TECHNCIAL EXHIBIT 3.2

GOVERNMENT FURNISHED TRAINING

A. DISTRIBUTION OPERATIONS TRAINING – The following training is the minimum training requirements for personnel assigned and performing distribution operations in specific functional areas. This training is designed to include DSS operations in both paper and paperless environments. The separate courses addresses associated processes and procedures for distribution operations IAW the contract requirements. (See DLA Distribution Manuals in the Technical Library). Distribution Operations Training Manuals will be provided to the Contractor during the training and can be accessed on the DLA Distribution Intranet at the conclusion of the training.

B. The following DSS applications training will be provided to the Training Team. The Contractor’s Training Team shall train applicable Contractor personnel in a Train the Trainer environment.

1. DSS Inquiries / CA Dispatch. Provides information on accessing and printing various reports that write to this on-line report program. Users as well as their applicable printers will need to be added to this to allow and ensure full use of available options on this supporting system. Separate authority and access request must be submitted for this access.

2. Emergency MRO / ICP Entry. Provides training for Emergency/Super MRO and the release of ICP entered MROs.

3. Global Weight and Cube (GWC) program. Responsible for the dimensional data/accuracy for all NSNs loaded in DSS system. Training includes how to perform dimensional data calculations for cylinder gases, lumber board feet, multiple items in a kit or assembly, metric and fraction conversions, and instructions on calculating weight for measurable items without cutting them. Stipulates differences between local site dimensional records and the Global Weight and Cube record used in customer storage billing.

Top 100 Global Weight and Cube program: Training includes how to extract workloads, reports, and update dimensional data into DSS for mandated 100 NSNs monthly. WEIGHTCU is a restricted DSS user group and GWC certification is required before access is granted.

4. Management Information System (MIS). Provides information on the applicable maintenance programs as well as a walk-through of the various data elements used to provide performance information. Data from DSS is transmitted to MIS.

5. Material Release Order (MRO) Processing / Recycling Control Point (RCP) / DLA Disposition Services.

a) MRO Processing - Provides information on MRO cancellations, MRO follow-ups, MRO modifiers, frustrated MROs, transshipments, MRO exception data, MRO project codes, MRO violations, late lines report/research and applicable maintenance, inquiry and report programs.

b) Recycling Control Point (RCP) / DLA Disposition Services - Provides information on the MRO validation logic, workload banking as well as the applicable maintenance, inquiry and report programs.

6. Material Release Order (MRO) Addressing. Provides training for MRO addressing, on-line addressing, tables and parameters, addressing reports and addressing codes.

7. Production, Planning and Control (PPC). Provides information on establishing, maintaining and monitoring the various records that impact the MRO cycles to include capacity records, backlog reports, pick cycle releases, banking capabilities, extended Required Delivery Dates (RDDs) and the various maintenance, inquiry and reports programs to support this functional area. Documentation pertaining to the various types of transactions and DSS logic will be included.

8. Query Management Facility (QMF) Provides information on a supporting systems tool that allows various file information and reports to be extracted from the databases. Separate authority and access request must be submitted for this access.

9. Small Parcel. Provides information on small parcel offer, confirmation, reviewing and printing manifests as well as the applicable maintenance, inquiry and report programs.

C. The Contract shall ensure the appropriate contractor personnel receive the following training. The Targeted Audience is a guide and the Contractor may propose and identify other labor categories to receive this training.

1. EQUIPMENT MANAGEMENT AND CONTROL SYSTEM (EMACS). EMACS training provides instruction on how to track utilization, schedule maintenance, and generate utilization reports on MHE and MHS

2. ENTERPRISE SAFETY APPLICATION MANAGEMENT SYSTEM (ESAMS). Instruction will be provided to contractor safety personnel, who will train the contractor’s general workforce.

3. INFORMATION TECHNOLOGY (IT) OVERVIEW. Provides users with basic IT equipment familiarization, information assurance role, and help desk procedures.

4. NAVSUP WEAPONS SYSTEMS SUPPORT (NAVSUP WSS) IN-TRANSIT ACCOUNTABILITY (NITA). This training is required for employees responsible for researching and resolving stock in-transit (SIT) receipts and issues for Navy material. It contains training on how to navigate the system, and to research and resolve SIT transactions.

5. QUALITY MANAGEMENT TOOL (QMT). QMT training covers the use of QMT to perform Quality Surveillance Activities and to respond to surveillance results provided by the Government’s Quality Assurance efforts.

6. RADIATION PROTECTION. The Government will provide 80 hours of training for two (2) Contractor personnel to become certified RPOs and 24 hours refresher training annually. The training is conducted at New Cumberland, PA. A passing score is a minimum 70%. Training shall be documented and verification provided to the KO or designee. This training includes the following:

a. Radiation principles and fundamentals

b. Measurement and control of exposure and RAM (contamination)

c. Details of the radiation protection program

d. Medical and biological hazards of radiation exposure

e. Preparations for radiological emergencies and incidents

f. NRC license requirements

g. Use of RPO Database

7. STORAGE AND HANDLING OF HAZARDOUS MATERIALS (HAZMAT). Training associated with storage and handling of HAZMAT includes familiarization with DOT regulations, shipper’s responsibilities, carrier’s responsibilities, modal requirements and DoD and DLA storage and handling procedures including information on DSS and the DLA Storage and Handling policies. This training is in compliance with DOT, 49 CFR, Transportation, Part 172.704 to meet safety, emergency response and function-specific requirements.

8. STORAGE SPACE MANAGEMENT REPORTING (SSMR). SSMR covers the overall management and accountability of the storage space inventory. The training includes how to measure available and occupied storage space as well as the quarterly reporting requirement.

9. VOLUNTARY PROTECTION PROGRAM (VPP) SITE SPECIFIC TRAINING. Training covers Contractor responsibilities during an emergency; emergency procedures; employee rights under OSH Act; hazards/injuries & illnesses that may be encountered at the site; how to recognize hazardous conditions; distribution depots’ participation in VPP; distribution depot’s PPE requirements; signs and site specific VPP requirements that must be followed.

10. CARRIER APPOINTMENT SYSTEM. CAS is a web-based tool that automates the process of scheduling and managing shipment deliveries for motor carriers and depot managers in an effort to reduce time and standardize scheduling processes and it allows commercial Transportation Service Providers (TSPs) the capability to schedule, update and track delivery appointments while, at the same time, allow facility personnel the ability to view, approve/disapprove and manage appointments in real time. SDDC will provide a demo over the computer/conference call, and will assist in setting the user up for go live and provide support by telephone.
