Questions as of 24 November 2020
5 kV Switchgear Number Question Answer
1 Please provide specs for the speed droop meter, speed changer reference meter, gate limit and gat position indicator and generator 10 exciter voltmeter shown on drawing E-204 to be replaced.
Reference specification Section 26 05 00.00 26 - Basic Electrical Materials and Methods, Paragraph 2.9. Meters are intended to be digital replacements with similar dimensions and characteristics. Coordinate model preferences with field personnel after award.
2 The panel layout on E-204 shows the generator metering to be replaced. The layout on E-601 shows to reuse existing. Which is correct?
E-204 is correct for metering scope of work.
See amended drawing E-601 with note pointing to E-204 for benchboard device replacement installation scope.
3 The panel layout on E-204 shows the 13.8/4kV transformer ammeter to be replaced. The layout on E-601 shows to reuse existing. Which is correct?
E-204 is correct for metering scope of work.
See amended drawing E-601 with note pointing to E-204 for benchboard device replacement installation scope.
4 The COE is providing the required SEL relays.
Can part numbers for the intended relays be provided to assist in ascertaining what will be required for test switches?
The relays are already listed in specification section 01 35 13, paragraph 1.5.10.4.
5 Section 26 08 01.00 26 Paragraph 1.1.a mentions a Government-furnished GSU transformer, in addition to a dry-type transformer. Are there two transformers to be installed on this project or just TA? Is TA government or contractor furnished?
A GSU transformer is not in the scope of this project. See amended 26 08 01.00 26 attached.
6 Section 33 00 00.01 26 Paragraph 1.1 (first paragraph) says “new GSU transformers”. Are there multiple transformer to be installed under this contract?
Revised subject text from 'new GSU transformer' to 'new dry-type transformer'.
While technically the station service unit Unit 3A steps-up to 13.8 kV through the new dry-type transformer, it isn't a dedicated generator step-up transformer. See amended '33 00 00 26.’
7 Section 33 00 00.01 26 Paragraph 1.5.4 states “as defined herein in addition to the loads for the transformer as defined in the transformer design data from the transformer manufacturer located in the reference drawings.” We could not locate this information. Furthermore, this makes it unclear if the government or the contractor is supplying the transformer.
This paragraph errantly points to existing equipment load data and should point to new dry-type transformer load data provided by the contractor during this contract. See amended 33 00 00 26 attached.
8 Section 01 35 13 Paragraph 1.5.10.4 lists equipment to be furnished by the government under this contract. Only 3 relays are listed, however, Section 26 08 01.00 26 Paragraph 1.1.a says the GSU is government furnished. Please clarify.
No change to 01 35 13. Error revised in Section 26 08 01. See related RFI comment 5 and See amended attached.
9 Drawings ED-204, ED-205, E-204, & E-205: Are demo and install wiring diagrams for these modified panels to be provided by the Government or does this design need to be
Some details on wiring diagrams have been redacted for cyber security reasons. These will be made available to the contractor after award. If additional information is required provided by the Contractor? The 700-series drawings do cover some wiring, but it doesn't appear to account for most of the device changes.
If contractor designed, will full wiring diagrams of existing panels be available for design?
beyond the current solicitation pacakge, contractor as-builting and design will be required.
10 Drawings E-604 through E-613: It appears there are several auxiliary contacts that will likely need to tie into generator controls. Will the Government provide design for these interfaces to generator controls or will this be provided by the contractor? If by contractor, will the existing generator control schematics and any impacted wiring diagrams be provided for design?
Generator control schematics and wiring diagrams are already included with reference drawing package. If additional information is required beyond the current solicitation pacakge, contractor as-builting and design will be required.
11 Per drawing E-601 Main One Line Diagram Install are the items in gray customer furnished or should they be included in the bid?
Gray items on E-601 are existing. Reference related RFI items 2 and 3 regarding benchboard device scope.
12 Per drawing E-601 Main One Line Diagram Install are the SEL-751 Relays, SEL-787 & SEL- 700G to be included in the price of this bid? Are the relays mentioned above mounted in the switchgear or in a separate control board?
Relaying is Government furnished or exitisting. Compensating works SEL 751 is shown as a Contractor Installation item for its interface wiring. It isn't moving locations, however, it is changing the device it is protecting. See contract drawing E-201 and E-205 for mounting locations.
13 Who is responsible for programming the SEL Relays?
Reference specification Section 26 08 01.00 26, Paragraph 1.6. Contractor shall implement Government provided protective settings.
14 Are the 751 relays from the old 5kV Switchgear being reused in the new 5kV Switchgear?
