The purpose of this Industry Day is to provide interested parties an opportunity to hear the Department’s Acquisition Strategy and Scope to provide life services support for the mission in Afghanistan.
Anything said here today is informational and subject to change and does not change or supersede any language or conditions contained in the forthcoming Request for Information or subsequent Request for Proposal.
Questions will be answered at the end of the presentation. Write your question(s) on a 4x6 card. After reading your question, please hand in to the front sign-in staff so that questions may be retained and responded to on FedBizOps.

ALiSS – Things to Know
• ALiSS is not BLiSS or LOGCAP
– Will NOT include O&M
– Will include food procurement & delivery
– This is a DOS operated cafeteria and food operations
• Contractors will reside outside of DOS
Embassy Compounds
– Some exceptions for critical positions.

• Move towards NORMALIZATION
– The goal is to be more in line with how other embassies operate around the globe.
• The importance of our mission in Afghanistan
– This contract is Critical to mission success. The schedule is driven by political and diplomatic events outside our control.
– Changes will occur in breadth, scope and depth.
Key Dates*
March 17, 2014 RFI/Industry Day responses from Industry due April 2, 2014 RFP release April 21, 2014 Site Survey – Afghanistan
• Expected to last approximately 5 days – Dates are subject to change. Sites to be determined.
• Attendance is strictly limited to three representatives per Prime Contractor. This restriction also applies to contractors currently performing in Afghanistan
June 2, 2014 Proposals due August 15, 2014 Target date for award
*All dates are subject to change.
Contractor Requirements
• The Prime Contractor will be required to have an Active Secret Facility Clearance at the time proposals are submitted.
– DOS will not sponsor a Facilities Clearance
– By virtue of this requirement only American
Owned Companies are eligible for award of the contract.
• Does not preclude sub-contracting to foreign owned firms.
• Primes must have approved Cost Accounting Systems at the time of proposal submittal.
• Joint Ventures will be permitted.
Contract Type
• Single Indefinite Delivery/Indefinite
Quantity (IDIQ) based upon “best value/trade-off” process.
– Contract will cover the entire country of
Afghanistan for DOS; may expand to other agencies.
– Task Orders may be based on site or function.
Period of Performance Contract will be for a base period of one year with four one year options.
The contract will also contain a provision for an additional period of up to six months, if necessary, for continuity of services.
Contract Administration It is the Department’s intention to utilize technical contract monitors in addition to the traditional COR.
Contractor Life Support The Contractor is responsible for providing life support services to its employees, to include off-compound housing.
