U.S. MISSION AFGHANISTAN LIFE

SUPPORT SERVICES (ALiSS)

February 04, 2014

Current Situation

• All current Mission Afghanistan basic life support services are provided by the DoD LOGCAP and Defense Logistic Agency Contracts and locally administered General Services Office (GSO) contracts

• Most of the equipment used by the LOGCAP contractor is U.S.

Government furnished and will be available to the winning ALiSS contractor

Mission Afghanistan Goals

• Normalize U.S. Embassy Operations in Afghanistan by:

– Reducing Mission footprint across the country

– Maintain uninterrupted service to ongoing operations

• When possible, promote Afghanistan economy through local procurement sourcing and increased hiring of local Afghans

Approach for Support

• Kabul Centric

• Continue to leverage US Military and Coalition partner capabilities in the field to the extent possible, in both Kabul and the field

• Build in contingencies to accommodate the dynamic planning environment

• Include limited support to field locations, with option to modifyoffered services on an as needed basis.

• Do not duplicate capacities already prevalent, or readily available in country

• Deliver a range of service to a combined customer base to include Chief of Mission Personnel, US Contractors, Third Country National Contractors and Local Nationals

• Drive flexibility, and scalable solutions into all planning efforts, and locations

Food Service Approach

• Food service includes all aspects:

– Forecasting, ordering, dry & cold storage operations, preparation, teller, handling/serving, catering, and janitorial

• Embassy dining facilities

– One on the East, and one on the West compound.

– Each will incorporate snack bar operations across extended hours of operation: 1400-1800 and 2100 to

– Each facility seats 160

• breakfast, hours of operation: 0600-0900

• lunch, hours of operation: 1200-1400

• dinner, hours of operation: 1800-2100

• Kabul Security Site Food Services

– Three meals per day plus midnight (total four)

• Camp Eggers/Seitz/Sullivan

• Herat dining facility

– Three meals per day in each

– Camp Kodiak (three meals plus midnight snack, total four)

• Mazar dining facility

– Three meals per day

– Camp Little Bear (three meals plus midnight snack, total four)

• Point of Sale

• Cafeteria style layout

• Individual accountability or direct payment for food consumption

– Subsidized meal approach – meal rate established for authorized individuals

• Dietary standards menu system with portion control system that accommodates ethnic/religious preferences

• Catering services & Sandwich/Snack Bar operations

• Compliance with national and international standards

– 2013 FDA Food Code

– ISO 22000

• Sustainability/Green initiatives are important considerations

– Silverware/plates

• All required equipment will be GFE

• Continual improvement evaluation system involving Embassy customer representatives

Fire Service Approach

• Kabul fire services will be located at either Camp Eggers or Camp Seitz

– Service provided to all sites in the Kabul cluster

– Two trucks (GFE) and three crews required

• Required services include structural firefighting, training, inspection, containment, hazmat response, personnel rescue, and EHP crash/fire/rescue

• All required equipment will be GFE

Fire Service Approach

• Herat fire services will be located at the Consulate

– One truck (GFE) and two crews required

• Required services include structural firefighting, training, inspection, containment, hazmat response, and personnel rescue

• All required equipment will be GFE

Retail Fuel Service Approach

• Fuel services (DF-2 diesel, Mo-Gas) required at all sites

– Mission critical power source

• Requirements exceed

– Diesel (6M gallons/year)

– Mo-Gas (15K gallons/year)

• Quality standards

– Must conform to civilian standards

• ASTM D4814 - 11b (automotive)

• ASTM D975 - 12 (diesel)

Retail Fuel Service Approach

• Required services include

– Ordering, transportation, delivery and inspection to maintain 30 day supply at all sites, plus vendor 30 day supply on hand

– Responsibility for all licenses, GIRoA/DOS regulations compliance including border/customs requirements

– Real time delivery order tracking/reporting

Support Personnel Services Approach

• Some specialty personnel will be required to provide continuity in critical positions affected by high turnover rates

– Examples include warehousing, travel, security equipment/vehicle maintenance, badging, biometrics equipment maintenance, internet/TV technical support

• Number of position not expected to exceed 25-35

• Position descriptions will be provided

Medical Services Approach

• Primary care to contractor and third country national personnel (TCN) – Medical & Acute Care Clinics are currently planned for Camp Seitz & Eggers in Kabul and Camp Kodiak in Heart; Camp Litlle Bear in Mazar.

• Ancillary Services (e.g. lab, xray, emergency dental) and Trauma Care to all COM/Contract personnel – facility currently planned for Camp Seitz (Kabul).

• The intent of trauma care is to resuscitate & stabilize for up to 96 hours in preparation for either a return to duty or medical evacuation out of country.

Medical Services Approach

• Hardened medical facilities and blood products will be provided by the US Government (USG)

• Internet connectivity (e.g. for telemedicine) will be the responsibility of the Contractor, coordinated with DOS IRM

• Medical facility equipment will be GFE (Contractor will be required to purchase, ship and receive items).

Required Medical Services

• Primary & Acute Care services for contractor patient population (includes annual physicals for DS Contract personnel as required)

• Surgical Stabilization/Emergency Resuscitation and Ancillary Services for total population (COM & contractors)

• Intra- and Inter-theater MEDEVAC coordination with contractor/insurance company. Inter-theater coordination does not include provision of air transport or post-transport care.

• Laboratory (includes illicit drug/steroid testing for DS Contract personnel)

– 350 tests/month

• X-ray/Ultrasound/CT

• Emergency dental services

• Management of the blood products supply chain

(USG will supply the blood products)

• Supply of medical/surgical consumables

• Housekeeping for health care facility spaces to meet the Centers for Disease Control and Prevention (CDC) guideline

• Maintenance and disposal of medical equipment & oxygen supply

• Morgue/Mortuary Affairs

• Ambulance Services/Emergency Medical

Response

• Food, Water and Facility Inspections/

Assessments, Investigations and Training (to meet the intent of Codex Alimentarius, the Food and Drug Administration (FDA), U.S. Department of Agriculture (USDA) and ServSafe)

Health Care Provider (HCP) Requirements

• Licenses & certifications are in good standing, are without restrictions, and are kept current through the period of employment.

• Physicians and Primary Care Providers shall be licensed in the United States or Canada (Physicians/Providers licensed elsewhere will be considered on a case-by-case basis)

• All health care providers and medical support staff shall have recent clinical experience in patient care, including at least 6 months out of the past year.

– Armored vehicle (all types), zero backscatter van scanning equipment

• Non-traditional Equipment Maintenance and Repair

– Wedge barriers, locks, drop arms, barrier movement

• Inter and Intra Country Material Transport

– Ammunition, vehicles and repair parts, security related equipment and building materials

• Vehicle Maintenance

– Bearcats, bears, MRAPs, armored vehicles

• Firing Range Refurbishment

– Berm and backstop refurbishment and regular maintenance

• DS Support Personnel Services

– Physical security projects supervisors

– Investigators (biometrics enrollment, and screening)

– SSC – badging, RSO forms processing, administration

– Polygraph technicians

– Logisticians (DS equipment ordering/inventory management)
