About this file

Attachment C - Supplemental Conditions is a contractual document outlining working requirements and specifications for the Rhode Island Office of Energy Resources' lighting retrofit project at the Louis Pasteur Building in Cranston and the Middletown Armory. The project involves upgrading existing lighting systems by retrofitting 435 fixtures at Louis Pasteur and 132 fixtures at Middletown Armory to LED fixtures with networked lighting control systems to improve working environment quality and reduce energy consumption and maintenance costs. Work at Louis Pasteur occurs during second shift hours (4:00 PM to 7:00 AM on weekdays and any time on weekends), while facilities remain operational with minimal disruption. The expected project completion timeframe is one year from Purchase Order issuance. A non-mandatory pre-bid meeting was scheduled for August 19, 2026, with proposal submissions due September 11, 2026. The contract term is 12 months with an option for one additional 12-month renewal based on performance and fund availability.

The contractor must incorporate pre-approved utility incentives totaling $37,955.00 for Louis Pasteur and $14,305.00 for Middletown Armory as payment reductions from the total project price. The project mandates minimum 15% Minority Business Enterprise participation and prevailing wage compliance. All proposed fixtures must be Design Lights Consortium-approved or EnergyStar certified with consistent networked control capabilities. The contractor assumes full responsibility for material delivery, disposal with proper recycling certification, site cleanup, and surface restoration, supplying all equipment and protective measures. Warranty coverage includes three years for all labor and materials with a minimum five-year manufacturer warranty on LED drivers. Required insurance includes $1,000,000 general liability per occurrence, $100,000 workers compensation per accident, and $1,000,000 automobile liability. A bid surety bond or certified check equal to 5% of the cost proposal is required, with liquidated damages assessed at $100 per calendar day for delays beyond substantial completion.
