ACEN-TSC-FMSC 11 August 2016
MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Disbursing Policy #1 – Individual Disbursing Services (IDS)
1. References:
a. Department of Defense Financial Management Regulation (DoDFMR) Volume 5, Chapter 4, Accommodation Exchange.
b. Army Regulation (AR) 37-104-4, Military Pay and Allowances Policy.
c. Memorandum ASA (FM&C), Subject: EagleCash Card (ECC) Stored Value Card
(SVC) Program, 24 September 2007.
d. DoDFMR Volume 5, Chapter 3, Obtaining and Safeguarding Public Funds.
e. Central Command (CENTCOM) FRAGO 09-1567, Reduction of US Currency in the CENTCOM Area of Responsibility (AOR), 19 June 2009.
f. Army Central Command (ARCENT) FRAGO 09-145, Implementation of e-
Commerce and Reduction of Cash in Theater, 13 August 2009.
g. DoDFMR Volume 7A, Chapter 32, Advance, Local, Partial and Emergency Partial Pay.
h. Financial Management Support Center (FMSC), Banking Policy #2 – Roles and responsibilities for the ECC Program.
2. Purpose: This memorandum standardizes the IDS procedures and responsibilities for all Financial Management (FM) elements.
3. Scope: This policy is applicable to all FM disbursing offices within the United States Central Command (USCENTCOM) area of operations (AOR).
4. Concept: FM disbursing offices in theater will provide limited cash services (check cashing, EagleCash Card (ECC) services, and local pay (LP), (previously referred to as casual pay), for authorized individuals: Service Members (Army, Air Force, Navy, Marines, and Coast Guard), appropriated fund (government) employees, civilians, and
ACEN-TSC-FMSC
contractors and their personnel engaged in US Government projects within the USCENTCOM AOR. Contractors and their personnel must be US firms or citizens and have an established Memorandum of Agreement (MOA) (enclosure 1) and Memorandum for Record (enclosure 2) with the Disbursing Officer (DO).
5. Levels of Support: Specific levels of IDS will be offered to authorized individuals determined by their assigned base of operations. Robust bases are defined as those that have a local FM office, EagleCash kiosks, and ECC-capable Army and Air Force Exchange Services (AAFES), US Post Service (USPS), and AAFES-sponsored vendors, and which may have a US Treasury approved bank/automated teller machine (ATM). Austere bases are defined as those that are serviced only by Financial Management Support Teams (FMSTs) and which may have ECC-capable AAFES or USPS vendors. The DO or deputy disbursing officer (DDO) will establish the official classification of bases within their area of support. Individuals traveling to another base may receive IDS based on their assigned base’s classification. Example: A Service Member visiting Bagram from a forward operating base (FOB) classified as austere may receive IDS at the austere limits from the Bagram site.
6. EagleCash: The ECC program provides access to personal funds for authorized users at no cost. ECC will be used as the primary method for payments at AAFES, the USPS, and AAFES- sponsored vendors. The ECC is the primary means “through electronic funds transfer” that all individuals authorized to use Army FM disbursing offices will access their funds from their personal bank accounts. All ECC cardholders should link their card to either their direct deposit checking account or other US checking account (with valid proof of ownership: voided check/deposit slip/statement etc.). Not all savings accounts are capable of processing automated clearing house (ACH) transactions and should be considered as a last resort. FM disbursing offices will verify all savings accounts, whenever possible (bank list can be requested from Federal Reserve Bank-Boston (FRB-Boston), prior to posting banking information to the ECC.
Requests for ECC not linked to an account must be approved by the DO, DDO, or Disbursing Agent (DA). A 100% Identification (ID) check of Common Access Card (CAC) is required for EagleCash issuance and purchases.
a. Loading Funds: Individuals may load (transfer) funds from their linked bank account to their ECC at any time through an EagleCash kiosk or local FM disbursing office. The maximum daily load limit using an EagleCash kiosk is $350.00 US Dollars (USD). However, a maximum daily load not to exceed $9,999.99 USD may be approved for non-kiosk transactions for the purpose of cashing negotiable instruments other than personal checks (i.e. Treasury Checks, Money Orders, Certified Bank Checks, Western Union checks, etc.). Also, while conducting a FMST mission to an austere location, the DO, DDO, or DA may approve an increased load limit of $700 via an ACH laptop transaction. Any increase in excess of this $700 limit will fall on the DO’s accountability, not the Treasury’s. In addition, personnel can load the value of foreign currency in their possession onto their ECC at local finance offices if within 14 days of departing theater for redeployment/Permanent Change of Station (PCS).
b. Unloading Funds: Individuals may unload (transfer) funds from their ECC to their linked bank account at any time through an EagleCash kiosk. ECC holders can also unload funds from their ECC in exchange for foreign currency anytime. Individuals should unload funds from their ECC at the kiosk prior to departing theater for redeployment/PCS.
c. EagleCash Card Debit: ECC holders at austere and robust bases (except in Kuwait) may obtain up to $100.00 USD per month from a FMST by withdrawing funds from their ECC. Debits in excess of these limits at robust and austere bases will be issued in local currency. There are no limits on foreign currency transactions unless FMSU Commanders elect to impose a limit based on local conditions. The FM disbursing office will check Disbursing Deployable System (DDS) to ensure authorized individuals have not received more than their authorized limits. Note: FMSU commanders may grant exceptions to policy if the limitations stated above are not sufficient to support personnel located within their area of operations but must maintain “cash off the battlefield” discipline.
d. Soldiers serving at austere bases may load and then obtain up to $350.00 USD cash in addition to their monthly limit specified in Paragraph 6c if they are within 14 days of departing for R&R, emergency leave, or redeployment/PCS. All personnel must have documentation from their Commander (DA Form 31 – Request and Authority for Leave, Memorandum for Record, etc.) which substantiates the individual was performing duty at an austere base. The DO, DDO or DA will justify and approve all exceptions.
e. Abuse of EagleCash Kiosk Privileges: Loading funds onto an ECC through a kiosk is the same as writing an electronic check against funds linked to your bank account. It is the individual cardholder’s responsibility to ensure the full dollar amount loaded onto their ECC is immediately available for debit from the linked account by the US Treasury. The DO, DDO, or DA may revoke the individual’s EagleCash privileges if a transaction is returned as non-sufficient funds (NSF). The FM disbursing office will forward the NSF violation to the command or employer for appropriate action.
Contractors and civilians utilizing the FM disbursing office through an MOA will have EagleCash addressed in the current MOA on file at the local FM disbursing office.
7. Check Cashing:
a. General: Authorized individuals may cash personal checks, money orders, US Treasury checks (i.e. tax refunds), traveler’s checks and other checks covered in the DoDFMR, Volume 5, Chapter 4 at a finance office. The DO has the right to deny check cashing privileges to anyone based on the non-availability of cash or personnel resources.
b. Available Services:
(1) DOs are authorized to provide check cashing and accommodation exchange transactions to the aforementioned authorized users only when satisfactory banking facilities are not available. Accommodation Exchange Transactions are the authorized exchange of equivalent monetary values in different forms to authorized persons (i.e. a USD check in exchange for foreign currency).
(2) US Contractors/Private Employees: US contractors/private employees are directed to utilize DoD sponsored on base foreign financial institutions, where available, for all financial services. If a location has an on base foreign financial institution, DOs at that location will stop check cashing services for corporate checks. A reasonable phased approach to reach this end state is authorized at the discretion of the DO. In deployed locations where US contractors/private employees depend on the FM disbursing office for the financial services due to an absence of an on base foreign financial institution, DOs can execute a check cashing MOA with companies/firms to facilitate check cashing privileges for their employees the same as the limits designated for all other authorized users. MOAs require the company/firm to redeem the non-sufficient funds checks written by their contractors and employees within 10 days of notification. The company/firm must appoint one point of contact (POC) with whom the FM unit will work to ensure appropriate support. Each MOA will have a clause addressing the use of the ECC.
c. Check Cashing Limitations: The purpose of a check cashing limit is to promote the use of e-Commerce through EagleCash and to reduce the amount of physical currency required in the theater of operations. Check cashing limits are summarized in enclosure 3.
(1) Checks must be written for a minimum of $50.00 and in increments of $5.00.
If an authorized user presents a check for more than the USD cash limits, then the balance of the funds will be placed on their ECC or disbursed in local currency (as available). All checks presented to the FM office will be entered into the Over The Counter channel application (OTCnet).
(2) In robust and austere locations, FM disbursing offices will not issue USD when presented with a valid check. These FM disbursing offices will load the full value of the check to the authorized user’s ECC or disburse the local currency equivalent.
FMSU commanders may authorize an exception to policy only for emergency situations on a case by case basis.
(3) Personal checks used for authorized Savings Deposit Program (SDP) deposits will be limited to the authorized monthly deposit amount for the individual depositor. Refer to the Theater Financial Management Support Center (TFMSC), Military Pay Policy #3 - Savings Deposit Program (SDP) for further details. The DoD
SDP was established to provide members of the uniformed services serving in designated combat zones the opportunity to build their financial savings. If Service Members (SM) are serving in an SDP-eligible combat zone, they can start their SDP account once they’ve been deployed for a minimum of 30 consecutive days or at least one day in each of three consecutive months. A total of $10,000 may be deposited during each deployment and will earn 10% interest annually. SMs may deposit no more than their pay and allowances, in accordance with (IAW) their Leave and Earnings Statement (LES) to reach the $10,000 threshold.
(4) Exceptions: The DO, DDO or DA can make exceptions to the established limits for personnel permanently assigned to their local area who have the responsibility to pay rent and subsist on the economy. Customer category (e.g., active duty, civilian employee, or contractor), local economic conditions, and living costs will be the basis for determining check cashing limits. Exceptions to the check cashing limit will require supporting documentation.
(5) Other Negotiable Instruments: The DO, DDO or DA may authorize the cashing of other forms of negotiable instruments (tax refunds, major corporation refunds, bank notes, money orders, etc). The amount of USD disbursed is subject to the monthly check cashing limits.
d. The following checks will NOT be accepted:
(1) Active and Reserve personal checks for personnel within 45 days of expiration of term of service (ETS).
(2) Starter or counter checks.
(3) Personal checks for anyone with a mutilated ID card.
(4) Personal checks for civilian contractor personnel without a valid check cashing MOA.
(5) Third party checks from contractor or civilian personnel (not DoD employees).
(6) Third party checks written from an individual on the hot list.
(7) Checks written on foreign banks or in foreign currencies.
(8) Checks from Allied Service Members.
e. Check Cashing Procedures: The FM office will stamp the face of all personal checks with the statement: “I consent to immediate collection from my pay the amount of this check, plus bank or processor charges, if this check is dishonored.” The payee must initial the statement. FM personnel will ensure the front of the check contains the payee’s full name, DoD component, last 4 of the SSN, which the finance clerk can get off the orders of the service member, and if they are a Department of Defense civilian or contractor.
Note: Because the EDIPI has replaced the SSN on the back of military ID cards, Service Members must show a copy of their orders to cash a check, duty station/organization; Enterprise email address, Army Knowledge On-Line (AKO) e-mail address, or any other working e-mail address (yahoo, Hotmail, etc.); and duty phone.
Cashiers must enter the full SSN (from SM’s orders) of the person cashing the check into OTCnet.
(1) Processing of checks returned due to NSF or account closure:
(a) FM disbursing offices will process a Pay Adjustment Authorization form (DD Form 139) for US Army Soldiers, active and reserve, for immediate collection through the Defense Joint Military Pay System (DJMS). Attach a copy of the returned check or image and any related documentation to the DD Form 139.
(b) FM disbursing offices will prepare the DD Form 139 for US Army-appropriated fund civilian employees and provide it to the employee’s payroll office for immediate collection through the Defense Civilian Payroll System (DCPS). Attach a copy of the returned check or image and any related documentation to the DD Form
139. If the payroll office is not known, follow the procedures described in the DoDFMR, Volume 5, Chapter 4, paragraph 040204A. (Enclosure 4)
(c) FM disbursing offices will notify the contractor’s POC for personnel under MOAs with companies/firms. The POC will be responsible for notifying the owner of the dishonored check and ensuring receipt of reimbursement at the FM unit within 10 calendar days. If reimbursement is not made within 10 calendar days, the DO will discontinue check-cashing services for all personnel within the contracted firm until the reimbursement is made.
(d) The contractor’s company will resolve any NSF issues due to the usage of EagleCash cards by their employees within ten calendar days from initial notification with the Federal Reserve Bank of Boston’s Customer Service Center at eagle@bos.frb.org, DSN at 312-955- 3555, or toll free at 877-973-8982.
(2) Abuse of Check Cashing Procedures: It is the individual’s responsibility to ensure the full USD amount of a check cashed is immediately available (and the balance remains sufficient) until there is a successful debit from the associated account.
The making and/or writing of a NSF check is a violation of Articles 123a or 134 of the Uniform Code of Military Justice (UCMJ). Civilians serving with, employed by, or accompanying the Armed Forces of the United States may face adverse administrative action for violations of this policy. Any violation may be forwarded to the command for appropriate action. Additionally, violators are subject to the following actions:
(a) 1st Offense- Individual’s check cashing privileges suspended for a period of 30 days. The DO will provide notice of such suspension to the individual’s commander or contracted employee’s POC.
(b) 2nd Offense- Individual’s check cashing privileges permanently revoked.
The individual’s commander or manager must submit a written request to the DO for approval to reinstate check cashing privileges.
8. Currency Conversion: FM disbursing offices will exchange the foreign currencies at the prevailing daily rate and authorized users assume full responsibility for the possibility of foreign currency gain/loss associated with the transaction. The DO, DDO or DA may exchange foreign currency for USD for authorized individuals within 14 days of R&R, emergency leave, or redeployment/PCS. Authorized individuals must have documentation from their Commander (DA Form 31, Memorandum for Record, etc.) to exchange currency for USD. For service members at robust locations, the maximum amount of foreign currency exchange is $100 USD equivalent, and at austere locations, the maximum amount of foreign currency exchange is $250 USD equivalent. If the amount exchanged is greater than $250 USD equivalent, then the individual must submit a written application containing a statement which details the source of the currency and affirm that none of the currency presented was acquired in violation of location agency administrative regulations or exchange control laws of the host country concern. The first O-3 Commander in the individual’s chain of command will approve the application.
9. Local Pay (LP):
a. A local payment is an advance on accrued entitlements and is meant to provide funds for immediate needs to Service Members in overseas areas where on-base banking facilities are not readily available. Service members serving in robust locations are not authorized LPs. In austere locations, the FMSU/FMSD Commander may approve a request for a LP (also known as casual payment) up to $100 once per month when deemed appropriate for the mission. The LP may be disbursed on the EagleCash card in USD or the equivalent local currency. Service Member requests must be documented with a Pay Inquiry, DA Form 2142, and approved and signed by the first Commander in the Service Member’s chain of command. The DA Form 2142 must include: payee name, last four of the payee SSN, dollar amount, unit name, location, Commander’s email address and telephone/DSN number, and justification for the LP.
The DO, DDO or DA may make exceptions based on funds availability or individual circumstances (e.g. emergency travel, family emergencies.). Because the EDIPI has replaced the SSN on the back of military ID cards, SMs must show a copy of their orders to receive a LP.
b. Procedures:
(1) FM disbursing offices will establish controls to ensure that Service Members have LPs properly collected and reconciled. Disbursing offices will ensure that copies of the Multiple Payments List (DD Form 1351-6) are turned into Military Pay for coding into DJMS for all active Army, Reserve and National Guard personnel.
(2) FM disbursing offices will implement procedures to eliminate the potential for uncollectible LPs. FM disbursing offices on Deployable Disbursing System (DDS) will utilize at least two Soldiers (inputter and certifier) to verify the data before disbursing a LP. All FM disbursing offices utilizing manual processing will require a memorandum to process with the LPs.
(3) FM disbursing offices will query, if available, to ensure adequate pay is projected to be available in the Soldier’s pay account.
(4) FM disbursing offices will immediately process the transactions in DJMS to collect the LP from the next pay date. Separate Disbursing Office Voucher (DOV) numbers for LPs are used for each business day. Collection of payments can be identified on the Daily Register of Transactions (DROT) and/or the individual’s Leave and Earnings Statements (LESs). For LPs provided to other branches of service, forward the collection documents to the processing centers listed in Enclosure 5.
(5) Individual FM disbursing offices will establish policies and procedures to preclude abuse of this privilege and ensure the timely processing and collection of amounts paid. Controls will be put in place to minimize the potential for errors. These controls will include, at a minimum:
(a) The cashier must fill out the name, full SSN (from SM’s orders), and amount on the DD Form 1351-6. Customers are only to sign and authenticate the name/SSN/amount.
(b) The words, “Written Description of Payment” will be typed or pre-printed in the “DESCRIPTION OF CAUSE & ACTION TAKEN” block of the DA Form 2142. The amount of the local pay will be written out (printed), in words, in the same block.
(c) Errors on the DD Form 1351-6 will be lined through with a single line, such that the original information is still legible. The customer and the cashier must initial the correction. No correction tape/fluid is allowed on the DD Form 1351-6.
(d) All FM disbursing offices are responsible for ensuring their LP rejects are worked in a timely manner. The standard is to work rejects within 48 hours.
(e) No more than ten (10) DD Form 1351-6s per DOV.
(f) All FM disbursing offices, with their own DSSN, are responsible for working all out-of-balance DDS SCOUT lines created as a result of their inputs.
(g) Unused spaces at the bottom of a DD Form 1351-6 will be crossed out with the words “NOTHING FOLLOWS”.
(h) FM disbursing offices will utilize the cycle numbers and DOV numbers assigned by the DDO.
10. Restrictions and Exceptions: Local commands may impose additional restrictions/controls to IDS in their AOR based on their specific mission, e-Commerce infrastructure, and availability of funds and FM personnel. DOs, DDOs and DAs may grant local exceptions for individuals or units on a case-by-case basis within the parameters set forth in this policy. One-time, individual exceptions may be requested in order to eliminate hardship on an authorized user who has already exceeded the standard monthly limits. Requests for one-time exceptions must be submitted in writing by the first O-3 commander in the individual’s chain of command. Requests for standing exceptions for units based on local economic conditions must be submitted in writing by the first O-5 commander in the unit’s chain of command. Exceptions may be granted; however, a significant pattern of increased deviation to the IDS policy will be reported to the TFMSC.
