About this file
This document is a VOC/SBO (Vessel Operations Center/Small Business Operations) checklist for Fire Fighting Equipment (FFE) servicing on NOAA vessels. The checklist establishes mandatory procedures and verification requirements for the maintenance and testing of fire suppression systems to ensure operational readiness and personnel safety.
The checklist is divided into three system categories: Pre-engineered systems (NFPA 2001), CO2 systems (NFPA 12), and Halon systems (NFPA 12A). Pre-service items include verification that personnel are NFPA-certified for the specific system type, propulsion and generator engines are operable for shutdown testing, and engine room blowers are functional. For all systems, the checklist requires witnessed verification of multiple safety measures including successful shutdown of propulsion/generator engines, activation of audible/visual alarms, closure of ventilation systems, and proper functioning of manual discharge devices. Additional requirements encompass inspection and hydrostatic testing of flexible hoses (within 12 years), weight verification or HALON level marking of bottles, hydrotest date verification not exceeding 12 years (with Halon bottles exempted), servicing of manual release cables, installation of seals on release pins, and affixing of servicing tags/decals. For CO2 and Halon systems specifically, a witnessed 30-second delay before system discharge into machinery space must be recorded, with the delay bottle not activating prior to 30 seconds or longer than 36 seconds. The document emphasizes that NOAA personnel shall not occupy any space protected by a fire suppression system during testing, maintenance, or repairs. All servicing activities must be documented in a servicing report filed with vessel documents, and both the NOAA representative and technician must sign and date the completed checklist.
