About this file
This document contains a federal solicitation for construction services to replace medium voltage switchgear and transformers at a hydroelectric power plant in Sault Sainte Marie, Michigan. The project requires replacing aging 5kV switchgear and a dry type transformer located in the New Power Plant with new equipment to increase reliability of power distribution. Services include installation, cabling, modifications to existing equipment, new protective relaying and surge arrestors. The plant is remotely located and accessible only by water, requiring over-water transport by the government or contractor. The solicitation is full and open with an estimated cost between $1 million to $5 million. The NAICS code is 238210 and size standard is $16.5 million in average annual receipts. Site visits will be scheduled individually between November 18, 2020 from 0700 to 1530 Eastern time due to COVID-19 guidelines. Contractors must be registered in SAM and the procurement requires the HUBZone 10% price evaluation in accordance with FAR 19.1307. The Department of the Army Corps of Engineers Engineering District Detroit is the issuing agency.

PART 1 GENERAL
1.1 DESCRIPTION OF WORK
This specification contains the requirements for Contractor design and the submittal requirements for Government approval for transformer foundations, and steel support structures for electrical equipment which are necessary for installation of the new dry-type transformer at St. Mary Soo Lock and which must be completed after contract award and prior to fabrication and installation, and/or construction.
These requirements are in addition to those contained in the specification sections covering the specific items of work, or as shown. The following specification sections contain additional requirements for items being designed by the Contractor:
SECTION 03 30 53.00 26 Cast-In-Place Concrete SECTION 05 05 23.16 26 Structural Steel Welding And Fabrication SECTION 05 50 04.00 26 Metals: Miscellaneous, Standard Articles, Shop Fabricated Items SECTION 13 48 00.00 26 Seismic Restraint For Mechanical And Electrical Equipment SECTION 31 00 00.00 26 Earthwork
The contract drawings over the crib dam indicate the general arrangement and outline of the structures, the equipment to be accommodated by the structures, required clearances, limits, and other pertinent features.
These plans are not approved to be used directly for fabrication or construction in the field since the final sizing and detailed design will be performed by the Contractor. The contract drawings are based on information as shown on as-constructed drawings and as per limited field verification of critical dimensions. The Contractor is required to field verify all critical measurements at the site and of the transformer in order to complete the design of the civil structures.
All new civil structures over the crib dam must be designed, detailed, and furnished/installed complete including all appurtenances. The Contractor must furnish the detailed design conforming with the design criteria and other requirements specified herein and on the drawings. The Contractor must provide all necessary design completion, submit for approval final design drawings for approval.

1.5 DESIGN STANDARDS
1.5.1 General Requirements
The Contractor's design must address all required site improvements, SECTION 33 00 00.01 26 Page 2 grading, barrow, fill, soil compaction, reinforced concrete foundations, storm drainage, any structural steel supports, and anchorage needed in the switchyard as shown on the drawings. For all civil/ structural items designed as part of this contract, submit design data as required in paragraph "SUBMISSION OF DESIGN DATA". The detailed drawings must be modeled on the contract drawings and contain full construction detail in conformance with the requirements of the plans and specifications. The drawings must be provided in as-constructed format after work is complete. Install new grounding or repair existing switchyard grounding disturbed by the development of switchyard civil structures and ground new equipment and structures as required per SECTION 26 05 26.00 26 GROUNDING
AND GROUND TESTING.
1.5.2 Structural Design Requirements
Codes and standards to be referenced in the design calculations include but are not limited to ACI 318 , AISC 325 , ASCE 7-10 . Determine the bearing capacity of the soil as described in EM 1110-1-1905 .
Post-installed anchorage must be designed and installed per the requirements of this section, the requirements of the equipment manufacturer, and 13 48 00.00 26 SEISMIC RESTRAINT FOR MECHANICAL AND ELECTRICAL EQUIPMENT. Use the following load parameters as applicable in the design of all switchyard civil structures:
Risk Category: IV
Seismic Importance Factor: 1.50
Basic Wind Speed: 90 mph with I = 1.15 (When using ASCE 113) 120 mph (When using ASCE 7-10)
Exposure Category: C
Site Class: D
Mapped Spectral Accelerations: S DS = 0.055
1.5.3 Miscellaneous Steel Support Structures
