About this file

This is a Project Manual for a state and local construction contract opportunity involving the Rhode Island Department of Administration and the Rhode Island Army National Guard for exterior and interior renovations of Building T-18 at Camp Varnum in Narragansett, Rhode Island. The project scope encompasses interior renovations including removal of exterior wall sheathing, installation of six-inch wall insulation, new electrical wiring and receptacles, new gypsum board, ceiling replacement, vinyl flooring and base installation, new plumbing fixtures, mechanical systems, electrical systems, fire alarm systems, painting, stair railing replacement with vinyl treads and risers, and replacement of existing exterior porch flooring with PVC composite decking and railings. The project will be constructed under a single prime contract with the contractor responsible for furnishing all materials, labor, tools, equipment, transportation, and temporary construction facilities necessary for completion. Work is restricted to 7:00 a.m. to 4:00 p.m., Tuesday through Friday, with no work permitted on Mondays, and the site remains under full owner occupancy during construction. A preconstruction conference must be held no later than fifteen days after contract execution, and all contractor and subcontractor employees must obtain BCI certification clearance, complete DD Form 369, and comply with COVID attestation requirements for base access.

The contract documents establish a lump-sum contingency allowance of $10,000 for unknown or added work items, with unused allowance funds credited to the owner at project closeout. The contractor must submit a schedule of values within seven days before the initial application for payment, coordinated with the construction schedule and submittal schedule. Payment applications are due by the fifteenth of each month for work completed during the preceding month, with applications processed through AIA Document G702 and G703 forms and requiring waivers of mechanic's liens from all subcontractors and suppliers. The project architect is Rowse Architects, Inc., with Ted Rowse serving as the project architect representative, and the owner's representative is Santi M Decesare of the Rhode Island Army National Guard. All work must comply with Rhode Island State Building and Fire Codes, OSHA requirements, and applicable federal, state, and municipal laws. The contractor must provide a project superintendent acceptable to the owner and architect within two days of notice of award, maintain comprehensive quality control procedures, and coordinate all construction operations with the owner's representative regarding staging areas, storage, and site access through secure gate entrances.
