About this file
This is a Department of the Army Permit issued by the U.S. Army Corps of Engineers, Jacksonville District, authorizing the City of Plant City to conduct wetland construction and restoration activities at McIntosh Preserve in Plant City, Florida. The permit (SAJ-2024-04226(SP-CM)) authorizes the discharge of dredged material into approximately 88 acres of wetlands to improve an existing stormwater treatment system through grading activities to expand the total wetland footprint and reconfigure existing treatment wetland cells by moving and regrading berms. The project site is located at 775 East Knights Griffin Road (Latitude 28.07001, Longitude -82.12628) in Hillsborough County, Florida, with aquatic resources draining into East Canal, Itchepackesassa Creek, and ultimately Blackwater Creek. The permit was issued on December 19, 2025, with work authorization to commence immediately upon notification to the Corps, and includes a completion deadline of November 30, 2030.
The permit imposes extensive special conditions requiring the City of Plant City to submit commencement notification within 10 days of initiating work, maintain permit copies at the construction site, record a Notice of Department of the Army Authorization with the County Clerk within 90 days, submit as-built certification drawings within 60 days of completion, and comply with erosion control, turbidity barrier, and fill material standards. Additional conditions require adherence to U.S. Fish and Wildlife Service protection measures for Eastern Indigo Snakes, compliance with water quality certification requirements, and immediate notification procedures for any discovery of archaeological or historic remains. The project is partially funded through a State of Florida Department of Environmental Protection grant (Grant Agreement No. LPA0038), and all work must be conducted in accordance with the grant terms and conditions. The permit is issued under Section 404 of the Clean Water Act and does not relieve the permittee of requirements to obtain other necessary Federal, State, or local authorizations.
