Provide construction services for replacing the medium voltage switchgears at the New Power Plant in Sault Sainte Marie, MI. The hydroelectric generating facilities at the Soo consist of two powerhouses with a total installed capacity of 18.4 megawatts (MW), rated at a flow of 12,700 cfs. The New Power Plant, located at the foot of the rapids, has three generating units each of 4.8 MW capacity installed in 1951-52 and one generating unit of 2.0 MW capacity installed in 1954. The hydroelectric plant provides power to the local community and plant shutdowns will be limited or phased to reduce impact to the community. The medium voltage switchgear in the New Power Plant is original equipment with increasing reliability and operational risks due to obsolete parts and age. This project replaces the existing 5 kV switchgear and dry type transformer, both located in the New Power Plant. The complete medium voltage switchgear system includes cabling, generator transformers, benchboard modifications including new metering, control switches and internal wiring, new protective relaying for new feeders as required, revisions to existing protective relaying settings as required, surge arrestors, interface wiring for alarm, communication, and controls. This project will increase the reliability of the power distribution with the replacement of outdated obsolete equipment.

The New Power Plant is remotely located north of the Soo Locks and is waterbound. As land access does not exist, all mobilization of materials and equipment must be via floating plant provided by the Government or contractor.

See specifications for restrictions on Government provided Over-Water Transport.

3. Factor II: Past Performance

3.1 Submission Requirements

Past Performance Information (PPI) is to be provided for a minimum of three (3), and no more than five (5) projects, include any projects submitted in Factor 1, Subfactor 1. For each project, include a Project Detail Sheet for Past Performance (Exhibit B) and the PPI as described below.

Department of Defense (DoD) projects:

Offeror should submit a copy of the Government’s Contractor Performance Assessment Reporting System (CPARS) Evaluations or, for older projects, a copy of the Government’s Construction Contract Appraisal Support System (CCASS). If unable to provide the printed

CPARS or CCASS evaluations, provide written notification that current ratings are available so that the Government may obtain the printed evaluation.

Offerors should not request PPQs on projects that have final CPARS or CCASS evaluations. If a PPQ is received on a project where a final CPARS evaluation exists, the CPARS evaluation will serve as the official rating of record for evaluation purposes.

Projects that do not have a CPARS evaluation:

Offeror shall forward a copy of the Past Performance Questionnaire (PPQ) to the points of contact (POC) responsible for monitoring performance under those contracts (Exhibit C for this solicitation).

Completed PPQs should be included with the proposal if at all possible. However, if necessary, they can be submitted directly to Contract Specialist Emery Moser by emailing completed documents to both of the following email addresses:

LRE-Proposal@usace.army.mil and Emery.S.Moser@usace.army.mil

NOTE: If PPQs will be submitted directly to Mr. Moser it is recommended that Offerors include a list of the POC’s contact information. This information will be used to ensure that the PPQs are placed with the correct W911XK-20-R-0010 proposal. (i.e. if a subcontractor is arranging for a PPQ to be provided directly to Mr. Moser, instruct the person completing the PPQ to identify which Offeror’s proposal the PPQ should be placed with.) A reasonable attempt will be made to match the PPQs to the correct proposal. However, it is the Offeror’s responsibility to ensure the PPQs have been received by Mr. Moser by the proposal due date.

Offeror shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Offeror may submit PPQs they have previously received to be used on other RFPs as long as they pertain to this project.

Any PPQs not received by the Contract Specialist by the proposal closing date will not be reviewed or evaluated.

3.1.1 In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/Unique Entity Identifier (previously DUNS numbers) of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources whether identified by the proposal or not.

3.1.2 While the Government may elect to consider data from other sources, the burden of providing the required, detailed, current, accurate and complete past performance information rests with the Offeror.

3.1.3 New entities without past performance history shall include a letter with the proposal, stating that they have had no previous clients and that the minimum number of questionnaires cannot be provided. It is the Offeror’s responsibility to ensure that sufficient reference documentation is provided to substantiate the statement, as the Government may or may not make additional requests for past performance information from persons familiar with the Offeror’s performance history.

3.1.4 The Government may contact references provided as part of the Factor for Experience for information regarding past performance on the project and for assessing and verifying the scope of the work performed. Offerors should provide accurate, current, and complete contact information for references provided in the project descriptions.

3.2 Evaluation Criteria

Documentation of satisfactory performance of projects submitted, with no adverse information with respect to criminal activity, evasion of taxes, or cooperation in the pursuit of small business goals will be considered to have met the minimum requirements of the Solicitation and will be rated “Acceptable”.

Offers which do not demonstrate satisfactory performance of relevant projects will not be considered to have met the minimum and will be rated “Unacceptable”. If an overall rating is not provided an average of the ratings will be used.

Offerors with no past performance information will receive an “ACCEPTABLE” rating for this factor.

The Government may obtain and evaluate past performance information from any source it deems appropriate. In assessing performance confidence, the evaluator may:

a) Evaluate present and past performance information through the use of questionnaires completed by the Offeror’s references;

b) Use data independently obtained from other Government or commercial sources, to include but not limited to Government databases;

c) Rely upon personal business experience with the Offeror;

d) Consider any information the Offeror submits which explains any problems encountered on the identified contractor and the Offeror’s corrective actions.

The evaluation may take into account Past Performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition. The evaluation will also consider information provided relative to corrective actions taken to resolve problems on past or existing contracts.

Current and Relevant: Evaluators will consider the performance information for currency and relevancy while conducting its evaluation.

• “Current” means performance occurring within the last ten (10) years for the period beginning ten years prior to the solicitation closing date.

• “Relevant” means performance on contracts for similar work applying similar construction methods to include:

1. Experience with power distribution; or

2. Experience with replacing medium voltage (2,001 volts or higher) switchgears; or

3. Experience with replacing transformers (greater than 1 MVA)

NOTE: For purposes of evaluating past performance, the Prime Contractor is defined as the contractor identified in Block 14 of the Standard Form 1442. If more than one contractor is listed in Block 14, then a signed joint venture must be submitted with the proposal and the joint venture shall be registered as such in the System for Award Management (SAM). However, each party of the Joint Venture must submit their own Unique Entity Number (formerly DUNS number) with the JV proposal.

Projects performed by other contractors than the offeror, such as teaming partners or subcontractors, will not be evaluated for past performance, unless those other contractors are part of a joint venture offeror as demonstrated by a signed joint venture agreement. If the Offeror represents the combining of two or more companies as a joint venture for the purpose of this RFP, each company in the joint venture may submit project examples, but the total submitted by the joint venture will not exceed five (5).
