About this file
This document contains a pricing spreadsheet for a state and local contract opportunity issued by the Commonwealth of Virginia, through the Virginia Department of Workforce Development and Advancement (Virginia Works). The contract opportunity is for a technology solution to provide workforce services to individuals and businesses in the state, specifically in the jurisdictions of Henrico County and Richmond City. The selected supplier will be required to provide a comprehensive technology platform, including project management through the implementation process and ongoing maintenance and support for the system. Key deliverables include system requirements, integration, testing, training, and deployment. Proposals are due by June 7, 2024, and Virginia Works may award a contract with an initial term of two years and up to three one-year extensions.
The pricing spreadsheet includes instructions and templates for suppliers to provide costs for the cloud hosting, software licenses, implementation, training, and ongoing support and maintenance of the solution. The contract includes set-aside requirements for DSBSD-certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses (SWaM) to participate as subcontractors, and suppliers that are certified small businesses will receive the maximum available points for the SWaM Participation evaluation criterion. The contract will be funded through state and potentially federal sources, but the specific budget range is not provided. While an incumbent vendor is not identified, the RFP references existing cloud services and security requirements that the selected supplier must integrate with or comply with.

Instructions
Appendix D - Pricing - RFP BPM050921 Virginia Works Tech Hub
PRICING SPREADSHEET INSTRUCTIONS
The tabs on this spreadsheet must be completed consistent with the instructions provided in the RFP Section 3, Proposal Format, and Section 8, Pricing Information. All prices must be provided on the appropriate tab. The Supplier may reference attachments included with their proposal. The Pricing Spreadsheet is comprised of the following worksheet tabs:
• Total Cost
• Hourly Services
• Pay Schedule
• Pricing Assumptions Virginia Works will be responsible for Solution costs related to Virginia Works agency resources required for Subject Matter Expertise related to migration and implementation of the Solution. The Pay Schedule worksheet should only include Solution costs applicable to Virginia Works as part of the data migration, initial configuration, initial implementation, and training related to the launch of the Solution.
When completing any of the worksheets:
• Suppliers may make minor modifications to worksheet layouts.
• Lines and columns may be inserted but ensure totals are correct and all lines and columns are visible.
• When “Year 1”, “Year 2”... columns are provided, these time frames from the Contract effective date. Make sure to complete pricing for all years that have a column.
• The information provided on all worksheets should be consistent with Supplier’s project plan summary (see RFP Section 6.G., Project Plan, Status Reports, Risk Management).
• The pricing spreadsheet assumes an initial Contract term of two (2) years with the possibility of three (3) Contract extensions, at Virginia Works's option, of three (3) years each.
• Solution pricing shall be included on the Total Cost worksheet. Pricing for Optional items that are not in the Solution price shall be included separately in the appropriate section of the Total Costs worksheet. If pricing includes optional hardware/software for mobile fingerprint scanners to perform two-finger identification searches, these prices should be provided an Optional items.
• Please highlight any pricing discounts or opportunities to lower pricing to obtain similar value.
• Delete any example data in the worksheets and ensure the formulas for totals are correct.
When completing the Total Cost worksheet:
• List each software license, hardware item, etc. required by the Solution, including operating system and database licenses, and provide the purchase price and annual maintenance costs.
• List separately each hardware/software combination (or package) that can be purchased at a discounted price compared to purchasing hardware and software items separately.
• Supplier pricing proposal must include all charges of any kind associated with the Solution. Pricing must include eVA fees and all travel as a portion of the base price. Virginia Works will not be liable for any fees or charges for the solution that are not set forth in the Pricing Spreadsheet. Any attempt to later add these fees to the submitted pricing will not be considered.
• If you insert additional rows or columns in the worksheet be sure to adjust the SubTotal and Total formulas.
• There may be some items, like the purchase of livescan client hardware, where SubTotals and Total may not applicable. For these, please enter "NA" in the SubTotal and Total cells.
• The Total Cost worksheet should clearly identify pricing for:
(a) The purchase of license(s) supporting up to 300 Agency users.
(b) The data migration, configuration, and implementation costs for the base functionality. Specify the costs for each step of a phased implementation. Supplier pricing should identify assumptions and dependencies based on the Supplier's experience implementing similar Solutions in other jurisdictions. It is understood that Virginia Works is primarily responsible for obtaining commitments from public entities that are involved with a phased implementation. Virginia Works and the Supplier will work together after the Contract effective date to obtain commitments from other public entities, refine requirements and agree on implementation schedules. The work described in (b) may result in multiple SOWs after Virginia Works and the Supplier better refine the deliverables.
(c) The purchase of any supporting software licenses and/or related services by Virginia Works and other entities (Authorized Agencies) beyond the base functionality specified above.
(d) Optional features recommended by the Supplier.
When completing the Hourly Services worksheet:
• Virginia Works and other user agencies may request Supplier assistance for application enhancements or new services beyond the services and deliverables included in the Supplier’s proposal. The Supplier shall briefly describe each applicable staff resource or position title and propose an hourly rate.
When completing the Pay Schedule worksheet:
• The Pay Schedule should only include costs applicable to Virginia Works for all configurations, customizations and interfaces. Pricing for the initial implementation, the subsequent phased implementation of other workforce processes, and the purchase of additional functionality by Virginia Works and other agencies after the initial implementation should be provided on the Total Cost worksheet.
• Time frames entered on the spreadsheet should indicate the number of days or weeks from the Contract effective date.
• Payments for annual maintenance and support may be invoiced at the beginning of the support period. If the Supplier proposes to invoice Virginia Works and other entities at the beginning of an annual support period, this should be noted in the Comments column.
When completing the Pricing Assumptions:
• Any pricing assumptions should be described in the Pricing Assumptions worksheet and the numbered reference on that worksheet may be noted on the Total Cost, Hourly Services and Pay Schedule worksheets as needed.
• Assumptions should be specific.
