About this file

This solicitation requests construction services for replacing medium voltage switchgears at a hydroelectric power plant in Sault Sainte Marie, Michigan. The project involves replacing two 5kV switchgears and a dry type transformer located in the New Power Plant with new equipment. Additional work includes cabling, generator transformer installation, benchboard modifications, metering, control switches, wiring, protective relaying for new feeders, and surge arrestors. The plant provides power to the local community, so outages will be limited or phased. The site is remotely located and waterbound, requiring over-water transport by the Government or contractor. The procurement is full and open with a HUBZone 10% price evaluation factor. The estimated cost is between $1,000,000 to $5,000,000. The NAICS code is 238210. Site visits will be scheduled individually between November 18, 2020 from 0700 to 1530 Eastern Time. The contractor must self-perform 25% of the work. Interested parties must register in SAM to conduct business with the Federal Government.

Questions Received from 03 December

2020 to 08 December 2020 5 kV Switchgear

Number Question Answer 55 There appears to be missing run lengths for cables 3AF-1, 3AF2-1, SP-c1-RP0, and SP-c3-RP4. Can these values be provided?

Cable 3AF-1 is 1400'; 3AF2-1 is 1650'; SP- C1-RP0 is 75'; SP-C3-RP4 is 75'

There appears to be missing conductor quantities for cables 3AF3-1, 3AF3-2, and 3AF4-1. Can this information be provided?

3AF3-1 is 3-1/C; 3AF3-2 is 3-1/C; 3AF4-1 is 3-1/C

57 Note #5 on E501 states to remove unused pilot cables in the conduit between the manhole and the gear. Are these cables to be cut and capped and abandoned in the manhole?

If no plan to tie in to plant SCADA, etc.

recommend have cables cut and capped as suggested.

58 Sheet E801 cable tag #’s TA-C3 indicate single strand fiber. Is there any specifications on the fiber cable needed?

Interconnections to transformer TA will be hard-wired only. See amended drawing E801.

59 Per the addendum #1 drawing E101 you have added replacing the CT’s for U3A.

Do you have a part number, size, etc. for the existing CT’s so that we can match them.

Existing CTs are 3-ph Y, 400/5.

Manufacturer, Westinghouse Style 1294077, per reference drawing 30-A-4589 (pdf sheet 4).

60 Will there be a time post bid to do a preliminary shut down of the 5KV gear and turbine to do research on the equipment? If so how long of a duration can we shut this gear down?

One day outage is permissible before 01 Jun 2021.

61 What are the allowed working hours? Working hours can be found in spec 01 12

16.00 26 para 1.5 and 01 35 00 paraagraph1.6.17.

62 Will we be allowed to work two shifts in order to meet the POP? If so, will the Superintendent and Quality Control Manager need to on site during the second shift?

The work hours are limited to 12 hours a day per spec 01 12 16.00 26 para 1.5 and 01 35 00 para 1.6.17. Whether that is done in one or two shifts is up to the contractor.

The Superintendent, QC Manager and SSHO must be on site whenever any work is being performed per specs 01 35 13, 01 35 26, and 01 45 00.00

63 Sheet E101; based on scale noted on drawing it appears that overall depth is drawn as 84”. Please confirm.

Switchgear design depth is 85" and is conceptual and based on commercially available switchgear footprint.

64 E601; fuse(s) shown to feed existing Excitation PPT transformer. Please confirm amp rating required. Max fuse ampacity rating available is 25A. This would be configured as a PT drawer/compartment but with only fuses.

In Metal Clad switchgear design, this is the only fuse option.

Fuses are rated at 20A.

65 E201; please confirm that “panel detail” is for components to be mounted in first structure (left side) of the 5kva switchgear. Noted as control panel on elevation view.

The location of the detail showing the SEL 587Z and associated devices is subject to manufacturer design and Government submittal approval.

66 26 13 26 – 1.2, 2.1.2, 2.4.1, 2.4.3, 2.4.6.3, 3.1.3 – Standard C37.13 is referenced in each of these sections.

C37.13 applies specifically to generator rated breakers. Breakers meeting this standard are not available to be installed into a 26” wide structure. Breakers that can be supplied in 26” wide (narrow) structures comply with C37.09. Please clarify if C37.13 is to be met. And note, if this is required. The proposed switchgear will be wider than shown in bid documents.

IEEE C37.13 was removed from amended Section 26 13 26.00 26. Appropriate references to IEEE C 37.09 were added to amended Section 26 13 26.00.

67 26 13 26 – 2.3.2 – First sentence in spec section references the new switchgear to be supplied with 36” wide sections but sheet E201 and E101 appear to show 26” wide structures. Please clarify which width is required.

26 inch wide structures are acceptable. See related response to amendment 0002, RFI item 66.

68 26 13 26 – 2.2.2.e; Closing and Latching Capability has 137kA peak listed. This is not offered in 26” wide narrow design (and does not match the new ratings in Ammend 001 (25kA and 60kVBIL).

Breakers at the revised ka kVBIL rating would have the following closing ratings:

(97kA crest at 2.7K times rated short circuit current and 58kA rms sym at 1.6K times rated short circuit current. Please advise if these closing and latching ratings are acceptable.

Per referenced standard IEEE C37.04 the closing and latching maximum peak capability has been amended to 65,000 A.

See amended Section 26 13 26.00 26.

69 Drawings ED713 and E-713 appear to be missing cabling designations. Can this information be provided?

See note 5 on subject drawing. The comment missing information is non-biddable, therefore will be provided post-award.
