Lighting Retrofit Project - Louis Pasteur Building and Middletown Armory

This is a Request for Quotation (RFQ) and supplemental conditions document issued by the State of Rhode Island for lighting retrofit projects at two facilities: the Louis Pasteur Building located at 25 Howard Avenue in Cranston, Rhode Island, and the RI Army National Guard Middletown Armory located at 106 Airport Access Road in Middletown, Rhode Island. The project encompasses the retrofit of 435 existing lighting fixtures at the Louis Pasteur Building and 132 existing lighting fixtures at the Middletown Armory facility with LED fixtures and networked lighting control systems. The retrofit scope includes seven fixture types at the Louis Pasteur Building (ranging from 1x4 recessed troffers to 8-foot wrap fixtures) and six fixture types at the Middletown Armory (including high bay fixtures, troffers, and wrap fixtures), with quantities specified in detailed installation schedules. A pre-bid meeting is scheduled for August 19, 2026, at 9:00 AM, beginning at the Middletown Armory location and immediately following at the Louis Pasteur Building. The expected project completion date is one year from issuance of the Purchase Order, with work conducted during second shift hours (3:00 PM to 11:00 PM, Monday through Friday) at the Louis Pasteur Building and first shift hours (7:30 AM to 3:30 PM, Tuesday through Friday) at the Middletown Armory, while both facilities remain operational.

All proposed fixtures must meet Rhode Island Energy incentive requirements and be approved by the design lights consortium (DLC) or EnergyStar certified, with alternate products permitted only if they match all technical specifications of the recommended Renova or equivalent fixtures and maintain consistent networked control systems throughout each project. Contractor pricing shall include unit pricing for each fixture type to establish baseline costs for potential quantity adjustments, with all project materials and labor subject to a three-year warranty and LED drivers warranted for a minimum of five years. The contractor is responsible for all material delivery, inventory management, disposal of removed fixtures and construction waste, proper recycling certification of lamps and ballasts per state and federal requirements, site cleanup, surface restoration, equipment provision, and electrical installation compliant with the National Electrical Code and NECA standards. All contractor personnel are required to pass background checks and display valid identification, with on-site supervisor presence required and the project manager or authorized decision-maker expected on-site at least three days per week. The owner will designate an official Project Manager prior to work commencement, and a Conex box storage location will be provided to the awarded contractor, with associated costs to be included in the bid.

Performance Criteria Recommended Fixture Information

Attachment A - Fixture Schedule

Louis Pasteur

The Contractor will supply and install lighting fixtures and lighting controls as listed in the following schedule. Quantities and descriptions are provided solely for solicitation purposes.

Upon the award of the contract, the Contractor will verify the scope of work in accordance with Attachment C - Supplemental Conditions, Section 3.6.

The products listed have been selected and are recommended based on their technological feasibility, performance, efficiency, appearance, quality, and impact on project economics. Alternate products, which are equal in all aspects to those recommended, are encouraged and may be submitted for consideration as follows: Alternate products which are equal in all technical and performance aspects to those recommended are encouraged and may be considered. Use of controls or factory tuning to adjust equipment performance does not meet the requirement to be considered an alternate.

1. Alternate products must be proposed in writing during the designated "Question and Answer" period as defined in the bid solicitation. A product specification sheet designating exact catalog number, DLC Product ID, and performance data for each proposed alternate must be included. Failure to include any or all of this documentation in whole or in part is grounds for rejection of all submitted alternates.

2. To be considered as an alternate, the "Fixture Description" recommended in the provided Fixture Schedule must contain the phrase "or approved equal."

3. The Recommended Fixtures listed have been approved for incentives by Rhode Island Energy. Any alternate product must qualify for an incentive and either meet or exceed the requirements for a comparable incentive amount. Rhode Island Energy will review proposed alternates for energy efficiency and DLC compliance.

4. When reviewing the supporting data submitted for alternates, the Agency/Municipality will use, for comparison purposes, all the characteristics of the specified material or equipment as they appear in the manufacturer's published data, even if all such characteristics haven't been specifically mentioned in the Contract Documents. The

Agency/Municipality reserves the right to reject any proposed alternate product that fails to meet all the characteristics of the recommended product in its review.

5. For "Networked" fixtures, the use of alternates that include a different Networked control system must ensure that a single consistent control system is maintained for all relevant fixtures in the project.

Performance Criteria Recommended Fixture Information

Attachment A - Fixture Schedule

RI Army National Guard - Middletown Armory - 106 Airport Access Rd, Middletown, RI
