Task Order Request for Proposal 4 Southern Sudan Drivers Training and Mechanics Training Program

This is a task order request for proposal (TORP) to provide offeror’s with an example of the format and content of TORPs to be issued under the contract resulting from RFP And to solicit a specific technical and price proposal for the work described below. The offeror’s response to this TORP will be evaluated as indicated in Section M of the RFP and the task order will be awarded after award of the IDIQs.

Task Order Requirements

1. Background The African Regional and Security Affairs Office (AF/RSA) and the African Sudan Programs Group (AF/SPG) are U.S. Department of State offices managed by the Bureau of African Affairs (AF). The purpose of AF/RSA programs is to enhance security in multiple African states with AF/SPG programs focused on regional Sudan support requirements.

This request specifically addresses the need to provide the Sudanese People’s Liberation Army (SPLA) basic driver/operator and basic and advanced mechanic/preventative training (mechanics). This training will occur at the Southern Sudanese People’s Liberation Army Interim General Headquarters in Juba, Southern Sudan. (The site is technically five kilometers outside of Juba, but will be referred to as Juba from this point on.).

2. Tasks/Requirements Task A: Driver/Operator Training – The contractor shall provide basic driver/operator training to 8 iteration of SPLA members (7-12 per iteration). Training shall include at a minimum: immediate action drills, defensive skills, basic operator and maintenance skills and recovery training (winch/equipment/weather).

Contractor shall conduct drivers training and mechanics training in tandem and propose such training for the simultaneous completion and graduation.

· Task A.1 – 1st iteration Driver/Operator Training: The contractor shall plan and conduct an iteration of driver training. The driver/operator training will be for as many as 7-12 individuals per iteration. The contractor shall conduct all instructions with no more than two trainers. The training shall be no more than fourteen (14) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the driver training to the SPLA using a train-the-trainer approach (phase out detailed in POI). The contractor shall deliver the POI (English) and all instructional material, by electronic medium (not paper), to the COR for review and approval at least ten (10) days prior to the scheduled commencement of training. The contractor’s proposal shall provide a separate, distinct price for this iteration.

· Task A.2 – 2nd iteration Driver/Operator Training: The contractor shall plan and conduct an iteration of driver training. The driver/operator training will be for as many as 7-12 individuals per iteration. The contractor shall conduct all instructions with no more than two trainers. The training shall be no more than fourteen (14) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the driver training to the SPLA using a train-the-trainer approach (phase out detailed in POI). The contractor shall deliver the POI (English) and all instructional material, by electronic medium (not paper), to the COR for review and approval at least ten (10) days prior to the scheduled commencement of training. · Task A.3 – 3rd iteration Driver/Operator Training: The contractor shall plan and conduct an iteration of driver training (Attachment 1 details vehicles). The driver/operator training will be for as many as 7-12 individuals per iteration. The contractor shall conduct all instructions with no more than two trainers. The training shall be no more than fourteen (14) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the driver training to the SPLA using a train-the-trainer approach (phase out detailed in POI). The contractor shall deliver the POI (English) and all instructional material, by electronic medium (not paper), to the COR for review and approval at least ten (10) days prior to the scheduled commencement of training. The contractor’s proposal shall provide a separate, distinct price for this iteration.

· Task A.4 – 4th iteration Driver/Operator Training: The contractor shall plan and conduct an iteration of driver training. The training shall be no more than fourteen (14) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the driver training to the SPLA using a train-the-trainer approach (phase out detailed in POI). · Task A.6 – 6th iteration Driver/Operator Training: The contractor shall plan and conduct an iteration of driver training. The training shall be no more than fourteen (14) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the driver training to the SPLA using a train-the-trainer approach (phase out detailed in POI). · Task A.7 – 7th iteration Driver/Operator Training: The contractor shall plan and conduct an iteration of driver training. The training shall be no more than fourteen (14) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the driver training to the SPLA using a train-the-trainer approach (phase out detailed in POI). · Task A.8 – 8th iteration Driver/Operator Training: The contractor shall plan and conduct an iteration of driver training . The driver/operator training will be for as many as 7-12 individuals per iteration. The contractor shall conduct all instructions with no more than two trainers. The training shall be no more than fourteen (14) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the driver training to the SPLA using a train-the-trainer approach (phase out detailed in POI). The contractor shall deliver the POI (English) and all instructional material, by electronic medium (not paper), to the COR for review and approval at least ten (10) days prior to the scheduled commencement of training. Task B: Mechanics Training – The contractor shall provide basic operator skills, basic preventative maintenance skills, basic and advanced mechanic training to SPLA members on Toyota) (3 iterations), 8 trainees on the 5-ton trucks (3 iteration of 45days) . Training shall include at a minimum: basic operator skills, basic preventative maintenance, basic and advanced level repair/maintenance skills for each type of vehicle (Preventative Maintenance Check Skills trainees on 5 ton trucks will have the skills established in A1-B3 in order to attend the mechanics training in B4 ).

· Task B.1 – 1st iteration Toyota Mechanic Training: The contractor shall plan and conduct an iteration of mechanic training (Toyotas). The training will be for as many as 5-7 individuals per iteration. The contractor shall conduct all instructions with no more than two trainers. The training shall be no more than forty-five (45) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the training to the SPLA using a train-the-trainer approach (phase out detailed in POI). The contractor shall deliver the POI (English) and all instructional material, by electronic medium (not paper), to the COR for review and approval. The contractor’s proposal shall provide a separate, distinct price for this iteration.

· Task B.2 – 2nd iteration Toyota Mechanic Training: The contractor shall plan and conduct an iteration of mechanic training (Toyotas). The training will be for as many as 5-7 individuals per iteration. The contractor shall conduct all instructions with no more than two trainers. The training shall be no more than forty-five (45) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the training to the SPLA using a train-the-trainer approach (phase out detailed in POI). The contractor shall deliver the POI (English) and all instructional material, by electronic medium (not paper), to the COR for review and approval at least ten (10) days prior to the scheduled commencement of training. The contractor’s proposal shall provide a separate, distinct price for this iteration.

· Task B.3 – 3rd iteration Toyota Mechanic Training: The contractor shall plan and conduct an iteration of mechanic training (Toyotas). · Task B.4 – 4th iteration 5-Ton Truck Mechanic Training: The contractor shall plan and conduct an 1 iteration of mechanic training (5-Ton Trucks). The training will be for as many as 4 individuals per this iteration. The contractor shall conduct all instructions with no more than one trainer. The training shall be no more than forty-five (120) training days. The contractor shall develop a unique, tailored Program of Instruction (POI), complete with appropriate lesson plans, to instruct the training to the SPLA using a train-the-trainer approach. The contractor shall deliver the POI (English) and all instructional material, by electronic medium (not paper), to the COR for review and approval at least ten (10) days prior to the scheduled commencement of training. The contractor’s proposal shall provide a separate, distinct price for this iteration.

3.0 Reports

3.1 Contractor shall submit monthly reports (electronically) detailing at a minimum; name of students/potential students, training status, number trained, schedule, problems encountered and performance results.

4.0 Special Requirements

4.1 Contractor shall establish in conjunction with the SPLA leadership all standard operating procedures to support the continuation of training at the end of the period of performance.

4.2 Contractor shall establish all guidelines for motor maintenance facility operations and fleet management in conjunction of and with the SPLA leadership. Contractor shall provide graduation at the end of the drivers training and award all students with certificates showing completion of the training.

4.3 The Department of State shall have access to and the right to examine and to duplicate any training material, POI and documents.

4.4 Assist in identifying SPLA trainees based on skill sets.

4.5 Contractor is not authorized to house trainees or provide any cost associated to lodging for the duration of the period of performance.

4.6 Contractor shall ensure that the in-country drivers training team manager coordinates with the Technical Assistance Teams Logistics advisor. twice weekly or as requested. To ensure all processes and procedures are coordinated and conveyed to the appropriate SPLA offices and that all processes and or systems are in line with what is currently being developed and implemented.

4.7 Contractor shall provide all logistics and life support including living accommodations and other functions necessary to support the project team and personnel assigned to this task order.

4.8 Contractor is NOT authorized to house or propose housing, food or any related logistics support service, provided or funded by the U.S Government. for any local national performing work under this task order.

5.0 Government Furnish Property

5.1 All training described in this request will be performed at sites in Juba, Sudan provided by the U.S. Government in cooperation with the government of South Sudan.

5.2 All vehicles and parts (included w/vehicles) will be provided as detailed in Attachment 1.

5.3 There will be no other government furnished property associated with this request.

6.0 Key Personnel

6.1 At a minimum, the contractor shall assign to this task order the following key personnel:

6.2 The in country Project / Team Manager for drivers training program shall be the contractor’s primary point of contact for all matters pertaining to this task order, However, In country Program Manager for South Sudan projects shall bear ultimate responsibility for ensuring that the requirements described herein are met..

6.3 The Contractor agrees that a partial basis for award of this task order is the list of key personnel proposed. Accordingly, the contractor agrees to assign to this order those key persons whose resumes were submitted with its proposal. No substitution shall be made without prior notification to, and concurrence of, the Contracting Officer. During the period of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment.

6.4 All proposed substitutes shall meet or exceed the qualifications of the person to be replaced. The Contracting Officer shall be notified in writing of any proposed substitution.

6.4.1 Such notification shall include:

6.4.1.1 An explanation of the circumstances necessitating the substitution.

6.4.1.2 A complete resume of the proposed substitute.

6.4.1.3 And any other information requested by the Contracting Officer to enable him or her to judge whether or not the Contractor is maintaining the same high quality of personnel that provided the partial basis for award.

7.0 Place of Performance

7.1 Work shall be performed at the Interim General Headquarters (IGHQ) Compound in Juba Sudan.

8.0 Period of Performance

8.1 Base period through month 12.

8.2 Period (Option) 1

Month 25-36

9.0 Invoicing Procedures

9.1 The Contractors shall submit their invoices in a timely manner to the Contracting Officer’s Representative for the Bureau of African Affairs.

10.0 Travel

10.1 Travel by contractor personnel in performance of work described in this request shall be in accordance with the AF/RSA contract (SLMAQM03C0034). All travel must be in accordance with Federal Travel Regulation (available: www.gsa.gov). The Contractor shall obtain the express approval of the Contracting Officer’s Representative prior to incurring any travel-related costs (to verify costs are not being duplicated –housing, airfare, meals, etc.).

11.0 Government Technical Monitor (GTM) – TBD via letter after award

11.1 The GTM serves as the Government’s on-the-ground representative overseeing Contractor performance.

11.2 The GTM monitors task order compliance, answers the Contractor’s task order-level technical questions, and provides direction for all task order-level technical matters.

11.3 The GTM is not authorized to direct the Contractor to begin work, change task order funding, alter periods of performance, authorize deviations from Government requirements, direct the Contractor to take any action with cost/price implications, or otherwise modify the task order in any way. Only the Contracting Officer may take such actions.

12.0 General Provisions

12.1 All contract clauses contained in the supplies and equipment IDIQ contract are hereby incorporated into this solicitation and the resultant task order. If there are any conflicts between the contract clauses and the information outlined in the resultant task order, the contract language takes precedence over the information in the task order.

13.0 Performance Standards and DoS Monitoring Method

In addition to the performance standards contained in IDIQ Contract #_______, the following performance standards apply to this task order:

Accurate, complete and timely reports

· Weekly Situation Reports are provided to the U.S. Consulate in Juba and to the COR, and AF/SPG and consist of at a minimum:

· Areas of concern

· Updates scheduled

· Any other information needed to identify work progress

· Equipment Deadline Report consisting of a summary of all training and maintenance actions and any other significant activities impacting current or future operations of the training, equipment and personnel is provided on a weekly basis.

· Daily Status and Training Report is provided to the GTM and consists of the status of all AFL personnel under their control and include training projected for that day.

· Weekly Status and Training Wrap-up Report is provided to the GTM each Thursday and consists of a wrap-up of the daily status reports on all AFL personnel under their control and include training conducted during the past week.

· Bi-weekly Recruiting and Vetting Report is provided to the COR and GTM.

· 100% inspection of all reports by COR, GTM or designee.

Recruiting, Training and Equipping

· All activities will be conducted and accomplished and equipment provided within agreed upon schedules.

· Periodic random inspection by COR, GTM or designee.

Task Preparation and Planning

· Prior to the inception of all activities, contractor will provide a plan that identifies objectives to be accomplished as well as the method and schedule for carrying out the activity.

· 100% inspection by the COR.

Proposal Submission Requirements

The contractor shall submit a proposal for the above requirements in two parts as follows:

Volume One –Technical Proposal (not to exceed 25 pages): Outline technical approach to task. Explain how you will monitor and report performance against all performance standards in Activity 1 of the IDIQ and the performance standards contained in this specific task order proposal. In preparing your technical proposal, you should:

· Discuss the steps you will take to ensure that all subtasks are adequately executed in accordance with USG timetables;

· Discuss how quickly you could commence major deployment operations, demonstrating your ability to meet that timeframe;

· Discuss your firm’s capabilities and experience with conducting similar work on a similar scale on short notice;

· Identify all labor categories under which the work will be completed;

· Discuss your employees’ experience and expertise with similar work, and identify and provide resumes for all proposed key personnel either proposed by the contractor or identified in this statement of work; Identify any subcontractor(s), if any, who will be used in performing under the task order, specifying what role each will play; and provide any other information that you feel materially supports your Technical Proposal

Volume Two-Price Proposal (not to exceed 5 pages): This is the only volume in which cost information may appear. In preparing your cost proposal, you should:

· Identify all estimated costs (direct and indirect) for the base and each option period;

· As a separate line item, clearly indicate your proposed total fixed fee for the base period and each option period;

· Provide supporting rational showing how your costs and fee were calculated; and

· Any other information that you feel materially supports your cost proposal.

Each of the above volumes shall be labeled as a response to Task Order Request for Proposal 2 and submitted as corresponding parts of the technical and cost proposals in response to the RFP

Proposal Evaluation

Proposals in response to the sample task order will be considered as described in Section M of the RFP.
