ATTACHMENT A to RFP SAQMMA08R0237

Revision 01

Labor Categories/Rates Summary

1. This table will be used for all Fixed Priced, Time and Materials and Labor Hour type CLIN/Task Orders.

2. Attachment Instructions:

a. Attachment A must be prepared using an Excel spreadsheet that includes only the following for each RFP-specified and contractor proposed labor category: proposed direct labor/base rate, each proposed indirect cost rate and cost, and proposed profit percentage and amount. The fully-loaded fixed hourly labor rate for each labor category will be awarded at the basic ID/IQ contract level. At the task order level, the negotiated fully-loaded fixed hourly labor rates will be used to estimate the respective proposed labor prices.

b. The proposed fully-loaded fixed hourly labor rates shall include wages, overhead, general and administrative expenses, and profit. The offeror must specify whether the fixed hourly rate for each labor category applies to labor performed by—

(1) The offeror;

(2) Subcontractors; and/or

(3) Divisions, subsidiaries, or affiliates of the offeror under a common control;

The offeror must establish proposed fully-loaded fixed hourly labor rates using (1) Separate rates for each category of labor to be performed by each subcontractor and for each category of labor to be performed by the offeror, and for each category of labor to be transferred between divisions, subsidiaries, or affiliates of the offeror under a common control; (2) Blended rates for each category of labor to be performed by the offeror, including labor transferred between divisions, subsidiaries, or affiliates of the offeror under a common control, and all subcontractors; or (3) Any combination of separate and blended rates for each category of labor to be performed by the offeror, affiliates of the offeror under a common control, and subcontractors.

c. In doing so, offerors must identify for each labor category the assigned estimated percentages of proposed level of effort among the prime offeror, proposed subcontractors, proposed consultants, and/or divisions, subsidiaries, or affiliates of the prime offeror under a common control.

d. Offerors must describe for each labor category the methodology for computing the proposed fully-loaded fixed hourly labor rate, and submit a schedule showing how they built up each proposed blended fully-loaded fixed hourly labor rate.

e. Offerors must clarify any assumptions made in deriving their proposed fully-loaded fixed hourly labor rates. These assumptions, at a minimum, shall include:

(1) Any significant differences between the rates proposed for each labor category and the technical experts proposed for those labor categories;

(2) The anticipated utilization of the prime Offeror’s staff as well as that of each proposed subcontractor;

(3) The anticipated utilization of home-office staff, intermittent staff and consultants for the prime offeror and each proposed subcontractor; and

(4) Any variation from the prime Offeror’s and each proposed subcontractor's negotiated indirect cost rates.

f. Offerors must complete the following “Total Labor Distribution Chart,” which illustrates the proposed overall level of effort and labor distribution. The percentages and number of subcontractors listed below are illustrative only.

g. Labor hours for each labor category will be paid at the same negotiated fully-loaded fixed hourly labor rate, regardless of whether the individual performing the labor works (either as an employee or consultant) for the prime contractor or a subcontractor. The negotiated fully-loaded fixed hourly labor rates will be fixed for the contract period.

h. Any cost elements included in the proposed fully-loaded fixed hourly labor rates must not be charged as a material or other direct cost.

i. Please note that if a task order is awarded in year 1 of the basic IDIQ contract and has a period of performance that extends into year 2 of the basic IDIQ contract, the applicable negotiated fully-loaded fixed hourly labor rates for labor hours performed in both year 1 and year 2 must be used in the task order. The same is applicable if occurring in future years. Non-funded extensions that will cause existing task orders to extend into a subsequent rate period would not typically involve a change in the allowable negotiated fully-loaded fixed hourly labor rates under that task order; funded extensions that add new work to a task order normally would allow the subsequent year’s negotiated fully-loaded fixed hourly labor rates to apply. Under these circumstances, all changes in the allowable rates are subject to the contracting officer’s discretion.

The Offeror is to use the following Narrative Position Descriptors as a baseline to generate the NTE unloaded and loaded rates above.

Labor Category Position Descriptors Translator

Duties and Responsibilities: translate and produce a variety of general, technical, legal and medical documents, materials and script between English and designated language for team and project staff; provide simultaneous interpretations during formal presentations at conferences and meetings on and off sites. Read, translate, and produce a variety of documents, materials, information bulletins, handbooks, correspondence and news releases; prepare drafts and finished, proofed translations; produce verbatim translations. Produce idiomatic translations considering the type of material and readers’ viewpoints will determine most accurate shades of meaning and make corrections as needed; review and edit translations for accuracy, context, readability and style; research reference materials. Contact libraries, universities and specialists to obtain the services of translators in designated language. Maybe required to contact various offices and agencies to clarify items to be translated.

Provide simultaneous interpretations using a designated language for environment and area attend meetings as necessary, translate and interpret minutes of meetings, abstract or summarize materials. Use headphones and microphones during oral translations of meeting and presentations as necessary; use word processing equipment, microcomputers and standard office equipment. Plan and conduct workshops as assigned; travel to various locations throughout Africa as necessary and required.

Education and experience: Any combination of training, experience, and/or education equivalent to completion of college-level, courses in the designated foreign language and one year of increasingly responsible experience in translating written documents and providing oral interpretation, preferably in a professional setting.

Project Manager

Duties and Responsibilities: Project Manager will coordinate and direct the many support services that allow organizations to operate efficiently. They perform a broad range of duties. They might, for example, oversee secretarial and reception services, administration, payroll, conference planning and travel, information and data processing, mail, materials scheduling and distribution, printing and reproduction, records management, telecommunications management, security, parking, energy consumption, and personal property procurement, supply, recycling, and disposal. They manage support services for organizations as diverse as insurance companies, computer manufacturers, and government offices. Manage First-line administrative services and managers, directly supervise a staff that performs various support services. Develop departmental plans, set goals and deadlines, implement procedures to improve productivity and customer service, and define the responsibilities of supervisory-level managers. Some mid-level administrative services managers oversee first-line supervisors from various departments, including the clerical staff. Maybe responsible for hiring and the dismissal of company employees.

Education and experience: Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree preferred, with a, minimum of 3 to five years of increasingly responsible experience. Preferably, military experience at 0-4, O-5 level. Individual must have experience operating in areas with limited life cycle support in hardship conditions.

Program Manager

Duties and Responsibilities: Program Manager will direct all aspects of services that allow the organizations to operate efficiently. He or she will perform a broad range of duties. They might, oversee secretarial and reception services, administration, payroll, conference planning and travel, information and data processing, mail, materials scheduling and distribution, printing and reproduction, records management, telecommunications management, security, parking, energy consumption, and personal property procurement, supply, recycling, and disposal. Quality Control / Quality Assurance Technician

Duties and Responsibilities: Responsible for development of project Quality control / Assurance Plan and the implementation of procedures that conforms to the requirements of the contract. Will be responsible for verifying each functional component of the project and conformance to the statement of work and will follows a defined process which is in conformance with contractual requirements. Will be required to reports findings to project staff, vendor/company management of the organization of employment and to the customer, as appropriate. Provides an independent assessment of how the project's development process is being implemented, relative to the defined process and schedules and recommends methods to optimize the organizations and client’s process for completing a quality product, implements or recommends corrective action plans.

Education and Experience: Bachelor's degree from an accredited college or university in mathematics, or engineering or a mathematics-intensive discipline, or an applicable training certificate from an accredited institution in quality control and assurance. Seven years experience of increasing complexity with the planning, organization, and control of infrastructure / construction Quality Procedures and development or major renovation projects. Must have extensive experience with current Quality control and assurance technologies (QA/QC).

Base/Facilities Manager

Duties and Responsibilities: Provides technical knowledge and analysis of highly specialized highly visible programs in sometimes extreme operational environments, high-level functional engineering analysis, design, integration and implementation concepts, documentation review and implementation advice on exceptionally complex problems, which require high-level knowledge of the Facility / base management subject matter. Participates as needed, in all phases of facilities management activities with emphasis on the planning, analysis, integration, and scheduling phases. Applies operations and support principles, methods and knowledge of the functional area of expertise to specific task order requirements, applies principles and methods to exceptionally difficult and narrowly defined technical problems in facilities / base engineering and mathematical applications to arrive at a concise solution to support the client. Designs and prepares technical reports, data bases, studies, and submits related documentation, makes charts and graphs to record results. Prepares and delivers presentations and briefings as required by the task order. Technical support includes technical advice and recommendations on new construction activities proposed , provides technical report, and provides support for other services as required by the task order.

Education and Experience: Bachelor’s degree from an accredited college or university in project management ,engineering or substantial knowledge in managing large, complex projects, in which it is closely related to the work to be supported. five years of intensive and progressive experience in facilities / Base management.

Construction Engineer Duties and Responsibilities: Provides technical knowledge and analysis of highly specialized highly visible programs in sometimes extreme operational environments, high-level functional engineering analysis, design, integration and implementation concepts, documentation, and implementation advice on exceptionally complex problems, which require high-level knowledge of the construction subject matter. Participates as needed, In all phases of construction development with emphasis on the planning, analysis, modeling, integration, site assessments and scheduling phases. Applies construction principles, methods and knowledge of the functional area of expertise to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in engineering and mathematical applications to arrive at a concise solution. Designs and prepares technical reports, data bases, studies, and related documentation, makes charts and graphs to record results. Prepares and delivers presentations and briefings as required by the task order. Technical support includes technical advice on construction requirements for highly specialized projects, technical report preparation or other services as required by the task order.

Education and Experience: Bachelor’s degree from an accredited college or university in engineering or a mathematics-intensive discipline which provides substantial knowledge useful in managing large, complex projects, is closely related to the work to be automated, or is a task-related engineering discipline five years of intensive and progressive experience in the construction and design field of study and specialization.

Associated Functional Areas:

Specific functional areas in which subject matter expertise is required include, but are not limited to, the following: Civil, Mechanical, Electrical and design engineering.

Facility maintenance technician

Duties and Responsibilities: Provides high level maintenance techniques, design, development, documentation, and assistance on problems which require a thorough knowledge of the related technical subject matter for effective facility, and operational maintenance phases. May be required to Participat in all phases of construction development. Applies principles and common practices of the functional area to difficult problems in technical areas of facility maintenance to arrive at controllable solution. Designs and prepares technical reports and generates and maintains related documentation, and makes charts and graphs to record results. Prepares and delivers presentations and briefings as required by the task order.

Education and Experience: High school graduate or equivalent.

Ten years of intensive and progressive experience in facility maintenance or other subject matter closely related to the work to be requested.

Logistics Manager

Duties and Responsibilities: Provide technical guidance and advisory assistance in acquisition logistics management to include performing life cycle supportability analyses; developing/reviewing Integrated Logistics Support Plans, Logistic Management Plans and solicitation documentation and establishing maintenance/support concepts trough various programs. Assist with the procurement and management processes of support equipment, test equipment, technical orders, spares, training, supply support, and Information technology resources. Must be specialize in planning and managing complex acquisition logistics support activities, developing and reviewing acquisition documentation (e.g., solicitation packages, RFP’s.

Education and Experience: Six to ten years of experience in acquisition logistics management and project life support. Working knowledge and/or familiarity with DOS procedures and guidelines, Air Logistics Center and Depot operations, and/or other applicable procurement policies and procedures knowledge of FAR and DOSAR. Previous work in AFRICA is essential.

Supply Technician

Duties and Responsibilities: Serves as a senior supply technician responsible for managing assigned classes of materiel, Plans materiel requirements, considering usage and demand patterns, pipeline time, delivery schedules, fund limitations, procurement lead time, and new item requirements. Determines feasibility of local manufacture or local purchase to expedite high priority projects. Requisitions materiel for stock and to satisfy customer requests, considering substitute/interchangeable items and the use of excess materiel to fill requirements. Reviews off-post excess lists for availability of needed materiel. Performs off-line management of cross-service and special handling type items. Reviews stock status, inquiries and listings to determine stock position, status of requisitions, changes to requirements, materiel in litigation or warehouse denial, customer owned, or standby/mission essential. Reviews Logistic Data Listing. Notes undesirable conditions and takes or recommends corrective action. Maintains liaison with customers, sources of supply and critical items monitors to resolve problems and to, expedite materiel. Makes telephone calls or prepares messages as needed. Communicates-with F&A, Procurement, transportation, Dir, Quality, storage, etc., to obtain information or current imbalances. Works closely with maintenance parts managers in planning and developing maintenance requirements to assure timely and adequate support. Extracts and analyzes information from files and records. Compiles, maintains, and submits data required to assist superiors in determining performance of sections and making management decisions. Prepares adjustments to supply records as required. Processes requests for supply issue on an exception type basis. Reviews potential excess and determines retention or excess actions to be accomplished. Prepares and processes out shipments of materiel. Researches discrepant or rejected receipts, codes and processes and prepares Report of Discrepancy when required. Reviews, corrects and reprocesses computer rejects.

Education and Experience: Six to ten years of experience in supply chain management and knowledge of project life support functions. Working knowledge and/or familiarity with DOS procedures and guidelines, and Depot operations, and knowledge of FAR and DOSAR for grant procedures. Previous work in AFRICA is a plus.

Transportation Manager Duties and Responsibilities: The Transportation Manager (TM) is responsible for the overall management and coordination of the Transportation Services including commercial movement of personnel, cargo, personnel property, hazardous materials and ensures those are performed within applicable standards. The TM is in charge of and responsible for managing in/out freight.

TM Plans, directs, and coordinates through other personnel those functions essential to an integrated transportation and traffic management program for the company performing work under DOS specific task orders, insuring utilization of lowest cost transportation services consistent with varying commercial requirements and with established policies and priorities established by the programs office. These functions include liaison with local carriers, routing of shipments and travel service, shipment and receipt of freight and sensitive equipment and material etc. TM Provides information and data on transportation costs to contractor personnel for preparation of contract specification or invitations to bid. He or she may establishes internal policies, plans, organization, an procedures for accomplishment of assigned functions. Will be required to provide

Advise to the Program officers on transportation considerations and recommend solutions to operational problems or concerns. Collaborates with heads of other agencies or vendors to decide on, and/or coordinate work-related changes affecting movement. May Perform other duties as assigned.

Education and Experience: 10 years of progressively proven experience in Transportation management and Movement control support. Working knowledge and/or familiarity with DOS procedures and guidelines, Air, Rail, Sea and Depot operations, and/or other applicable Transportation management policies and procedures, Must have extensive knowledge of FAR and DOSAR as it relates to procurement services. Previous work in AFRICA is essential.

Fuel / hazardous Materials Handler

Duties and Responsibilities: Performs work such as delivery and pumping of fuel oil, diesel oil, propane, gasoline, and similar products to designated locations. Operates pump to transfer petroleum products from storage tanks to delivery vehicles (a two in-a-half-ton truck with 1200-gallon petroleum capacity/a two in-a-half-ton truck with 1500-gallon propane capacity), and into user tanks. Handles lines and hoses; checks valves, tanks, or other equipment used in the accomplishment of fuel distribution to assure proper functioning. Maintains records of all deliveries and reports hazardous conditions/problems encountered during delivery to the project or program managers. Tests storage tanks for water content on a weekly basic, and volume of petroleum products on hand on a monthly basis.

Performs warehousing duties which typically involve receiving, unloading, checking, storing, testing, issuing, and delivery of propane and petroleum products, acids, paints, and solvents. Stores materials in assigned racks and/or area according to established procedures. Maintains responsibility for storage and disposal of returned drums, sorting returnable from non-returnable for pick-up by supplier. Selects and issues material from storage, verifying information on documents, loading material/delivers to customer.

May be required to operate forklift truck, as an integral part of performing warehousing duties. May Performs first echelon maintenance such as checking tires, water, oil, propane, leaks, etc., and reports any necessary maintenance beyond that which can be performed by the operator. Conducts warehouse inventories, maintaining tally listings during the count. Assists in determining the reasons for shortages or misplaced items. Maintains running record of inventory balance. Matches, checks, and compares data on storage instruments with materials to be stored against materials already in storage locations. Stores, stacks and/or rotates materials under the first in first out (FIFO) concept using common hand tools and materials handling equipment up to 10,000 pounds capacity.

Alerts appropriate authority of materials having serious discrepancies. Sorts a variety of material items and items related to local use supplies. Compares material identification and contents physical characteristics to documentation accompanying material. Checks items for obvious signs of condition such as dents, broken and missing parts, and corrosion. Assures all documentation accompanying material is complete and accurate. Complies with established safety, environmental, equipment use and security requirements. Instructs other employees assigned to the task order on specific tasks relating to proper handling and storage of hazardous materials.

May perform other duties as assigned.

Education and Experience: Six years of experience as a Fuel / hazardous materials handler and knowledge of United nations performance oriented packaging. Working knowledge and/or familiarity with DOS procedures and guidelines and department of transportation movement of hazardous materials procedures and readiness, knowledge of warehouse storing and Depot operations as well as knowledge of FAR and DOSAR as it relates to fuel and depot reporting requirements. Previous work in AFRICA is a plus.

Administrative Assistant Duties and Responsibilities: Serves under the technical and administrative supervision of the program manager who defines objectives, priorities, and deadlines. The incumbent works independently, exercising considerable initiative and judgment, using a general understanding of the expected outcomes and the scope of assignments, and obtaining the assistant of specialists when necessary to complete assignments. Incumbent draws on comprehensive knowledge of rules, regulations, and guidelines relating to assignment to process unusually difficult and complex situations consulting with supervisor or higher graded employee as necessary. Work is reviewed for technical accuracy, soundness of judgment and conformance to program requirements and objectives and mandates from higher headquarters.

Establishes and maintains appropriate accounting records and controls to monitor expenditures during the year, including those for the AMC Funding and recommends to supervisor the restructuring of budget allocations or operational plans to accommodate the varying costs of materials or equipment and/or budget restrictions. Ensures that adequate funds are available for employees to register in onsite training and off depot training. Finalizes tuition assistance forms when registration is completed and ensures that the forms are accurate. Obtains the signature of the supervisor certifying that funds are available to cover the enrollment. Prepares documentation to be forwarded to the college for invoicing and to budget and/or accounting for the obligation of funds. Upon receipt of college invoices, prepares documentation for payment; resolves problems with five college business offices relating to payment.

Performs a variety of clerical duties in support of the office including but not limited to the following: Initiates, processes, and maintains records regarding purchases made for the Government or by purchase order authorization request. Coordinates with company budget office and / or accounting, and contracting personnel to ensure that proposed purchases are in compliance with established procedures. Collects and maintains data on services delivered and prepares reports regarding same. Provides assistance, such as, registering selected personnel for specific courses for training programs, report to the DoS courses based upon a preliminary assessment of their needs established by project managers, or explaining the program requirements to agencies with a need to know. Maintains office files in accordance with established procedures for archiving and program turnover.

Performs other duties as assigned.

Education and Experience: Any combination of training, experience, and/or education equivalent to completion of college course work leading to a bachelor’s degree preferable in business administration. With a, minimum of 3 to five years of increasingly responsible experience. Preferably, military experience at 0-3, O-4 level. Individual must have experience operating in remote areas with limited life cycle support in hardship conditions.

Accountant Duties and Responsibilities: Serves as an accountant directing the accomplishment of funding within a prescribed U.S. Department of state program for all support funded by various Peace keeping operational funds for projects in countries throughout Africa. Will be working as a team leader or member for, the senior accountant typically located at the vendor providing services for the Department of State and will be required to perform the following; (a) provide professional accounting operations services (preparation, examination, analysis, presentation, and interpretation of accounting data, records, and reports), management advice, and assistance; and, (b) reviews and analyzes the most complex situations and/or conditions encompassing the widest spectrum of accounting documents, reports, policies, and procedures involving the gamut of federally funded accounts for invoicing. Reviews work methods and operations with a view toward improvements; reads and interprets financial controls and insures compliance; and provides assistance and instructions on problems.

Compiles and submits financial statements required by local budget, supply management, and higher headquarters activities. Monitors the necessary follow-up actions applicable to un-liquidated or liquidated obligations to effect financial management relative to the cash position and integrity of the funds. May request re-alignment of funding base on contract documents.

Serves as an expert on accounting operations. Reviews/analyzes new legislation and proposed policy changes to determine impact(s) on current operations. Develops detailed reports of impact of changes and coordinates with higher authorities. To provide input into policy development, and to ensure the consistent and accurate interpretation and application of company a government policy.Advises financial and program managers and other accountants on the most difficult accounting situations/problems. Initiates and participates in conferences and meetings as required to determine policy and to set up procedures for new and changing mission relating to Security Assistance. Compiles technical/complex reports and composes policy type correspondence concerning operations. Meets and confers with management to recommend us of available financial and statistical data in decision making processes. In conjunction with other Directors/Offices, determines what new financial data would be beneficial to management personnel. Defines systems and procedural requirements and initiates implementation.

Education and Experience: Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree, preferred in accounting or Masters in business management or administration and or accounting. With a minimum of five years of increasingly responsible experience.

Senior Maintenance Mechanic/Manager Duties and Responsibilities: vehicle maintenance manager who will be responsible for maintenance of all program support vehicles for task orders under Africa. The maintenance manager will supervise personnel and manage contracts to perform routine preventive maintenance, initiate repairs, rebuilds, or overhauls of major assemblies and sub-assemblies of internal combustion automobiles, trucks, SUVs and vans. Must possess necessary knowledge to schedule and oversee periodic preventive maintenance services, ability to diagnose and supervise repair of current motor vehicle electrical and mechanical systems. Diagnosing the source of trouble and determining the extent of repairs required, replacing worn parts such as wheels, wheel bearings, alternators, transmissions. Must be able to identify and manage subcontractors for performance of vehicle recovery and major vehicle structural and mechanical repairs. In general, the work of the senior vehicle mechanic/manager requires significant formal training and experience.

Education and Experience: Former U.S. military personnel with broad vehicle maintenance experience preferred. Must have minimum of 10-12 years related experience. Experience working with military type vehicles. Experience working operational environments. HS Diploma/Formal trade school education required. Previous experience in Africa desired. Experience in working in remote locations with limited life support as well as conditions with challenging environments.

Power generation mechanic Duties and Responsibilities: Duties and Responsibilities: Power generation maintenance mechanic will be responsible for maintenance of all program and task order generators for task orders issued under the solicitation for specific task orders in Africa. The maintenance mechanic will supervise local personnel, manage contracts to perform routine preventive maintenance, and train identified personnel for similar task as well as initiate repairs, rebuilds, or overhauls of major assemblies and sub-assemblies of generators. Must possess necessary knowledge to schedule and oversee periodic preventive maintenance services, must have abilities to diagnose and supervise repairs of current electrical and mechanical systems. Will be required to diagnosing the source of trouble and determining the extent of repairs required, will be replacing worn parts. Must be able to identify subcontractors for repairs of major components related to mechanical repairs. In general, the work of the mechanic requires significant formal training and experience.

Education and Experience: Former U.S. military personnel with broad power generation experience preferred. Must have minimum of 10-12 years related experience. Experience working with commercial and military type generators. Experience working in operational environments. HS Diploma/Formal trade school education required. Previous experience in Africa desired. Experience in working in remote locations with limited life support as well as working in conditions with challenging environments.

Communication Specialist Duties and Responsibilities: Conducts special studies, performs analysis and provides technical expertise in support of diversified installation of communication systems involving a wide range of equipment and techniques. Coordinates, researches, and identifies communication needs through discussions with other staff members and various users. Conducts evaluation of current communication deficiencies along with anticipation of future requirements and briefs management on the findings. Provides technical support with respect to the design, configuration, modification and implementation of a wide range of Information Technology (IT) communications systems to include: large high speed local area networks systems, Establishes the technical parameters for new communications and projects and writes the technical specifications for new system designs and/or reconfiguration, Writes and provides technical information, and provides technical solutions for various reports and required documentation. Defines the technical specifications required to insure that transmission requirements are included in various documents and that they are accurate. Reviews communication projects to insure that new equipment, is capable of properly interfacing with existing Systems. Develops transmission routing plans based on systems' capabilities and load capacities.

Providing technical oversight on government telecommunication contracts and contract employees. Attends site surveys and coordination efforts with various customers for the purpose of project evaluation, determining costs, scheduling and timeline issues. Develops statements of work for sub contractors, or performance work statements relevant to communications contracts. Studies and evaluates existing capabilities and performs the technical analysis required to reconfigure existing systems. Designs and redesigns configurations to meet new requirements, insuring that any such changes are capable of proper interfacing and providing the required quality of data transmission. Performs acceptance and data validation tests to identify problems within communication systems. Isolates the specific problem and initiates appropriate corrective action. Defines the need for the maintenance of various systems. Makes recommendations for the improvement of established and proposed systems. Provides technical guidance and assistance in establishing further directions and policy for installation systems and capabilities. Reviews all projects issued under the task order for the ability to incorporate into a futuristic whole post systems concept. Instrumental in the design, technical solutions, government cost estimates and bill of materials in support of the department of states poject.

Information Technology Specialist Duties and Responsibilities: Assures the application of information security/information assurance policies, principles, and practices in the delivery of all IT services. Provides support to Information Assurance Projects in the area of requirements, procurement, and tracking of Configuration Items. On a periodic basis provides updates for the Secure and non secure Information Processing documentation. supports both Information Security and Configuration Management of the Network. Develops systems security contingency plans and disaster recovery procedures through coordination efforts across the supported organization. Provides technical assistance to end users assigned on the task order with complex problems created by the integration of government and commercial off the shelf products which may be implemented on a variety of different platforms and configurations. The complexity of the problems is based on the unique hardware, software, and network configuration being implemented and the lack of precedence setting guidance. Conducts risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs.

Directs both short- and long-range Civilian Personnel Systems (CPS) procurement planning to provide automated support (including IT Equipment, software, communication products, and technical services) to meet valid functional users’ needs effectively and economically. sets priorities, plans work, and determine tasks and timelines. Assigns and tracks progress of work performed by subordinate staff and sub contracted personel, makes decision on work problems presented by assigned staff. Directs tasks associated with maintaining property accountability for the department of state and their company as appropriate. Oversees the work associated with conducting a 100% inventory as required.

Human rights advisor / monitor

Duties and Responsibilities: Duties: This position maybe located throughout the continent of Africa, and will be coordinated through the local US embassy and may report directly to the ambassador. The purpose of this position is to provide authoritative and specific advice, action, and issue management on special human rights monitoring projects and new initiatives and to serve as the senior advisor by providing independent and objective conduct and supervision of special assignments that relate to human rights resulting from the improper treatment, handling of local socity. The Advisor has authority to act on any issue in the areas delegated by the ambassador and authorized on contract.

The Advisor / Monitor will advise and assist in providing for the independent and objective conduct and supervision of special assignments that relate to Africa peace and security projects and services resulting from the treatment, handling of the local population by government forces using peacekeeping operational funds or economic development funds for assistance. In this capacity, and at the direction of the department of state, the incumbent will assist in conducting numerous, complex, and high priority special assignments involving extensive research and fact-finding to develop a position and issue papers on a variety of high-level subjects of critical importance to the ambassador of that nation. The research typically requires the incumbent to develop his/her own sources of information for projects that are usually unprecedented and complex and for which the scope and magnitude are not known at the initiation of the work. The incumbent will be required to analyze conflicting and divergent viewpoints in order to provide full and accurate background information along with the options for courses of action.

The work requires a high level of interaction with very senior level officials from the Department of State (DOS), the Department of Defense (DOD), and the U.S. Agency for International Development (USAID) as well as other high-level executives involved in human rights monitoring activities.

The incumbent will perform a wide variety of highly significant assignments associated with the promotion of efficiency, integrity, and economic operations including those that cut organizational lines. The incumbent will conduct special analyses and develop initiatives and processes that will enhance the execution of an assigned initiative, and provide updates on those issues and prepare executive summaries of materials that enable the department of state to be knowledgeable of key issues with a minimum of preparation time.

The incumbent makes recommendations on policy matters; identifies instances where previously established policy requires clarification and or revision; recommends, drafts, recommendations on policy that affects and influences multi-disciplinary areas at the highest levels; arranges for the flow of information to appropriate officials on current priority actions and the status of major programs, projects, and anticipated problems. On their own initiative, reviews staff papers, official reports and documents, and related material to identify problems areas, emerging issues, and other matters that should be brought to the attention of the department of state.

Expert knowledge of human rights operations and the ability to apply high level visions/goals/strategies/concepts and emerging applications to those views and analysis. Knowledge of the organization and functional interrelationships within the USG and affected governmental and non-government organizations and foreign governments to include those located within the area of operations in order to mediate conflicting views, develop cooperation, and to recommend and or develop policy and program aspects in pursuit of national policies and goals. The position requires the expertise to quickly assimilate complex information of a multidisciplinary nature with a high degree of comprehension and a mastery of oral and writing communication skills.

Education and Experience: Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree preferred, with Twenty (20) years of experience in highly responsible advisory and monitoring positions within the USG are required. Preferably, military experience at 0-5, O-6 level. Individual must have experience operating in areas with limited life cycle support in hardship conditions.

Aircraft load technician

Duties and Responsibilities: Performs preflight inspection of the interior and exterior of the aircraft, to include engines, fuselage, and control surfaces for mechanical and structural soundness; inspects and regulates environmental, hydraulic, fuel, electrical, pressurization and other systems as required by the applicable flight manual. Functionally checks aircraft systems and onboard computers e.g., Electrical Power Supply System, Integrated Radio Management System (IRMS), Warning and Caution Computers (WCC), Warning and Caution System (WACS), Central Aural Warning Systems, Fire Detection and Warning System, and Multi-functional Control Displays. Accomplishes a wide variety of pre-flight, in-flight and post-flight loadmaster duties required by the nature of the aircraft assigned and/or the aircraft's specialized mission. As the aircrew expert, advises aircraft commander and other agencies and makes determinations on issues involving passenger safety, and safety of flight matters involving weight and balance data, shipment and compatibility of various types of cargo and cargo/personnel combinations, hazardous materials in excessive quantities, special handling security cargo such as courier materials, and registered mail. Plans and prepares complex load plans. Develops evacuation procedures for aircrew and passengers. Briefs passengers on in-flight and emergency procedures and demonstrates the use of emergency equipment. Ensures the availability of and provides comfort items, and life support equipment to passengers. Coordinates with the pilot during in-flight emergencies, assists in analyzing malfunctions, and prepares the aircraft, cargo, and passengers for evacuation, ditching, or crash landing.

Education and Experience: at least 1 year of specialized experience. Specialized experience is defined as experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. and Any combination of training, experience, and/or education equivalent to completion of a high school diploma. Individual must have experience operating in areas with limited life cycle support in hardship conditions.

Aerial Surveillance / Imagery technician Duties and Responsibilities: analyzes aerial photographs to detect significant military, industrial, resource, or topographical data: studies photographs to locate enemy positions, camouflaged military installations and equipment, roads, industrial centers, rivers, wooded areas, and to determine nature of terrain. May be required to interpret photographs to evaluate enemy strength and to predict military intentions. May be required to draw maps for use of field commanders in planning deployment of troops. May interpret photographs for timber evaluation, water shed management, construction, or mining. May request enlargement of photograph for more detailed analysis. May use computers and data banks to store, retrieve, and compare information. Will maintain and operate unman drone surveillance aircraft from remote locations.

Education and experience: Any combination of training, experience, and/or education equivalent to completion of college-level courses leading to a four year degree, minimum of one to five years of increasingly responsible experience. Preferably military experience at grade level E-6, E-7,8 or 0-3,4. Must have extensive experience in translating imagery documents and providing oral and written interpretation, preferably in a professional setting. Individual must have experience operating in areas with limited life cycle support.
