About this file
This is Addendum #2 to Request for Quotation (RFQ) 27006897 issued by the Rhode Island Office of Energy Resources for a lighting retrofit project at the Louis Pasteur Building in Cranston and the Middletown Armory. The project involves retrofitting 435 LED lighting fixtures at Louis Pasteur and 132 fixtures at Middletown Armory across seven and six fixture types respectively, including recessed troffers, high bay fixtures, and wrap configurations with networked lighting control systems. The pre-bid meeting is scheduled for August 19, 2026, with questions due by August 25, 2026, and proposals due September 11, 2026. Work at Louis Pasteur occurs during second shift (3:00 PM to 11:00 PM, Monday-Friday) while Middletown Armory work is conducted first shift (7:30 AM to 3:30 PM, Tuesday-Friday), with both facilities remaining operational throughout construction. The initial contract term is 12 months with one optional 12-month renewal period based on performance and fund availability.
Addendum #2 clarifies that bidders must use approved ESI alternate fixtures (F-14CE-F4L4S-40-FR-WB08-D-SVP or -SNS21X, and F-18CE-F4M6S-40-FR-WB08-D-SVP or -SNS21X) for bid purposes, with all bids including a quantity of zero for ESI kits. However, the project team may approve use of proposed ESI kits during the awarded vendor's pre-construction walkthrough if site conditions necessitate their use. The base bid incorporates pre-approved utility incentives totaling $37,955.00 for Louis Pasteur and $14,305.00 for Middletown Armory, to be subtracted from the total project price. Prevailing wage applies, and a minimum 15% Minority Business Enterprise participation is mandated. All proposed fixtures must meet Rhode Island Energy incentive requirements and be DLC-approved or EnergyStar certified. Required bonding includes a bid surety bond or certified check equal to 5% of the cost proposal, with 100% payment and performance bonds required prior to purchase order issuance. Liquidated damages are assessed at $100 per calendar day for delays beyond substantial completion.

ADDENDUM #2
RFQ27006897 OER Lighting Upgrade Louis Pasteur and Middletown Armory Clarification: "For bid purposes, the approved ESI alternate Fixtures (F-14CE-F4L4S-40-FR-WB08-D-SVP or –SNS21X, and F-18CE-F4M6S-40-FR-WB08-D-SVP or –SNS21X) should be used in the RFQ. If, during the awarded vendor's pre-construction walkthrough, site conditions are identified that necessitate use of the proposed ESI kits, those may be approved for use at that time by the project team, but all bids should include a quantity of zero for those kits."
