General Q&A
| Item # | Subject | RFP/Attachment Reference | Question/Comment | Public/Private | USG Response |
| 1 | Attachment 0002 | Kuwait | Attachment 0002, WBS 04.17.01 – through AMD 001 the workload driver “Gallons Dispersed Per Retail Point Monthly” applied at all sites. That driver has been deleted with AMD 003. However, AMD 003 still lists retail fuel points and self-service fuel points at all but two sites with only hours of operation and number of points listed. How much work is being done at each of these retail fuel points? Please provide “Gallons Dispersed Per Retail Point Monthly” for all sites listed in WBS 04.17.01. | Public | 1. Attachment 0002, WBS 04.17.01 is revised to reflect average monthly workload at each site and remove designation as self-service retail fuel points. |
2. Attachment 0002, WBS 05.03 quantities are adjusted for consistency with WBS 04.17.01
3. Attachment 0002, WBS 07.01.01 - Workload was added to reflect contractor workload to distribute bulk fuel. Refer to "LOGCAP V Distant Chart" (Attachment 0041) for distances between sites.
| 2 | Attachment 0003 | Kuwait | Attachment 0002, WBS 05.03 - Athrough AMD 001 the workload driver “Gallons Dispersed Per Point Monthly” applied at all eight (8) sites. AMD 003 deleted this driver and added 13 new workload drivers under WBS 05.03 for the types of fuel issued, received, and stored. WBS 05.03 is now only activated at KUW002 and the workload data inputs are only a fraction of the 7.2 million gallons dispensed at KUW002 on AMD 001. Does any site beyond KUW002 require Class III Bulk Operations from the contractor? | Public | KUW002 is the only site requiring the contractor to conduct Class III Bulk Operations. |
| 3 | Attachment 0005 | EUCOM | Attachment 0005, WBS 04.08, Site KOS001 – the “Facilities Supported” driver appears to have been inadvertently deleted. Please provide the “Facilities Supported” driver and workload data input. | Public | Attachment 0005, WBS 04.08 is corrected, and Site KOS001 identifies facilities supported. |
