Sample Task Order Request for Proposal 6 (Construction)

This is a task order request for proposal (TORP) to provide offeror’s with an example of the format and content of TORP’s to be issued under the contract resulting from RFP and to solicit a specific technical and price proposal for the work described below. The offeror’s response to this TORP will be evaluated as indicated in Section M of the RFP ,this task order announcement will not be awarded with award of the IDIQ’s.

1.1.1.1. Definitions

1.1.1.1. The word “Work” shall mean all labor, services, equipment, materials, supplies, documentation, and subcontractors used under the contract or performing work under detailed in the statement of work document, (Exhibit A), and the technical documents, (Exhibit B) will provide other items.

1.2.1.1. The word “Project” shall mean the facility and related services to be furnished by contractor to the Department in accordance with the agreement between contractor and the U.S. Department of State with respect to same, as an integrated whole, including the work to be furnished by any authorized subcontractor to contractor hereunder.

1.3.1.1. The term “Lower Tier Contractor” or “Sub-Tier Contractor” shall mean each lower tier vendor, supplier, consultant, contractor, subcontractor or other person or entity performing any portion of the work for contractor hereunder and/or providing equipment or services directly or indirectly to contractor in connection with the work or contract.

2.1.1.1. General

2.1.1.1. The contractor, shall, under the general supervision of the Department, furnish all management, supervision, labor, materials, tools, machinery, equipment, facilities, supplies, services, consumables and provide all other things necessary to execute and complete the work described in this statement of work.

2.2.1.1. Contractor shall do everything required by the contract to complete fully and to the satisfaction of the U.S. Department of State and to protect and deliver the work to the U.S. Department of State for turnover to the government of southern Sudan for use and/or occupancy on the date specified as detailed in Exhibit E.

3.1.1.1. Purpose

3.1.1.1. The purpose of this “Statement of Work” is to outline the requirements for the Duar Sector Headquarters site.

4.1.1.1. Scope

4.1.1.1. The documents identified below are documents which describe the work to be performed by the contractor and are hereby made a part of the statement of work. The order of precedence is set forth; general conditions for construction contracts and applies to all renovation and construction projects. Please note, that all tasks/activities are cost plus fixed fee (CPFF).

5.1.1.1. Work site location

5.1.1.1. The work site locations Duar, Sudan. 60 kilometer from Bentiu, approximately 600Km north of Juba, between the following Four (4) points of coordinates:

Department of state may request that the proposed location be moved to accommodate the construction based on the contractors independent analysis once on site. The proposed location may not be further then 700 meters in any one direction from the site outlined in the (TIR). Contractor must have written approval before any such deviation may occur.

6.1.1.1. Materials plan

6.1.1.1. Contractors will provide a detailed list of all materials acquired under this construction project and maintain all U.S. Government funded property and materials, and all contractor acquired property procured under this project and funded by the U.S. Government as outlined in FAR 45.

7.1.1.1. Documentation submittal requirements

7.1.1.1. All data must be submitted in accordance with this Statement of Work.

8.1.1.1. Project Turnover

8.1.1.1. The contractor shall complete turnover to the Department, including proper acceptance documentation (Exhibit H).

9.1.1.1. Contractor work coordination meetings

9.1.1.1. Contractor shall be required to attend a weekly contractor coordination meeting with other project employees and subcontractors on site, during which safety and schedule details will be discussed. Contractor shall have sign in sheets available for future submission, and for verification and conformity review.

10.1.1.1. Contractor's daily work planning/reporting requirements

10.1.1.1. No later than 9:00 a.m. Eastern Standard Time each Wednesday, the contractor shall provide the complete status of the construction progress via electronic mail to the designated State Department contract representative in country and to the U.S. Department of State Bureau of African Affairs Office of Regional and Security Affairs (AF/RSA); Attention to Susan McCarty.

10.2.1.1. At the conclusion of every work week the contractor shall complete a "contractors' weekly work report." Format will be at the discretion of the contractor. The contractor must identify all work completed and the work planned to be completed within the next week. All deficiencies will be noted and a recovery plan will be included in the weekly report. Failure of the contractor to comply with items 12.1 and/or 12.2 may cause the Department to withhold payment until such deficiencies are corrected.

11.1.1.1. Certificate of Completion

11.1.1.1. When the contractor has completed all work defined in the statement of work and the contract, the contractor shall submit to the department a request for a Certificate of Completion, (Exhibit H). Thereafter, the Department and contractor shall schedule a day and time for all work to be inspected. If the work has been completed and is in accordance with the contract agreement, the Department will execute the certificate of completion.

12.1.1.1. Examination of site

12.1.1.1. The contractor represents that it has independently examined the site of the work, has investigated and considered all the conditions affecting the execution of the work, and is fully capable of performing the work under said conditions, and agrees to waive all claims against the Department on account of any such condition.

12.2.1.1. The contractor represents that it has full knowledge, experience and resource requisite for the timely and practical design, construction, and/or operation of the work, and agrees to apply such knowledge and experience in the execution of the work.

12.3.1.1. The contractor will provide a sufficient number of employees skilled in the performance of the work to properly, diligently, and effectively perform the work within the time provided herein.

13.1.1.1. Period of Performance Contract type

13.1.1.1. This task order shall consist of a period of performance 12 months.

13.2.1.1. Contract type shall be Cost plus Fixed Fee.

13.3.1.1. Any decision to extend the period of performance shall be at the sole discretion of the Department of State.

14.1.1.1. Materials plan

14.1.1.1. Contractor will provide a detailed listing of all materials procured and or acquired under this Scope of Work.

14.2.1.1. Contractor will maintain all government funded property as outlined in FAR 45 until the proper receiving documents have been signed by the Department of State’s designated representative.

15.1.1.1. Deliverables

15.1.1.1. Mobilization Plan due no later than one week from date of task order award.

15.2.1.1. The contractor shall provide to the COR and GTM detailed listing of all materials procured/acquired under this task order as may be requested from time to time, but no less than 4 times during the stated period of performance.

15.3.1.1. The contractor shall provide a complete status report of the movement of equipment, materials and/or supplies procured under this project no later than 9:00 am Eastern Standard Time each Wednesday throughout the period of performance. The report shall be submitted via electronic mail to the COR, GTM, and the Department of State’s Bureau of African Affair’s Office of Regional and Security Affairs (AF/RSA) (attention: Mike Bittrick, Susan McCarty, Julie Chalfin and Jimmy Savino). The format of each report shall be coordinated with the COR.

16.1.1.1. Documentation submittal requirements

16.1.1.1. All data associated to this movement as well as all procurement related documents being presented or billed to the government must be submitted in accordance with this Statement of Work.

17.1.1.1. Contractor's daily work planning/reporting requirements

17.1.1.1. No later than 9:00 am Eastern Standard Time each Wednesday, the contractor shall be required to provide the complete progress report of the equipment procurement and scheduled movement plan. The contractor will submit, via electronic mail, to the designated Department of State’s Bureau of African Affairs Office of Regional and Security Affairs (AF/RSA) personnel. (Attention to Mike Bittrick, Susan McCarty, Julie Chalfin and Jimmy Savino.)

17.2.1.1. Contractor shall complete a “Progress Report"--format will be agreed upon with the program office and used until contractor has completed all work to the satisfaction of the U.S. Government.

18.1.1.1. Invoicing Procedures

The Contractors shall submit monthly invoices no later than 15 days after month end. Monthly invoices shall be submitted in accordance with G.3 of the solicitation to the Contracting Officer’s Representative for the Bureau of African Affairs. The appropriate documentation supporting the invoice shall accompany each invoice or it may be rejected.

19.1.1.1. Key Personnel

19.1.1.1. At a minimum, the contractor shall assign to this order the following key personnel:

19.1.1.1. LABOR CATEGORY

19.2.1.1. The Project Manager shall bear ultimate responsibility for ensuring that all work required herein is performed satisfactorily and all terms and conditions of this order are met. The Project Manager shall serve as the Department’s primary point of contact for all technical matters pertaining to this order.

19.3.1.1. The contractor agrees that a partial basis for award of this order is the list of key personnel proposed. Accordingly, the contractor agrees to assign to this order those key persons whose resumes were submitted with the proposal. No substitution shall be made without prior notification to and concurrence of the Contracting Officer. During the first ninety days of performance, the contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment.

19.4.1.1. All proposed substitutes shall meet or exceed the qualifications of the person to be replaced. The Contracting Officer shall be notified in writing of any proposed substitution at least 10 days, or 20 days if a security clearance is to be obtained, in advance of the proposed substitution. Such notification shall include:

19.4.1.1. An explanation of the circumstances necessitating the substitution;

19.4.2.1. A complete resume of the proposed substitute; and

19.4.3.1. Any other information requested by the Contracting Officer to enable him/her to judge whether or not the contractor is maintaining the same high quality of personnel that provided the partial basis for award.

19.4.4.1. This clause shall apply to any other key personnel that may be identified as such in the contractor’s proposal.

20.1.1.1. Travel

20.1.1.1. All travel shall be conducted in accordance with the terms and conditions of the contract under which this task order is issued.

21.1.1.1. Other Special Requirements

21.1.1.1. The Contractor shall be constantly informed of the progress being made under this task order, and shall communicate current progress to the COR, GTM, and Department of State (AF/RSA).

21.2.1.1. The contractor shall conduct all work and deliver all materials and equipment so as not to interfere with or delay any other project.

21.3.1.1. The contractor shall perform work after regular hours, or on holidays, as may be necessary to execute this construction requirement. The Government will not be obligated to reimburse the contractor for any overtime/holiday work necessitated by circumstances within the contractor’s reasonable control.

22.1.1.1. Administrative Information

22.1.1.1. Contracting Officer’s Representative (COR):

22.2.1.1. The COR serves as the Contractor’s primary point of contact for all technical matters. The COR is appointed by the Contracting Officer in writing, with the COR’s specific duties detailed in the appointment. The COR monitors task order compliance, approves invoices for payment, serves as the Contracting Officer’s primary technical advisor, and provides direction to the contractor for technical matters. The COR is not authorized to direct the Contractor to begin work, change task order funding, alter periods of performance, authorize deviations from Government requirements, direct the Contractor to take any action with cost/price implications, or otherwise modify the task order in any way. Only the Contracting Officer may modify the task order.

23.1.1.1. Government Technical Monitor:

23.1.1.1. The Government Technical Monitor (GTM) serves as the Government’s on-the-ground representative overseeing contractor performance. The GTM monitors task order compliance, answers the contractor’s task order-level technical questions, and provides direction for task order-level technical matters. The GTM is not authorized to direct the contractor to begin work, change task order funding, alter periods of performance, authorize deviations from Government requirements, direct the contractor to take any action with cost/price implications, or otherwise modify the task order in any way. Only the contracting officer may take such actions.

23.2.1.1. The GTM for this task order will be: (To be determined at time of award)

24.1.1.1. General Provisions

All contract clauses contained in the supplies and equipment IDIQ contract are hereby incorporated into this solicitation and the resultant task order. If there are any conflicts between the contract clauses and the information outlined in the resultant task order, the contract language takes precedence over the information in the task order.

26.1.1.1. Proposal Submission Requirements

Volume One –Technical Proposal (not to exceed 35 pages): Outline technical approach to task. Explain how you will monitor and report performance against all performance standards in Activity 3 of the IDIQ and the performance standards contained in this specific task order proposal. In preparing your technical proposal, you should:

· Discuss the steps you will take to ensure that all subtasks are adequately executed in accordance with USG timetables;

· Discuss how quickly you could commence major deployment operations, demonstrating your ability to meet that timeframe;

· Discuss your firm’s capabilities and experience with conducting similar work on a similar scale on short notice;

· Identify all labor categories under which the work will be completed;

· Discuss your employees’ experience and expertise with similar work, and identify and provide resumes for all proposed key personnel either proposed by the contractor or identified in this statement of work;

VOLUME II – PRICE PROPOSAL IS NOT REQUIRED

The above volumes shall be labeled as a response to Task Order Request for Proposal 6 and submitted as corresponding parts of the technical in response to the RFP.

Proposal Evaluation

Proposals in response to the sample task order will be considered as described in Section M of the RFP.

Duar Sector Headquarters

Statement of Work

1. Scope

1. The contractor is to assist the Government of Southern Sudan (GOSS) by developing, planning, equipping, providing, and constructing the Duar Sector Headquarters in Southern Sudan for the use of the SPLA forces.

1. Contractor will provide a detailed breakout of cost for all of the stated and implied tasks, as well as cost for all activities associated for items below.

2. Contractor shall develop a temporary contractors camp to house only expat personnel and third country nationals. This camp may be proposed as living cabins brought in from within the region.

2. Security for the contractors will be the sole responsibility of the contractor. Cost associated to security will be agreed on by the government before any plan is approved or executed.

2. All life support functions will be proposed by the contractor and shall be arranged for only the duration of the period of performance and shall not exceed the proposed amount of expat and third country nations proposed for the project.

2. The provision of civil engineering services, mechanical engineering, electrical engineering, and all construction-related support services required to establish the Duar Sector Headquarters will consist of construction of new facilities and/or the purchase, conversion and erection of prefabricated buildings.

2. Operations and maintenance for six months following the completion of work will be proposed by the contractor to support not only maintenance of all facilities and equipment provided for Duar under requirements, but also vehicles, fuel, parts and Level I medical needs. Medical support will include emergency triage and provision of emergency transport personnel to Level II or III facilities.

2. The division headquarters(s) shall be constructed on a turnkey basis. This will include the following requirements.

2. 2500 square meters of office facilities for the SPLA military leadership in Duar and their staff will be constructed to accommodate approximately 1,100 personnel.

2. Task 1 Activity 1(A) Chief of Staff Building /Division Headquarters Building Requirements

· Building(s) constructed using specifications as outlined in Exhibit B

· Prefabricated

· Approximately 800 square meters

· Quantities: 3 Junior Officer’s buildings, 10 enlisted buildings, 2 support unit buildings and 2 commander buildings, as outlined in Exhibit B.

· Showering and toilet facilities constructed at one end of each barracks

Activity 1(D) Soccer Field Requirements

· Design and construct with an area of approximately 720 square meters,

· Construction of a 60meter wide x 108 meter long unpaved area for use of soccer field dirt leveled ground, with proper water drainage and grass planted

Activity 1(E) Parade Ground / Hilo Pads Requirements

· Design and construct, with an area of approximately 720 square meters,

· Construction of a 60meter wide x 108 meter long unpaved area for use of soccer field dirt

· Leveled ground with proper water drainage and grass planted

· Construct two Hilo pads center of the parade ground

Requirements

· Design and construct one concrete, steel-reinforced warehouse

Specifications

· Design and construct a 270 square meter warehouse. As detailed in Exhibit B

· Install cold storage rooms

· In addition to the above, all units will have key lockable entry, lighting in entryway, main breaker distribution panel, pre wired for single and three phase 50Hz power, as required.

· The contractor may provide alternate unit configurations in the event that it offers schedule and or cost benefit to the buyer.

3. Septic System

3. Task 1 Activity 1(S) Sewage systems Requirements

· Sewage lines constructed from the barracks, latrines, classroom block, ablution buildings, kitchens, and office facilities. All septic lines tied into common underground septic tanks with a internal capacity of no less than 60 cubic meters each

· Septic tanks fitted with a vent pipe to conform to British industry standard, and it will have the ability to be pumped out

· All plumbing, sewer, and disposal will conform to local laws and standards and be permitted to tie into local city municipal sewage system

4. Mechanical Works:

4. The contractor shall be responsible for all labor, equipment and materials required to provide, install and execute all work associated to the contractors mechanical activities. Mechanical activities shall be inclusive of the following.

4. Supply and installation of water distribution piping.

4. Supply and installation of water storage tank(s), if required.

4. Supply and installation of diesel generator fuel tank and piping.

4. Supply and installation of drain piping.

4. Supply and installation of septic tanks.

4. Task 1 Activity 1(P) Water System Requirements

· Water pumped from wells by submersible pumps to overhead storage tanks

Specifications

· 60,000 liters capacity. (Plastic or treated steel)

· Necessary to install water filtration and treatment systems to guarantee potable water for division headquarters

· Well pumps and controls electric with an automatic level switch located in the storage tank

· Installation PVC or galvanized steel (depending on availability) water main pipes and plastic storage tanks constructed for each building requiring water service

· In the event that the existing supply point does not provide sufficient water pressure, the contractor shall be responsible to install and inline booster pump capable of providing 25 to 30-psi water supply

· The water distribution system shall be sized to accommodate a 30% increase in facility growth.

5. Electrical Works

5. The contractor shall be responsible for all work and materials required to provide and install the division headquarters site electrical supply and distribution system. All electrical distribution cable for sites will be installed under ground and in conduit from its tie in point at the main electrical supply to each termination point. The electrical supply and distribution system shall be sized to accommodate a 50% increase in division headquarters facility growth. The contractor shall be responsible for providing total site load calculations based upon the facilities outlined in this Statement of Work.

5. In addition to installing the electrical supply and distribution system, the contractor shall provide and install a backup diesel generator inclusive of fuel tank capable of providing 75 to 80% of total site load.

5. The contractor shall be responsible for all labor, equipment and materials required to provide, install and execute all work associated to the proposed site electrical activities. Electrical activities shall be inclusive of, but not limited to the following.

· The division headquarters site will have installed electrical power that can be tied into municipal power and have an established grid laid and approved prior to commissioning. This will allow all buildings utilizing power from the generator source to have maximum effectiveness.

· Contractor will ensure electrical components (diagram, materials, specifications, and commissioning activities) will conform to all applicable laws from the local governance as well as conform to British electrical standards

Site Assessment Criteria

Site Preparation

a. Excavation- Leveling and Internal transportation

Duar lies in swampy vegetated land saturated by water during the rainy season and is characterized by grassy vegetation. There are a few varieties of trees able to grow under the wet conditions. The area is level with poorly drained land and an abundant supply of water during the wet season. Water covers the entire area. Construction work during the rainy season is extremely challenging and should not be attempted.

In order for any construction to occur in Duar, the area will need to be built-up and elevated by a layer of base course (Murram) with an average thickness of 60cm. Additionally, all the ground and site work must be done in the dry season.

b. Graveling and Compacting

Murram that will be used to prepare the roads and also be used as backfill will be trucked in from a distance of more than 320 kilometers away from the site. Marrum will be used between the tie beams of the concrete platform of the buildings. A walk behind compactor and a 5-ton roller will be used to compact the marrum in and around the buildings and for the roads.

c. Perimeter Fence Layout and Design

The shape of the project should follow the shape of the existing site in order to avoid entering and cutting the surrounding forest. Site dimensions will be 580 meters x 150 meters and it will run in a rectangular shape of dimensions. The fence length will be 1,460 meters length with one double main entrance and exit gate (both vehicular and pedestrian traffic). Also, there will be one service gate. (see attached drawing #1)

d. Roadway Layout and Design

Two (2) 1,000 KVA generators will be used to run the project. Fuel storage will be the following: two (2) 500 liter diesel tanks will be for daily use and two (2) 20,000 liter diesel tanks for storage use. All cables must go underground but because of the land, trenches will be shallow and a layer of reinforced concrete will cover the trenches to protect the cable.

A. Site Location:

The Site is situated at a swamp area in the country at Unity State – New Sudan, 60 kilometer from Bentiu, approximately 600Km north of Juba, between the following Four (4) points of coordinates:

C. Topographic Survey (Perimeter & Elevation).

The survey engineer used the Leica TC1100 (see picture; 001) to locate the exact corners of the proposed site at Duar. Additionally, a Nevau machine of kind BOIF Al322-A was used to specify the level of different points in the recommended piece of land.

The land is not level and has a slight sloping ridgeline. Refer to the layout drawing no. 1 (see picture 002)

D. Drainage Basins:

The entire location is a swamp area during the rainy season

The drainage follows the slight slope of the land from North to South

F. Soil analysis (depth of stone and makeup):

The impermeability of the soil to surface water is due to a consolidated weathered rock within a few meters of the surface. Most if not all of the site is poorly drained swampy area, covered by spongy black cotton soil made up of roots and their remains, partly decayed plant material and fine rock waste saturated with water. This is called “sedimentary alluvial clays” which normally develop on impermeable bedrock. The swamp sediments are dominated by peat and organic rich mud. They are impeded with sand and silt deposits, deposited by streams which pass through the swamp. The location is very hard to build on, however, the site must be elevated by a large amount or layers of murram.

The site is saturated with water throughout every location within the area.

Consistency of the soil is clay with fine sand; the footings must reach the two (2) meter level.

Section 2. Erosion / Sedimentation Control Design

Preface

In Duar, the alluvial clay has very fine material in the top soil, which can be easily transported to the lower levels by rain-wash. If the process continues unchecked the deeper and inferior soils follow long before it has had time to mature or to be replenished by the slow weathering of the sub- soil.

Introduction

Present rate of soil erosion are excessive because of human interference with the natural cover of the soil (for example; widespread clearing of trees and breaking up the protective turf). Contour terracing could be introduced to minimize the losses. Located to the East of the proposed site, there is a very developed violent torrent that bites deeply into the seasonal river, sweeping the underground soil to the foot of the slope.

Duar lies in a semi-arid region, where the occasional rains are often exceptionally violent, rain gashing reaches spectacular proportion on the sloping ground underlying with clay or soft earthly deposits. Part of the land has been sculptured into the intricate pattern of gullies and small ravines separate by the sharp spurs and the buttresses. The gullies have started growing backwards into the adjoining land, and the intervening ridges are in turn further cut up into smaller ribs and trenches. Tracks of almost the impassable land so developed are graphically described as “bedlands”. The sediments commonly seen are organic matter transported by runoff water. Organic accumulation in some instances is buried with the clay soil developed materials. These layered unconsolidated materials are called sediments.

Duar lies in a swampy vegetated land saturated with water during the rainy season and are characterized by grassy vegetation and by a few varieties of trees able to grow under wet conditions. Though there is no shore line within the vicinity, the water in the existing borehole is salty. Much of the extensive, poorly drained swampy area is covered by a spongy black cotton soil, made up of roots and their remains, partly decayed plant material and fine rock waste saturated with water. This is called “sedimentary alluvial clays” which normally develop on impermeable bedrock.

Against this background it is impossible to move by vehicle during the wet season. Equally, it is exceptionally hard to construct any borehole in this collapsible formation during the wet. The rainfall season is from mid April to October.

The swamp sediments are dominated by peat and organic rich mud. These are imbedded with sand and deposits deposited by streams which pass through the swamp. As one can see (from the photos below) the standard equipment used in survey and construction for the Duar area must be able to hold up to an extended rainy season.

Section 3. Analysis of geo, wetland, and floodplains

Section 4. Off-site analysis to include logistical issues

A. Local availability of labor

Only unskilled laborers can be found in this area; all skilled staffs and engineers must be brought from abroad

B. Local availability of heavy construction equipment

None of the equipment that will be needed in the project is available in this area. All equipment must be brought to Duar on heavy equipment trailers or lorries. Cost for transportation of each piece of equipment is almost four times as much as it is in Juba. All the heavy equipment must be on tracks not on wheels.

C. Fuel availability and quality

Two sources of fuel can be utilized; Bentiu (60 km away) and / or Khartoum (600 km away).

D. On site housing for the staffs

The contractor must build a camp on the South side of the recommended site.

The camp occupancy will be more than 200 workers. Tent structures and at least four (4) prefab units will be used as housing and offices for the engineers along with a dining facility. Kitchen equipment, food stuffs and dry and cold storages will be needed (all food must be brought from outside the area).

E. Availability of transportation of construction supplies

All the materials must come from or through Khartoum and the Port of Sudan. Transit times are at least 3 days from Khartoum. The planning factors are of at least 8 to 10 weeks; if equipment is to be brought in from Dubai or Lebanon.

F. Availability of cement

The only source of cement is from Khartoum.

G. Local availability of Sand and Gravel

Sand must be brought from Madara (320 km from Duar)

Gravel must be brought from Madara (320 km from Duar)

Murram must be brought from Madara (320 km from Duar)

Section 6. Operation and maintenance analysis

A. Electrical grid analysis

Two (2) 1000 KVA generators will be used to run the project. Fuel storage will be the following: two (2) 500 liter diesel tanks will be for daily use and two (2) 20000 liter diesel tanks for storage use. All cables must go underground at a depth 60cm with proper filling materials.

B. Disposal of waste All the sewage systems will be connected through an 8 inch PVC pipe line. The length will be 1 km from the project site on the South side. All waste water will need to be treated prior to reaching the swamp area. Primary means of treating waste water will be through a filtration system. All the rubbish and the garbage must be collected in a specific area in the project and be transferred later to a burning area away from the site.

(See the camp layout – Attachment 1).

C. Disposal of used fuels and lubricants A septic tank will have three rooms or levels. Each compartmented room will be used to separate the water from the fuel. The fuel and lubricants will float to the top and be skimmed off for possible use by the local populace. They usually use the excess oil for burning and cooking.

D. Food storage A storage building will be used for food storage.

a- One container for dry food storage b- One container for chilled food storage c -One refrigerator storage container for frozen foods

All containers should be 5m x 2.2 m x 2.2 meters

E. Pest control A fumigation program must be used at least every 30 days. Snakes can be found in the area along with lot of insects during the rainy season which will from the middle of April till the end of October.

F. Availability of local medical support There is no qualified medical person at the site.

Importance of Jakjos Swamp in Duar CountyTP

The swamp has many advantages like filtering water, plus regulating climate and water flow. “Wetlands” are really important for the ecosystem. The swamp is also home to many species of birds including the shoebill, and any destruction or pollution of the swamp will deal a severe blow to the shoebill, whose world population is estimated at 6000. Southern Sudan is believed to have the highest shoebill population in the world, because of the large expanse of wetlands sudds. The shoebill lives, feeds and breeds in wetland sudds. It feeds on mainly lung fish and the tilapia. The shoebill breeding nature -2eggs in five years – may make its population never to recover unless their breeding places are tightly protected

The swamp is also an important bird area; over 80 bird species exist in the wetlands. The swamp supports more than 40% of the population of migratory globally vulnerable species like the blue swallows, kingfisher and African jacana fish eagle. The marshes are breeding ground for fish, except the Nile perch. In addition the swamp supports a high diversity of plant species and butterflies.
