 Base (line item 0001) $81,000

ABI #1 $1,000

ABI #2 $2,000

ABI #3 $4,000

ABI #4 $5,000

ABI #5 $5,000

Total $98,000

Bidder 2 Base (line item 0001) $78,000

ABI #1 $1,500

ABI #2 $4,000

ABI #3 $5,500

ABI #4 $4,250

ABI #5 $5,000

Total $98,250

Bidder 3 Base (line item 0001) $77,750

ABI #1 $1,500

ABI #2 $4,000

ABI #3 $5,250

ABI #4 $5,750

ABI #5 $6,000

Total $100,250

Based on this example, Bidder 1 would be determined to be the Apparent Low Bidder with total bid of $98,000.

While Bidders’ 2 and 3 base bids are lower than Bidder 1, Bidder 1’s aggregrate total is lower. In addition, while

Bidder 3 has the lowest base bid, the overall total is more than available funding which means the government could not get as many ABIs as can be realized with Bidder 1.

3. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT:
