This notice provides details for the Logistics Civil Augmentation Program (LOGCAP) V request for proposal to be issued on November 6, 2017. The U.S. Army Contracting Command-Rock Island will seek to award a minimum of four and up to six indefinite delivery, indefinite quantity contracts to provide global logistical support services to the U.S. Military worldwide. Services will include setting the theater, supply operations, transportation, engineering, base camp support, and other logistics and sustainment functions. The estimated maximum contract value is $82 billion over ten years. Offerors must submit proposals by the closing date to be considered for award, and the Army will evaluate using best value tradeoff including technical/management, past performance, small business participation, and cost/price factors. Concurrent task orders will also be awarded for setting the theater requirements and other current known needs.

It is our understanding that the current QBOSS contract includes medical personnel who staff and operate the Troop Medical Clinic on Camp as Sayliyah (CAS TMC). Based on the absence of activation for medical staffing in Attachment 03 we have the following questions:
1. What is the government’s intent with respect to these QBOSS medical contractor personnel?
2. Does the government intend to release a revised Attachment 03 showing WBS section 04.07 as activated to recompete these positions as part of the AP Other task order?
3. If not, how does the government plan to recompete the CAS TMC medical staff prior to the end of the current QBOSS period of performance?

Government Furnished Meals (GFM) is defined as meals at no cost to the contractor (e.g, MREs, or meals at the DFAC). If GFM is checked, DFAC must also be checked."
The following sites have both GFM and DFAC boxes checked, thus indicating that the Government will furnish meals at no cost to the Contractor. But the Remarks Sections under these Technical Exhibits appear to conflict with the checked boxes.
-Tech Exhibit C.4, Remarks for Afghanistan : "Contractor is required to pay the standard meal rate for all DFAC provided meals in Afghanistan."
-Tech Exhibit C.4, Remarks for Iraq: "Contractor personnel have access to Dining Facilities. Contractor personnel may pay the Standard Meal Rate at the Dining Facilities."
-Tech Exhibit C.4, Remarks for EUCOM: "Contractor is required to pay the standard meal rate for all DFAC provided meals in EUCOM."

But the outline for Volume III appears to require that Section 1 include a project description for each project, Section 2 include a performance narrative for each project, and Section 3 include a contract performance questionnaire for each project. Are covers to be included in Section 1, in Section 2, in Section 3, or in all three sections?

Please confirm the Government will provide contractors SIPR services (access and accounts), authorization for classified communication equipment, and authorization to use the Defense Courier Service.

However, given the solicitation requirements for US Citizens the lack of access to the USPS (via the APO/FPO system) appears to disenfranchise certain rights these individuals possess (e.g., voting, pharmaceuticals, etc.). Please confirm the lack of GFS postal services for CAAF personnel in Iraq and at Soto Cano is not an oversight or typographical error.

PWS 09.01 Standard Operating Procedures PWS states, "SOPs will become the property of the USG after they are submitted for government review at the PMR."
We believe there are sufficient safeguards in the procurement process that providing contractor SOP to the Government for review and quality assessments. However, we do not believe there are sufficient safeguards, knowledge of US Laws (including penalties), or understanding by non procurement personnel of Government responsibilities to safeguard the information contained in contractor SOP.
SOP are contractor proprietary documents providing means and methods protected by the Trades on how the contractor organizes, operates and procedures and processes. Providing the Government "rights in data" ownership of such data is contra to existing US Government practices in general and LOGCAP prior courses of action. Given the Government's, and LOGCAP's, history of data spills involving protected information this requirement to transfer ownership raises significant concerns; specific concerns include;
(A) the loss legitimate competitive advantages,
(B) compensation from the USG in the event this data is released, and
(C) the draconian personnel actions mandated by US Law (i.e., the Trades Secrets Act) for USG personnel should this data be spilled (released).
We strongly recommend, and urgently request, removal of the PWS statement(s) pertaining to SOP data becoming USG property.
