1. The Technical Exhibit A.1. Services Matrix provides a summary list of required services by location/site.

2. The Technical Exhibit A.1 is derived by filtering "Workload/H.2." of the “Data Pkg for A.1 and H.2” tab.

The A.1 can be further filtered to obtain a by site by subsequently filtering the "Site Name" column.

3. To produce the A.1. the Offeror will set the filter to "A.1". Those services that are activated, will have an "X" in "Activated”.

4. The workload can also be further refined by filtering "Activated” by "X".

Tech Exhibit C.1 TECHNICAL EXHIBIT C.1 - Listing of Government Furnished Facilities (GFF).

The Government will furnish or make available facilities as described in Technical Exhibit C.1. All GFF are provided on an "as is" basis. A technical inspection shall be conducted prior to acceptance. If any facility deficiencies are identified, the Contractor shall notify the ACO. No alteration/modification of furnished facilities shall be made without specific written permission from the ACO. The Contractor shall provide the ACO documentation describing in detail the desired alteration/modification.

Technical Exhibit D – Definitions
AccountabilityObligation to keep records of property, documents, or funds such as item identification data, gains, losses, dues-in, dues-out, and balances on hand or in use.
Administrative Contracting Officer (ACO)A person duly appointed with the authority to administer contracts on behalf of the US Government.
BiometricsThe process of recognizing an individual based on measurable anatomical, physiological, and behavioral characteristics.
Contracting Officer Representative (COR)The Government employee appointed by the PCO/ACO to represent and assist the Government with oversight and administrative matters arising under the contract.
Convoy CaféA convoy café is a small DFAC located by the trucking lanes and that allows FNs and LNs truck drivers to eat. Meals are not allowed to be taken out, only consumed within. They may have their own kitchen or catered in.
Facility Maintenance.The Contractor shall provide maintenance on any items pertaining to these facilities that can be repaired (such as plumbing, electrical, HVAC, roofs, floors, windows, doors, walls, and grounds around facilities) and provide preventive maintenance (such as change out of filters, HVAC, cleaning, etc) per the MSOW.
Facilities RepairsThe restoration of a Real Property Facility (RPF) to such condition that it may effectively be used for its designated functional purpose. Repair may be overhaul, reprocessing, or replacement of deteriorated component parts or materials.

(1) Correction of deficiencies in failed or failing components of existing facilities or systems to meet current Army Standards and codes where such work, for reason of economy, should be done concurrently with restoration of failed or failing components. Corrective work may involve incidental increases in quantities or capacities.

(2) A utility system or component may be considered "failing" if it is energy inefficient, or technologically obsolete, provided:

(a) The utility system or component of such a system exists and is, in fact, energy inefficient or technologically obsolete.

(b) The system/component to be replaced has been in service for a minimum of 3 years.

(c) The project is estimated to have a payback period of 10 years or less.

Force Protection (FP)Preventive measures taken to mitigate hostile actions against DoD personnel, resources, facilities, and critical information. Force Protection does not include actions to defeat the enemy or protect against accidents, weather, or disease.
Fuels Automated SystemThe Fuels Automated System (FAS) was designed by the Defense Energy Support Center (DESC) to facilitate point-of-sale data collection; to provide inventory control; and to give decision-makers timely access to distribution, finance and accounting, acquisition, and facilities management data.
Fully Mission Capable (FMC)The equipment must be capable of performing its intended function, in a serviceable condition, and in a safe state of operation.
GovernmentThe term Government refers to the United States Government only unless otherwise designated within this PWS.

LOGCAP Support Officer (LSO)A person designated by AMC Program Office to validate the LOGCAP Requirement, works with and reviews military or Government’s Performance Work Statement (PWS), documents the review of the Contractor PPE on the technical evaluation form, maintains the Technical Exhibits to the PWS and works with the supported unit to make sure the PWS reflects the supported unit’s needs.
MaintenanceIncludes custodial cleaning, sanitization, repair and lubrication IAW applicable maintenance regulations, handbooks and/or Army food service, billeting and administrative standards.
Master Schedule of Work (MSOW)The MSOW is a planning document used to synchronize maintenance across the site and common areas. The MSOW is used to plan for Planned Maintenance (PM), Scheduled Maintenance (SM) and Safety Inspections (SI) of facilities along with common areas and utilities.

Operational Readiness (OR) rateAll available GP tagged assets in the inventory with the exception of the LDD process and fair-wear-and-tear.

Performance Work Statement (PWS)A Performance Work Statement is a statement of the technical, functional and performance characteristics of the work to be performed.

Procuring Contracting Officer (PCO)A person duly appointed with the authority to enter into and administer contracts on behalf of the US Government.
ProvideThe Contractor shall provide equipment, when necessary, when such equipment is not GFE.
Quality Assurance Representative (QAR)The government representative assigned to evaluate the Contractors’ performance in the delivery of required services with respect to contract requirements within the framework of the Contractors’ Quality Control Plan.
Radio Frequency Identification (RFID)Radio-frequency identification (RFID) is an automatic identification method, relying on storing and remotely retrieving data using devices called RFID tags or transponders. The technology requires some extent of cooperation of an RFID reader and an RFID tag. An RFID tag is an object that can be applied to or incorporated into a product, animal, or person for the purpose of identification and tracking using radio waves. Some tags can be read from several meters away and beyond the line of sight of the reader.
RefurbishmentConsists of construction, renovation or upgrades to existing facilities, with the intent to provide safe, habitable conditions.
Responsible Officer (RO)A Government employee who is a US citizen, (military or civilian) appointed by proper authority to exercise care, custody, and safekeeping of the US Government’s property; property maybe in possession or under supervision of such a person (reference DOD 7000.14-R, Vol. 17, Ch 7), DOD 4140.1R, DOD 4140. Base 75M, FAS Interim Guidance).
