Summary

This is a Location Specification Sheet (LSS) for janitorial and grounds maintenance services at the Epouphette Roadside Park, issued by the Michigan Department of Transportation (MDOT) Superior Region/Newberry TSC. The contract encompasses comprehensive maintenance services for a 0.88-acre roadside park located on US-2, 23 miles west of St. Ignace in Mackinac County. Services include daily grounds cleaning tasks such as litter pickup, trash barrel emptying, picnic table cleaning, and grill maintenance; weekly and bi-weekly janitorial services including sweeping and map case cleaning; monthly tasks; and periodic grounds maintenance consisting of mowing, trimming, edging, and spring/fall cleanup. The park operates seasonally from mid-April through October 31st, with closure from November 1st through mid-April. The facility includes 2 trash barrels, 3 picnic tables, and 1 grill, but no toilet buildings, hand pumps, drinking fountains, or toilet vaults. The contract term is three years, commencing April 15, 2022, and concluding April 14, 2025, with two one-year renewal options available. All cleaning and mowing schedules must be established with and approved by the Program Manager (Nick LaChapelle, 906-630-5600) at the beginning of the contract period.

Bidders must complete pricing schedules for basic janitorial services, basic grounds maintenance services, periodic grounds maintenance services, and call-backs for extra services, with separate pricing for periodic services. The pricing structure includes annual quantities and per-unit costs, with the total annual price multiplied by three for the contract term total. Bidders must also provide detailed specifications for all proposed cleaners and supplies with estimated quantities and manufacturer information, as well as a complete inventory of equipment to be utilized, including make, model, and approximate age. Invoices should be mailed to Jodie Postma at the MDOT Newberry TSC (14113 M-28, Newberry, MI 49868). The contracting division contact is Mark Morrison (MorrisonM@michigan.gov, 517-241-2343), and services are to be performed prior to 10:00 a.m. seven days per week throughout the operational season.
