About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Virginia Department of Workforce Development and Advancement for the Virginia Works Technology Hub project. The RFP seeks proposals for a comprehensive technology platform to provide workforce services to individuals and businesses in the state, covering the jurisdictions of Henrico County and Richmond City. Key deliverables include system requirements, integration, testing, training, and deployment. Proposals are due by June 7, 2024, and the contract may be awarded for an initial term of two years with up to three one-year extensions.
The RFP includes set-aside requirements for DSBSD-certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses (SWaM) to participate as subcontractors. Suppliers that are certified small businesses will receive the maximum available points for the SWaM Participation evaluation criterion. The contract will be funded through state and potentially federal sources, but the specific budget range is not provided. While an incumbent vendor is not identified, the RFP references existing cloud services and security requirements that the selected supplier must integrate with or comply with.

RFP BPM050921/65222 ADDENDUM No 3 Q & A 5.9.2024
1. Virginia Works Technology Hub RFP Final, 4. Present Situation, A.
Background Introduction (pgs. 13-14) Are you looking to replace the current VaWC and VUIS systems? Or are you looking for a front-end system that interfaces with those systems and the others listed?
The envisioned solution encompasses features and functionality that are available primarily through the Virginia Workforce Connection (VaWC) and are detailed in Appendix J Must Haves and Requirements
Final.xlxs. The Request for Proposal requirements do not include any changes or modifications to the VUIS system (VUIS is a system of the Virginia Employment Commission). We envision that the solution will have the ability to ingest and publish data related to workforce processes without the need to create and maintain a system interface for each exchange entity. Requirements related to data capabilities and interfaces are provided in Appendix J Must Haves and Requirements Final.xlxs.
2. Virginia Works Technology Hub RFP Final, 4. Present Situation, A. Background Introduction (pgs. 13-14).
Can you confirm there are no requirements to interface with the SNAP and/or TANF systems?"
There are no specific requirements for an interface with SNAP and/or TANF systems. Requirements related to data capabilities and interfaces are provided in Appendix J Must Haves and Requirements Final.xlxs.
3. Virginia Works Technology Hub RFP Final, 6. Supplier Profile, I. Service and Support Management, 5. Project Plan, Status Reports, Risk Management (pgs. 21-22) Re: Training - how many people do you expect to train?
We anticipate supplier-provided training requirements will be informed by the capabilities of the solution.
For example, a solution which is highly intuitive and/or guided for users may not require extensive supplier-provided user training and could potentially be delivered by Virginia Works staff. Details of the recommended training proposal should be provided in the response.
4. Attachment B - Project Milestones and Deliverables (pg. 2) The first milestone event under Project Planning mentions a data conversion - what data is expected to be converted?"
All data related to Virginia Works clients (job seekers), Virginia Works staff, and businesses will be converted.
It is expected that the total number of unique entities will be between 500,000 and 600,000, containing identity, program, and case management data.
