About this file

This is a Location Specification Sheet (Schedule C) for janitorial and grounds maintenance services at the Detour Roadside Park in Michigan's Superior Region, issued by the Michigan Department of Transportation (MDOT) Newberry TSC. The contract encompasses comprehensive janitorial and grounds maintenance services for a single roadside facility located on M134, 3 miles east of the M48 junction in Luce County. Janitorial services include daily cleaning of one toilet building (7 days per week prior to 10:00 AM), grounds cleanup, maintenance of 3 map cases, well shelter cleaning, and sidewalk sweeping at varying frequencies from daily to monthly. Grounds maintenance services involve mowing approximately 3 acres, edging, and spring/fall cleanup operations. The facility contains 1 toilet building with 2 tissue holders and 2 hand sanitizer dispensers, 3 trash barrels, 6 picnic tables, 6 picnic grills/stoves, 1 hand pump/faucet basin, 1 drinking fountain, and 1 toilet vault with 1,000-gallon capacity. The park operates seasonally from mid-April through October 31st, with closure from November 1st through mid-April. The contract term is 3 years (4/15/22 through 4/14/25) with 2 renewal options of 1 year each.

Bidders must complete Schedule C worksheets 2 and 3, including pricing for basic and periodic janitorial services, basic and periodic grounds maintenance services, and additional call-back services. The pricing structure requires separate line items for basic services (monthly pricing), periodic services (per-service pricing), and call-back emergency services, with all calculations extending to a total 3-year contract quote. Bidders must submit detailed equipment and supplies lists, including specific brands and estimated quantities for cleaning products such as toilet paper, disinfectants, graffiti removers, and deodorants, as well as a complete inventory of owned equipment available at contract start. All cleaning and mowing schedules are to be established and approved by the Program Manager (Kevin Gouza) at contract initiation, and any deviations from the approved schedule require pre-approval. Services requested beyond the contract scope will be billed separately at the bidder's hourly rate for additional/emergency services. Invoices are directed to Jodie Postma at the MDOT Newberry TSC office.
