About this file

This is a storm preparation procedures document issued by the Central Florida Tourism Oversight District (CFTOD) Construction Management Division of Public Works, effective May 2026. The procedure applies to all construction and roadway contractors performing active work on CFTOD properties and public rights-of-way, establishing mandatory protocols for securing construction sites in advance of hurricane or severe storm events. The procedures are organized into three alert levels—Tropical Storm Warning, Hurricane Watch, and Hurricane Warning—each with specific required actions and completion timeframes ranging from 24 hours for tropical storm warnings to 12 hours for hurricane warnings. Contractors must monitor public storm advisories and immediately implement safeguarding measures upon alert issuance, regardless of time of day, weekends, or holidays, including removal of construction debris, backfilling of open trenches, clearing of drainage and sewage systems, suspension of construction operations during hurricane watch status, removal of equipment and materials from public rights-of-way during hurricane warning status, and securing all temporary traffic control measures.

The procedure explicitly prohibits steel plating as a temporary surface solution for open trenches and requires contractors to provide designated emergency response personnel contact information to CFTOD for post-storm coordination. Contractors are advised to document pre-storm conditions with dated video or photographic evidence and must not resume work or re-enter public rights-of-way without prior written authorization from the Public Works Department. The Construction Management Division will assess post-storm damage and communicate required corrective actions to project stakeholders on a case-by-case basis. No pricing, set-asides, incumbent information, or funding details are addressed in this procedural document, as it serves solely as an operational guideline for contractor compliance during severe weather events.
