Is it possible to propose rates for a medical professional not licensed in the U.S. or Canada since others have to be approved on a case-by-case basis?
No, for the proposal we will only consider U.S. or Canada licensed staff for position with that requirement.

Will the villas be feasible for contractor housing?
All the villas in the yellow triangle(NW) are feasible. Right now, we are only legally able to house contractors in VA, MD, PA, and CT. We suggest working with a good realtor.

Is the SE area near Camp Grizzly?
It is close. In addition, there are vacant lots nearby that you may consider.

Will there be contactors other than guards on Camp Eggers?
Yes, but only ALiSS personnel that are supporting that site.

Is armored transport required for the south (SE) area?
Given the security history of the south area, we will not allow contractors to walk. Our preference is for you to use the NW area were you can easily walk to the Embassy compound through a Personnel CAC. Armored vehicles (Light) will be provided by the U.S. government. Currently, contractors cannot import armored vehicles into Afghanistan. This would be cost prohibitive and there are a small number of Afghan companies that provide armored vehicles. The U.S. military vehicles that are in Afghanistan are not properly registered.

What other housing is available?
The Marriott hotel is a possibility but OBO has declared that the hotel is unsafe due to seismic standards. In addition, RSO has determined that it has security issues. At present, construction is halted due to funding issues. The inside is not finished. A contractor could make arrangements with building owners to use part of the hotel (e.g. servants quarters area to the rear of the building, away from main streets, closest to Embassy). However, you must meet the security requirements in the proposal.

Who would be serviced in the Medical units?
Contractors at the Primary Care Clinics (MACCs) (although DOS employees may be seen at MACCs in rare instances) Camp Seitz (SMACC) to include trauma care for contractors and DOS employees.

What are the locations of the fire stations?
Specific locations are to be determined. There will be one on East Compound, one on West Compound and one in or adjacent to Eggers/Seitz.

How many personnel are considered critical?
164 personnel are determined to be critical personnel. They would stay if we evacuate the Embassy. They could be Americans or TCNs only not LNs. TCNs require clearances via e-QIP (SF-85). These clearances can take 90 to 120 days to complete.

If you have medical casualties on the main Embassy compound, how do you get to Camp Seitz?
By armored ambulance.

Can contractors live in the government villas?
The U.S. government will provide housing for critical personnel. It may be in the villas. All other ANs and TCNs will be housed off-compound at Contractor-provided facilities.

No, not for this contract.

What security protection will be provided for off compound personnel?
None. The Contractor will be responsible for all its security requirements outside of Embassy sites. You should consider local Afghan security or the APPF. APPF is changing every day. The contractor must follow all Afghan law and Department of State policies.

Will the Department of State provide Quick Reaction Force (QRF)?
No. Nor will you have movement or convoy support. This is why we want you to stay close to the Embassy compound. Over the last six months, GIROA has provided QRF during incidents.

Is Green Village an option?
No. The contractor would have to duplicate the KESF convoy now. Green Village is located too far out.

The Government will provide armored vehicles as required for Contractor use. Transportation to and from the airport will be decided after award.

Will there be a helipad on the compound? Will the firefighting requirement include crash and rescue?
The plans include one on the East compound, as well as the one at Camp Seitz. The full firefighting requirements are To Be Determined.

Will the estimated contractor and employee population change?
This will most likely go down between the RFP release and September 1. There is no breakout with the LN population plus they will only have limited support. However, all proposals should use the numbers provided in the RFP for technical response and cost proposal.

What is the transition timeline for each task order?
The transition timeline will be 120 days from award.

Weren’t there originally 9 task orders? Why are there only 5 now?
Some of the augmentation support is now moved to support personnel. GSO warehouse and vehicle maintenance is now an option. Veterinary services have been taken out and will stay with the WPPS contract.

How should we address options in the RFP?
For some options (e.g. Vehicle Maintenance) we will ask for fixed labor rates, but no FFP. This information will not be evaluated and is for future task order negotiations.

Are most tasks FFP?
All tasks are Firm Fixed Price. There will be CLINs that are CPFF or Cost Reimbursable. Example: Food during the initial phases will be CPFF. Supplies and equipment for Medical will be CPFF. Changes in tax structure will be Cost Reimbursable.

Would you like a grab and go like in Baghdad? Would this include short order?
There will be requirements for Snack Bars, to include sandwiches, but not short order. Vending machines would also add to convenience.

Does the Embassy Health Unit have a pharmacy?
Yes but not with prescriptions for staff. Primarily only for emergency, providing some maintenance medications until staff prescriptions are filled.

Do you have issues with connectivity/internet for telemedicine?
No issues. We send our x-rays to Bagram Airbase to assess. The Contractor will have to coordinate with IRM to access the internet and need to coordinate to access make arrangements with a local Internet Service Provider for the internet access.

Where will you locate the West Compound contractor health service? Can we get the dimensions of the space?
It will be in the area currently used as a gym. The MACC will have EMTs and a nurse practitioner or doctor. It will have 220 volt. The dimensions are 24 by 48 feet (roughly, based on the square floor tiles.) Dimensions will be provided in the RFP.

What is the medical support for the guard force?
The ALiSS contract will provide medical support for the guards.

Does the WPS medical staff go to the Embassy Health Unit for narcotics?
No. They have their own medical unit and maintain a supply of controlled substances.

That is under a separate, local contract. You just need to remove the waste material from the medical space.

How many ambulances do you have and must we staff?
Two armored ambulances and one being procured. The contractor is expected to provide EMTs to staff the ambulances as well as maintain supplies in the ambulances.

Is the Ariana Café (an onsite local vendor operation, not associated with the DFACS) included? Can ALiSS contractors eat there?
No, it is a local contract. Currently $4.00 per meal. ALiSS contractors can eat there but there have been hygiene issues.

What if the contractor is ready to go before the 180 day transition from DLA food sourcing?
The 180 days is a contractual arrangement between DLA and its provider, allowing them to “eat down” food in the pipeline. We will honor that requirement, although DLA has said that it may be sooner. However, Camps Seitz and Eggers may occur sooner, as they are provided by a local vendor.

How will we get to the Embassy from the Qashimi lot firefighting station? Will we get an escort? Do we need a particular sized fire truck?
Much of this TBD. Response time for the Security Force is about three minutes from Camp Seitz to the Embassy. DOS will provide the fire trucks, and Bidders should staff the trucks IAW current guidelines.

Will we have communication links and access for the fire service support?
Yes. The TOC will receive the 911 call and dispatch the fire department. We will not require someone in the TOC 24/7.

DoS will provide the products and the supply chain. The Contractor will be required to manage the blood bank.

The tentative Bilateral Security Agreement between DoD and GiROA includes support to U.S. forces as well as the responsibility for all taxes and fees. Will DoS have similar considerations?
No. DoS will be operating as an Embassy with normal diplomatic protocols and considerations.

Emergency dental services would be at the Camp Seitz SMACC.

This includes vehicles in Herat and Mazar, some are WPPS vehicles. Supplies, repair parts and materials will be CPFF.

Will contractors have a separate dining facility? What about the contractor staff that work in the DFAC? Will you require double, segregated, facilities on the compound?
ANs and TCNs will use the cafeterias during work hours, or if they live on the compound (critical personnel) for all meals. LNs may buy meal tickets to eat in the cafeteria. The cafeteria at Camp Seitz has three serving lines…short order grill, American style food and Nepalese food. All eat in any line they choose, as this is just to accommodate preferences. Expect Camp Eggers to have a similar arrangement.

In the Draft RFP the observed holidays and work weeks need to be changed.
It will be changed in Section H. The Embassy work week is Sunday to Thursday from 0800 to 1630. The contractor should determine work days/times based upon efficiency and Afghan law.

What is the history of Camp Seitz? Current population and guard mix?
Former U.S. Army Corps of Engineers base. Will house approximately 855 personnel. The guard force is South American primarily and soon to be all Nepalese.

Who is the current food operations provider at Camp Seitz?
It is ACCL. A local company. They provide food service and provisioning, and feed 723 per day. There are two buildingss with two floors each. They serve both American and Nepalese food. The seating capacity is 118 on two floors (236) or roughly 240 +/- 10. There are 15 reefers for cold and dry storage out back.

No, just the Embassy compound.

Provides space for 72 contractors working at Camp Seitz. It could become available via a local landowner lease. The lease went down from $36,000 per month to $8,000.

What is the plan for Camp Eggers?
Consists of 30 leases. Most everything will be knocked down. Total of 16.2 acres. The DFAC will have a projected capacity of 500 to 600 per seating. Will house 1,500 to 1,800 personnel on site. There will be 20 to 30 storage units on site (freezer, cooler and dry goods) in close proximity to the DFAC. . In addition to sit down dining, we will provide marmite meals (hot boxes) to feed Embassy guards. This will cover two shifts and 180 personnel.

Please describe the new Vehicle Maintenance facility.
All of vehicle maintenance will move to the new facility. All equipment is GFE. This includes the paint booth. There is some welding on site. The new facility will have 4 bays and one maybe reserved for the fire engine. The GSO runs the wash bay. The contractors will only bid on labor, as all materials and supplies will be CPFF.
