PROJECT TITLE: Multiple Aw ard Task Order Contract (MATOC) at various Army installations in support of the Directorate of Public Works, U.S.
Army Garrison, Island of Oahu and the Island of Haw aii (Big Island).
This is an indefinite delivery, indefinite quantity type contract to acquire real property repair, maintenance, minor construction, and w ork plan/non-w ork plans for U.S. Army Garrison installations on the Islands of Oahu and Haw aii. Task Orders w ill be on an "as needed" basis.
The government intends to aw ard a minimum of four (4) individual contracts to Women Ow ned Small Businesses (WOSB).
Term of the contract is one base period plus four one-year option periods. Minimum Guarantee for each WOSB contract is $20,000.00 for the base period. A minimum guarantee in the amount of $20,000.00 is required per contractor upon exercise of an option period. The annual maximum combined value for all aw arded contracts w ill be a total value of $16,800,000 per year. The maximum contract value for the total of all aw arded contracts to include the base period and four (4) one-year option period is $84,000,000 over the f ive (5) periods.

GENERAL INFORMATION
SUBMISSION REQUIREMENT:
100% SET-ASIDE FOR WOMEN OWNED SMALL BUSINESS (WOSB) COMPETITIVE
FIRMS. The proposed contract is limited to certified WOSB firms approved by the Small
Business Administration. The Government will not consider offers from firms other than certified WOSB firms. All other firms are deemed ineligible to submit offers.
INSTRUCTION TO OFFEROR:
Information and instructions for offerors are located in this solicitation in Section 00 21 16 -
Instructions to Proposers, Proposal Submission Requirements.
NOTIFICATION TO OFFERORS - ACCESS TO ARMY INSTALLATIONS: All vehicle operators must be prepared to provide a valid driver's license, vehicle registration, certificate of insurance and current safety inspection to the security guard prior to entry to the installation at
Lyman Gate on Schofield Barracks. Allow for delays at the gates.
Please ensure you plan sufficient time to locate our facility and adjust to gate and road closures/detours to ensure your proposal is submitted in accordance with the terms and conditions of the solicitation.
GENERAL INFORMATION:
1. Scope of Work: This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to acquire real property repair, maintenance and minor construction for Army Installations on the islands of
Oahu and Hawaii under the juristdiction of the Directorate of Public Works (DPW), U.S. Army
Garrison, Hawaii. A detailed Scope of Work will be issued for each individual Task Order.
SEED PROJECT: The Scope of Work for the seed project has been provided. Please see
Attachment 2 for further requirement details. The seed project is to be incorporated with your proposal.
2. The contractor shall submit a safety plan within 30 days of award or 5 days prior to commencement of on-site work, whichever occurs first in accordance with the AR 385-10, Construction Safety, US Army Corps of Engineers "Safety and Health Requirements Manual
(EM 385-1-1)" and Occupational Safety and Health Administration (OSHA) regulations.
3. To assure compliance with general construction trade practice, the contractor shall establish and maintain quality control for materials and work. The Government may perform inspections and conduct tests while the contractor's work is in process to assure compliance to performance standards.
4. Existing conditions or areas damaged or disturbed by the contractor's operation shall be restored to their original condition, or near original condition as possible, to the satisfaction of the Contracting Officer at no additional cost to the Government.
5. Prior to start of any excavation or trenching work, the contractor shall obtain clearance, in writing, from the appropriate communications agency and from the Directorate of Public Works.
6. Interruptions to existing utilities shall be held to a minimum. A schedule for any required power or water outages shall be submitted to the Contracting Officer a minimum of four weeks prior to the intended outage.
7. The contractor shall establish work procedures and methods to prevent interference with existing operations within or adjacent to the construction area.
8. The Contractor’s normal working hours will be 7:30 a.m. – 4:30 p.m. Monday thru Friday.
The Contractor will not normally work on Saturdays, Sundays, or Holidays. If the Contractor chooses to work outside the normal working hours, Contractor must submit an application to the
Contracting Officer in writing one week prior to the requested work for approval.
9. Rubbish and debris shall be removed from Government-controlled property daily unless otherwise directed, so as not to allow accumulation inside or outside the building. Materials that cannot be removed daily shall be stored in areas designated by the Contracting Officer.
10. The contractor shall provide, install, and maintain all necessary signs, lights, barricades, markers, cones, flagmen, and other protective facilities and shall take all necessary precautions for the protection and for the convenience and safety of military and public traffic (vehicular and pedestrian).
11. The amount of dust resulting from the contractor's work shall be controlled to prevent the spread of dust and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as flooding and pollution.
12. The contractor shall obtain the necessary hot work permit from the appropriate Fire
Department prior to any welding, burning, and torching operations.
13. Daily Clean-up - During the course of the work, the Contractor shall keep the entire premises free from any accumulation of empty cans, rags, etc. or rubbish that constitutes a fire hazard. At the end of each days work, the Contractor shall remove all debris. The entire area shall be cleaned and left in a condition acceptable to the Technical Representative of the
Contracting Officer.
14. Storage area will be determined per task order issued.
15. The Government will provide a reasonable amount of water and electricity required to accomplish subject project.
16. The Contractor shall be responsible to have a quality control program to ensure services are performed in accordance with the Scope of Work and commonly accepted commercial practices.
17. The Contractor is required to follow DPW’s Best Management Practice (BMP) of Storm
Water Compliance. Copy will be provided at the pre-construction conference, if requested.
18. The work shall be constructed using best practices per industry standards. The Contractor shall abide by all applicable regulations to include Federal, State, local requirements.
19. Progress of Work. For each task order, contractor shall submit all proposed work schedules to the Contracting Officer for review/approval within ten (10) calendar days after issuance of the
Notice to Proceed (NTP) unless otherwise specified.
20. All materials used under this project shall be Energy Star compliant. The following website lists all energy star compliant materials. www.energystar.gov
21. If a dumpster is provided for this contract, contractor shall include a sign on the dumpster with their name/address/phone and indicate the dumpster is only used for construction debris.

23. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or
Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection
Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes."
24. Identification of Contractor Employees.
a. Provide each employee with identification (ID) badge made of nonmetallic material, easily readable and including employee’s name, contractor’s name, functional area of assignment, with recent color photograph of the employee.
b. All contractor personnel shall wear the ID badge at all times when performing work under this contract at a Government site, including while attending Government meetings that may take place outside the Government facility. ID badge in a conspicuous place on the front of exterior clothing above the waist except when safety or health reasons prohibit such placement.
25. ESTIMATED QUANTITIES: All quantities are estimated and are stated for the information of the prospective contractors. The actual quantities ordered may be more or less than the estimated quantities. (See clause at 52.216-22, Section 00700 entitled “Indefinite Quantity”. As a prerequisite of the Government, there must be (i) adequate and sufficient funds available to cover the order, and (ii) an administrative determination by the Government that the requirement exists.
26. HARDWARE and PAINT supplies: Hardware and paint are to be purchased from
AbilityOne. Please refer to FAR Clause 52.208-9. See website http://www.abilityone.com for ordering instructions.
Unless otherwise specified herein, the contractor shall furnish all supplies, material and equipment necessary for the performance of work under this contract. The contractor shall utilize products and materials made from biobased materials (e.g. biobased degreasers and biobased toilet bowl cleaner) to the maximum extent practical without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. The EPA’s

Upon request of the COR, the contractor shall submit a list indicating the name of the manufacturer, the brand name, and the intended use of each of the materials used in the performance of its work. The Contractor shall not use any materials, chemicals, or compound which the COR determines would be unsuitable for the intended purpose or harmful to the surfaces to which applied or, as might be the case for such items as paper or soap products, unsatisfactory for use by occupants. For biobased content products evaluation, all non-chemical products proposed for use under this contract must conform to the Department of Agriculture
(USDA) Designated Biobased Products List (DBPL) whenever practicable.
27. Enterprise-wide Contractor Manpower Reporting Application (ECMRA)
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the MATOC via a secure data collection site. The contractor is required to fill in all required data fields completely using the following web address: https://www.ecmra.mil/Default.aspx and then click on "Department of the Army CMRA" or the icon of the DoD organization that is receiving or benefitting from the contracted services.
Reporting inputs will be for the labor executed during the period of performance during each
Government fiscal year (FY), this runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 28. APPLICABLE CODES AND REGULATIONS
28.1. The latest edition of the following Codes, regulations, guides, and criteria shall be used for all design and construction under this contract. If there is a conflict between these codes or regulations and these contract specifications the Unified Facility Criteria will override. The
Contractor shall have a copy of each of these documents available for use during the term of this contract.

28.2. The Unified Facility Guide Specifications are mandatory for all work required under this contract. The contractor is responsible for obtaining the Unified Facility Guide Specifications and for maintaining updates to the specifications. The specifications whether referenced or not
(in whole or part), shall be considered to be a part of all task orders issued under this contract.
Where two specifications are listed for a certain item of work the Army section as denoted by an
“A” shall be used. When there is no Army designated spec use the Navy (denoted by “N”) or in the absence of either use an industry standard specifications or others listed in the Construction
Criteria Base CCB.

DPW DESIGN GUIDELINES FOR AIR CONDITIONING & VENTILATION
SYSTEMS
Below are mechanical design guidelines for air conditioning and ventilation systems for US
Army Garrison, Hawaii, DPW. All new construction and renovation projects shall have as a minimum the following where applicable:
1. All air conditioning units to include roof top air conditioning units and air handlers shall have continuous high output ultra violet (UV) lamps on the downstream side of the cooling coil for improved air quality. Continuous high output UV-C energy prevents microbial growth, fungus and mold, eliminating odors and allergy-causing irritants and will keep the cooling coils and drain pans clean. DPW has many problems with mold, mildew, and keeping the cooling coil and drain pan clean at Schofield Barracks, Wheeler
AAF, Helemano, and other U. S. Army facilities and this addition will definitely cut down this problem. Designers should coordinate the electrical engineer for a separate disconnect for the UV-C emitters, which normally uses 120 volts, single phase power.
2. All air handlers shall have 2” double wall construction with solid galvanized steel inner casing.
3. All three phase motors of one horsepower and larger shall be premium efficiency electric motors. This will apply to all air handling units, fans, pumps, etc.
4. Provide a duct thermometer (0ºF to 100ºF) in the supply air duct of each air handling unit and roof top air conditioning unit so that maintenance personnel can check the supply air temperature to see if the unit is operating properly.
5. All pressure gauges and thermometers exposed to the weather shall have either a stainless steel casing, aluminum casing with an epoxy coating, or chrome plated brass case with stainless steel ring and be weatherproof.
6. All chilled water and condenser water pumps shall have a nameplate attached to the bedplate with the GPM, head, and impeller diameter information.
7. All pumps exposed to the weather shall have TEFC electric motors.
8. PVC pipe shall not be used for chilled water piping especially for underground pre-insulated pipe.
9. All air outlets shall be of aluminum or plastic. Steel air outlets will corrode after awhile because of the high humidity.
10. All DDC building and energy management systems shall be native BACnet; no gateways allowed.
11. In the future, all DDC building and energy management systems shall be tied in to the central DDC building and energy management at DPW headquarters.
12. All training shall have as a minimum at least 40 hours devoted to classroom instructions and one or two days of on-site training. A detailed written sequence of operation manual that will also be used as a training manual shall be provide for each student attending the training with another two copies supplied to DPW as extras.
13. Provide a pressure gauge at the inlet and discharge of each pump.
14. Provide a strainer upstream of each pump and a check valve downstream of each pump
(Sump pumps shall not have a strainer).
15. Provide a standby chilled water pump and standby condenser water pump for each chilled water plant that has these pumps. This will provide redundancy in case one pump is out for either system.
16. Provide a water pressure reducing valve with pressure gauge for the cold water makeup for any chilled water system downstream of the reduced pressure backflow preventer.
The pressure gauge shall be downstream of the pressure reducing valve.
17. Inlet guide vanes and fan discharge dampers for air handling units or roof top air conditioning units are not allowed for use in variable air volume (VAV) systems as they fail easily and are noisy during operation. Use variable speed drives. DPW has many buildings with inlet guide vanes where they have become frozen and inoperable. For systems with 10,000 cfm and below using forward curve fan wheels, riding the fan curve is acceptable and no variable speed drives are required. For all other types of fans (BI and AF) and systems above 10,000 cfm variable speed drives shall be used.
18. Comply with US Army TI 800-01, paragraph 7c(4) dealing with “Chilled Water
Systems” where it states that the cooling capacity of chilled water systems of 350kW
(100 tons) and over will be divided between two or more chillers to ensure reliability and constant chilled water supply without temperature fluctuations, to prevent short cycling, and to minimize hot gas by-pass.
19. For packaged equipment below 10 tons and below, a single compressor unit is acceptable. Above 10 tons, units shall have a minimum of two compressors with independent refrigerant circuits; for units using more than two compressors, a maximum of two compressors may be on one circuit. Up to 100 tons, a unit shall have no more than four compressors.
20. Equipment Procurement: Use the following language in the General Mechanical specification section or in the body to the technical mechanical specification section “The equipment shall be furnished by a factory authorized supplier within a distance of 500 miles of the installation site which shall include but not limited to: (a) Replacement units up to 10 tons; (b) Adequate replacement parts inventory of compressors, indoor fan housings, wheels, shafts, bearings, condenser fan blades and motors, factory OEM accessories such as circuit breakers, relays, timers, and microprocessor controls unique to the manufacturer; (3) Factory trained engineers to provide field support and training
(minimum 10 years experience); (4) local warranty administration to expedite warranty issues in a timely manner.”
21. Provide solid state phase monitor relay or internal phase monitor for every separately mounted three phase motor to prevent phase failure and phase reversal damage to the electrical motors.
22. Provide a reverse phase and phase failure relay for every motor control center (MCC).
Wire this unit into the primary circuit serving the control center through properly selected fuses. Upon a detection of a 10% phase unbalance or a reverse phase condition, all motors stop. Provide a green pilot light located on the starter section labeled “Power
Normal”. When a power failure occurs on any phase, light is de-energized and rings an alarm located in the motor control center. This panel is not required for starters with internal phase monitor.
23. Factory Coatings: a.
All air cooled condensing unit, air cooled water chiller, air cooled condenser, and all outdoor packaged unit casings shall have a baked powder coated finish capable of withstanding a minimum 500-hour salt-spray test, in accordance with ASTM B-117.
b. All air cooled condensing unit, air cooled water chiller, air cooled condenser, and all outdoor packaged unit shall be provided with copper tube/aluminum fin condenser coils with either a factory applied epoxy-phenolic coating or locally applied aluminum-impregnated polyurethane protective coating capable. Either coating shall be capable of withstanding a 1,000-hour salt-spray test, in accordance with ASTM B117. Locally applied protective coating shall provide a 3-year conditional warranty for the coating.

52.222-5 CONSTRUCTION WAGE RATE REQUIREMENTS--SECONDARY SITE OF THE WORK (MAY
2014)
(a)(1) The offeror shall notify the Government if the offeror intends to perform work at any secondary site of the work, as defined in paragraph (a)(1)(ii) of the FAR clause at 52.222-6, Construction Wage Rate Requirements,of this solicitation.
(2) If the offeror is unsure if a planned work site satisfies the criteria for a secondary site of the work, the offeror shall request a determination from the Contracting Officer.
(b)(1) If the wage determination provided by the Government for work at the primary site of the work is not applicable to the secondary site of the work, the offeror shall request a wage determination from the Contracting
Officer.
(2) The due date for receipt of offers will not be extended as a result of an offeror's request for a wage determination for a secondary site of the work.
52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL
EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance
Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal Contract
Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the --
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.
(e) As used in this Notice, and in any contract resulting from this solicitation, the "covered area" is installations on the island of Oahu and Hawaii.
52.225-12 NOTICE OF BUY AMERICAN REQUIREMENT-- CONSTRUCTION MATERIALS UNDER
TRADE AGREEMENTS (MAY 2014)
(a) Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “designated country construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American -- Construction Materials Under
Trade Agreements” (Federal Acquisition Regulation (FAR) clause 52.225-11).
(b) Requests for determination of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of FAR clause 52.225-11 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
(c) Evaluation of offers. (1) The Government will evaluate an offer requesting exception to the requirements of the
Buy American statute, based on claimed unreasonable cost of domestic construction materials, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph
(b)(4)(i) of FAR clause 52.225-11.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers. (1) When an offer includes foreign construction material, other than designated country construction material, that is not listed by the Government in this solicitation in paragraph (b)(3) of FAR clause
52.225-11, the offeror also may submit an alternate offer based on use of equivalent domestic or designated country construction material.
(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of FAR clause 52.225-11 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.
(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of FAR clause 52.225-11 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic or designated country construction material, and the offeror shall be required to furnish such domestic or designated country construction material. An offer based on use of the foreign construction material for which an exception was requested-- (i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
(ii) May be accepted if revised during negotiations.
52.228-1 BID GUARANTEE (SEP 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.
The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.-
(c) The amount of the bid guarantee shall be in the amount of the seed project's proposal.
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.-
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
52.233-2 SERVICE OF PROTEST (SEP 2006)
(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from

(a) Offerors shall furnish a bid guarantee in the amount of the proposal of their seed project with their bids. The
Offeror receiving notice of award shall furnish--
(1) A performance bond in the penal amount will be determined and provided per each task order issued; and
(2) Payment in full of any sum due the Government.
(b) The Contractor shall furnish the performance bond to the Contracting Officer within 10 days after receipt of the notice of award. The Contracting Officer will not issue the notice to proceed until receipt of an acceptable performance bond and payment of any sum due the Government.
(c) Bonds supported by sureties whose names appear on the list contained in Treasury Department Circular 570 are acceptable. Performance bonds from individual sureties are acceptable if each person acting as a surety provides a
SF 28, Affidavit of Individual Surety, and a pledge of assets acceptable to the Contracting Officer.

PROPOSAL SUBMISSION REQUIREMENTS
1. Introduction. The offeror’s proposal shall be submitted in hard copy, with accompanying digital copies, as set forth below. The RFP shall provide the Government address and receipt date for proposal submittal.
A. Offerors are required to furnish a complete proposal package, addressing any and all factors relevant to the specific requests stated in this Request for Proposal. Failure to submit a complete package by the date and time specified for receipt of offers will render an offer as non-compliant and may not be considered in the evaluation process.
B. Offer Acceptance Period is in accordance with the closing date and time identified in
Block 13, on the Standard Form (SF) 1442. The submission of the documentation in response to this Request for Proposal will constitute the offeror's acceptance of the terms and conditions of the RFP, concurrence with the Statement of Work, and the proposed contract type.
