About this file

This is a Location Specification Sheet for janitorial and grounds maintenance services at the Houghton County Memorial Airport Roadside Park, a Michigan Department of Transportation (MDOT) facility managed by the Ishpeming Transportation Service Center. The contract requires comprehensive daily, weekly, bi-weekly, and monthly janitorial services including toilet building cleaning, grounds cleanup, map case maintenance, well shelter upkeep, and sidewalk sweeping. Grounds maintenance services consist of bi-weekly mowing and edging cycles on approximately one acre, with semi-annual spring and fall cleanup operations. The roadside park contains one toilet building with two toilet tissue holders, two hand sanitizer dispensers, two trash barrels, five picnic tables, five grills/stoves, one hand pump/basin, one drinking fountain, and two toilet vaults with 1,000-gallon capacity each. All janitorial tasks are to be performed seven days per week prior to 10:00 a.m. The contract base term is three years with a start date of April 15, 2022, and an end date of April 14, 2025, with two one-year renewal options available. The contracting division is MDOT/Ishpeming TSC located at US-41, four miles south of Laurium in Houghton County within the Superior regional service area.

Bidders must submit completed pricing spreadsheets and equipment/supply lists as part of their proposals. Pricing shall include monthly rates for basic janitorial services, separate pricing for periodic janitorial services including toilet vault preparation and roof sweeping, per-cycle pricing for grounds maintenance services, and per-service pricing for call-backs for additional services. MDOT will supply hand sanitizer and vault charging supplies. The contractor must provide all necessary equipment at the start of the contract, including lawn mowers, leaf blowers or rakes, brooms, sidewalk edgers, mops, and scrub brushes, along with specified cleaning supplies such as EPA-registered disinfectants, quaternary ammonium compounds for surfaces, trash can liners, and graffiti removal products. All cleaning and mowing schedules must be established and approved by the Program Manager at contract commencement, with any deviations requiring pre-approval. Mark Morrison serves as the contract administrator and Tom Deschaine as the program manager, with invoices directed to Harmony Michaud-Richards at the Ishpeming TSC.
