Bank Letter Guarantee (BLG) and Bank Letter Assurance (BLA)
14. Question: In the Solicitation you make reference to the Bank Letter of Assurance which shall be of $450,000 (attachment 0004) and to the Bank Letters of Guarantee (attachment 0005). It is our understanding that the Bank Letters of Guarantee shall be provided per each task order; therefore, after the award of the MATOC. How a bank can assure $450,000 when the Government will guarantee, in case of an award, only $10,000 for the entire life of the contract? Please provide clarification.
Answer: A Bank Letter of Assurance in the amount of $450,000 is to be submitted with the base/ solicitation. The Bank Letters of Guarantee is submitted with each task order.
15. Question: I need a clarification about the bank Letter of Assurance. The second sentence cites the amount of $450.000,00 but the third sentence indicates 10% of the maximum contract amount as presented by the firm. Are the two sentences intended to complement each other with $450,000.00 being your maximum required guarantee for the entire contract or do the two sentences relate to two different Bank Letters of Guarantee?
Answer: A Bank Letter of Assurance in the amount of $450,000 is to be submitted with the base/ solicitation. The Bank Letters of Guarantee is submitted with each task order.
16. Question: Can you also clarify if the Letters of Guarantee can be furnished by a financial institution (enrolled with the central bank – Bank of Italy) or can we also use a Bonding Firm. In Italy for public contracts either a Bank, Bonding firm or Financial Institution are recognized and accepted guarantee agents.

System for Award Management (SAM)
22. Question: In representation of a potential new Offeror, I am writing in connection with the subject Solicitation in order to request a possible assistance at the registration stage.
Following the Solicitation instruction where : “Offerors must be registered in System for Award Management (SAM) formerly known as the Central Contractor Registration (CCR) in order to be eligible to receive an award from this solicitation. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.acquisition.gov or by calling 866- 606-8220, or 334-206-7828 for international calls.” I regret to inform you that since last week I result unable to access the SAM web indicated and/or the telephone number (line always busy).
Can I kindly be directed otherwise, in order to register my Company within the time limit available to participate to the Solicitation (?).
Answer: Please visit: https://www.fsd.gov/app/utils/login_form/redirect/ask
It says you need to register to ask a question. It also says you may get a faster response if you call, but the phone has long wait times. You may get better results with a phone call, but I’d also try submitting the question in email since the phone wait times are so long.
Resumes
23. Question: Factor 3 – Management Approach submission overview states, “The organization chart, resumes, and letters of commitment are not considered part of the 30 pages.” The three paragraphs that following do not include a request for resumes. Are resumes required? If so, please provide guidelines for including them in the proposal.
Answer: No, resumes are not required. However, it is required that the Offeror provides experience in their management approach.
NOTE: No more questions can be submitted after 11 February 2013 at 10:00 AM.
