This is an amendment to a Request for Quotations (RFQ26006763) issued by the Rhode Island Army National Guard through the State of Rhode Island Division of Purchases for comprehensive energy-efficient renovation and modernization of Building T-18 at Camp Varnum in Narragansett. Amendment 3, dated July 3, 2026, extends the bid opening date to July 29, 2026, at 1:00 p.m. EDT, with no other changes included in this amendment. The project scope encompasses life safety devices, heating, electrical, plumbing, flooring, carpentry, utility room, bathrooms, and sleeping areas, including removal of exterior wall sheathing, installation of six-inch wall insulation, new electrical wiring and receptacles, gypsum board and ceiling replacement, vinyl flooring, new plumbing fixtures, mechanical and electrical systems, fire alarm systems, painting, stair railing replacement with vinyl treads and risers, and replacement of exterior porch flooring with PVC composite decking and railings. Work is restricted to 7:00 a.m. to 4:00 p.m., Tuesday through Friday, with construction anticipated to commence in September 2026, requiring substantial completion 16 months after start and final completion within 60 days thereafter. A non-mandatory pre-bid conference was held on June 24, 2026, at 9:00 a.m., with questions originally due July 1, 2026.

The project requires a minimum 15% minority business enterprise (MBE) participation under Rhode Island law, with a lump-sum contingency allowance of $10,000 and bid surety equal to 5% of the cost proposal. Contractors must maintain valid registration certificates from the Rhode Island Contractors' Registration Board, comply with prevailing wage requirements, and obtain 100% payment and performance bonds. Required insurance includes general liability of $1,000,000 per occurrence, workers' compensation of $100,000, and automobile liability of $1,000,000. All contractor and subcontractor personnel must obtain background clearances and BCI certification for base access, with no workers with outstanding warrants or felonies permitted. Liquidated damages are assessed at $400 per calendar day for delays beyond substantial completion, and a contract administrative fee of 0.33% will be withheld from invoices. Work must comply with approved construction design prints by Rowse Architects Inc. and Rhode Island Building Code Commission and State Building and Fire Code standards. The site remains under full owner occupancy during construction. An amendment containing questions and answers will be posted as soon as available, and the State reserves the right to make one or multiple awards or reject all bids.
