About this file
This is an Amendment 1 document to Request for Quotations (RFQ) 26006763 issued by the Rhode Island Army National Guard through the State of Rhode Island Division of Purchases for energy-efficient renovation and modernization of Building T-18 at Camp Varnum in Narragansett. The project encompasses comprehensive upgrades to life safety devices, heating, electrical, plumbing, flooring, carpentry, utility room, bathrooms, and sleeping areas. Work includes removal of exterior wall sheathing, installation of six-inch wall insulation, new electrical wiring and receptacles, gypsum board, ceiling replacement, vinyl flooring, new plumbing fixtures, mechanical and electrical systems, fire alarm systems, painting, stair railing replacement with vinyl treads and risers, and replacement of exterior porch flooring with PVC composite decking and railings. All work must comply with construction design prints completed by Rowse Architects Inc. and adhere to Rhode Island Building Code Commission and State Building and Fire Code standards. A non-mandatory pre-bid conference was held on June 24, 2026, at 9:00 a.m. at Camp Varnum, with questions due July 1, 2026, and proposals due July 15, 2026, at 1:00 p.m. EDT. Construction is anticipated to commence in September 2026, with substantial completion required 16 months after start and final completion within 60 days thereafter. Work is restricted to 7:00 a.m. to 4:00 p.m., Tuesday through Friday, with no work on Mondays, as the site remains under full owner occupancy during construction.
Contractors must submit a lump-sum bid with a $10,000 contingency allowance, with bid surety equal to 5% of the cost proposal. A minimum 15% minority business enterprise (MBE) participation is required under Rhode Island law. Contractors must maintain valid registration certificates from the Rhode Island Contractors' Registration Board, comply with prevailing wage requirements, and obtain 100% payment and performance bonds. Required insurance includes general liability of $1,000,000 per occurrence, workers' compensation of $100,000, and automobile liability of $1,000,000. Liquidated damages are assessed at $400 per calendar day for delays beyond substantial completion, and a contract administrative fee of 0.33% will be withheld from invoices. All contractor and subcontractor personnel must obtain background clearances and BCI certification for base access; no workers with outstanding warrants or felonies are permitted. The State reserves the right to make one or multiple awards or reject all bids.
