About this file
This is an incentive offer letter from the Rhode Island Energy Efficiency Program (administered by The Narragansett Electric Company d/b/a Rhode Island Energy) to the State of Rhode Island Department of Mental Health, Rehabilitation & Hospital (MHRH) for energy efficiency upgrades at the Louis Pasteur Building located at Pontiac Avenue Pole 193 in Cranston, Rhode Island. The project encompasses lighting control and LED retrofit measures across multiple facility areas, including 63A Lighting Controls with integral fixture-mounted dual sensors and controllers, 88B LED indoor troffers (1x4, 2x2, and 2x4 configurations), and 89 LED linear ambient lighting. The installation comprises ten separate lighting control installations ranging from 3 to 6,390 kilowatt-hour (kWh) annual savings and six separate LED troffer installations producing between 486 and 14,199 kWh in annual savings, plus thirteen LED linear ambient lighting installations generating between 81 and 23,026 kWh in annual savings. The incentive offer letter was issued on December 11, 2025, with an acceptance deadline of 90 days from the letter date. Installation may commence upon return of the signed Acceptance Form, with Rhode Island Energy reserving the right to conduct post-installation inspections and document the completed work for public awareness purposes.
The total authorized incentive offer is $37,955.00, with total annual energy savings of 101,494 kWh and $16,746.46 in annual dollar savings. The simple payback period is 5.2 years. Installation of equipment must be completed between January 1, 2025, and December 15, 2025, with applications postmarked by December 20, 2025. Rhode Island Energy will make reasonable efforts to pay the incentive within 45 days of completing installation verification and reviewing required documentation, including detailed invoices of materials, labor, and equipment costs. The customer (MHRH) is required to hire a licensed contractor for equipment installation and must comply with all federal, state, and local laws. The customer acknowledges responsibility for determining that equipment design and engineering complies with applicable laws, codes, and industry standards, while Rhode Island Energy disclaims liability for design adequacy, safety compliance, or energy savings guarantees. The incentive payment is contingent upon successful post-inspection verification by Rhode Island Energy.
