About this file

This is a Solicitation Change Details Report issued by the Monroe Board of Education in Connecticut regarding RFP #2026-01 for the Masuk High School Softball Field Renovation Project. The project seeks qualified contractors to renovate the softball field to achieve compliance with CIAC regulations as established by the NFHS. The scope of work includes site preparation, earthwork, field reconstruction, installation of four-inch perforated drainage tile and irrigation components, three new base anchors with bases, a new pitching rubber, and a new home plate. The project requires removal of approximately 165 tons of sand and 183 tons of DuraEdge Recreational Infield Mix. A mandatory site visit was scheduled for July 31, 2026 at 10:00 a.m. Addendum No. 2, posted July 30, 2026, corrected the response deadline from August 19, 2026 at 8:00 a.m. to August 14, 2026 at 10:00 a.m. Substantial completion is required by October 15, 2026, with construction anticipated to require three to four weeks weather permitting. Preliminary Notice of Award will be issued within sixty days of the response deadline, with contract execution required within ten days.

Proposals must include proposal security in the form of a certified check or bid surety bond equal to at least 5% of the total bid amount. The successful bidder must furnish a performance, labor, and material payment bond equal to 100% of the award within seven days of Notice of Award. Non-resident contractors not verified by the Connecticut Department of Revenue Services must deposit an additional sum equivalent to 5% of the total contract value. Addendum No. 1 removed fencing from the scope of work, and bidders must acknowledge both addenda or risk non-responsive designation. Evaluation criteria include demonstrated specialized experience with athletic field renovations, key personnel qualifications, relevant references from similar projects within the past five years, proposed project schedule and ability to meet the October 15 deadline, quality of materials and construction methods, total project cost, warranty offerings, safety record, and financial stability. The Monroe Board of Education reserves the right to reject any proposal and award to the lowest best qualified proposal rather than the lowest bidder. The Board encourages participation of minority business enterprises. Questions are accepted through August 12, 2026.
