About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Virginia Department of Workforce Development and Advancement (Virginia Works) for the Virginia Technology Hub solution. The RFP seeks proposals for a comprehensive technology platform to provide workforce services to individuals and businesses in the state, including the jurisdictions of Henrico County and Richmond City. The State expects between 100,000 to 200,000 registrations per year for all job seekers, with 40,000 to 80,000 self-service users and 60,000 to 120,000 Basic or Individual career service (staff-assisted) users. Proposals are due by June 7, 2024, and Virginia Works may award a contract with an initial term of two years and up to three one-year extensions.
The procurement includes set-aside requirements for DSBSD-certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses (SWaM) to participate as subcontractors. Suppliers that are certified small businesses will receive the maximum available points for the SWaM Participation evaluation criterion. The contract will be funded through state and potentially federal sources, but the specific budget range is not provided. While an incumbent vendor is not identified, the RFP references existing cloud services and security requirements that the selected supplier must integrate with or comply with.

Q & A
1. RFP Section 4. Present Situation
Does the State have a projection for the number of workers (job seekers / clients) and employers that will enroll onto the Virginia Technology Hub in a typical calendar year? If possible, please segment the projections by self-assisted and staff-assisted participants projected for the programs shifted into the new Virginia Works Agency??
We expect between 100,000 to 200,000 registrations per year for all job seekers for the initial phase of the contract.
Of those registrations, we estimate 40,000 to 80,000 will be self-service users and 60,000 to 120,000 will be Basic or
Individual career service (staff assisted) users.
The numbers provided are estimates and are subject to change based on unforeseen circumstances and unknown factors.
2. RFP Section 4. Present Situation
Is the State able to provide historic utilization data for its Virginia Workforce Connection software application? This can include registered number of job seekers, staff and employers for each of the past two years.
Utilization data for the last four years is unreliable for developing projections due to the impact of COVID and the desired outcome for increased usage of the Virginia Works Tech Hub for both job seekers and businesses. The following assumptions have been extrapolated from more recent usage data:
Unique job seekers per year: 100,000 – 200,000
Staff users: 600 - 700
Unique Employers (which could have multiple users): 300 – 400
3. RFP Section 5, Functional and Technical Requirements
Is the Virginia Technology Hub solution expected to be fully integrated into the current https://www.virginiaworks.gov/ website or will the public facing interface and sign-on interface deployed as a new web portal with a separate visual identity, name and content offered by the supplier?
The desire is for all Virginia Works information, services and tools to be integrated into a deliberately designed virginiaworks.gov interface so that users are able to easily and intuitively achieve desired outcomes. The user experience should be relatively consistent across all content, services, and tools except where differentiation creates value.
4. RFP Section 3, Proposal Format
Can suppliers transfer the questionnaire format presented in the Appendix J XLSX formatted document, into a Word
Document for the final submission, or, will the State only accept submissions filled into the originally provided Excel template "Appendix J"?
The State will only accept submissions in the originally provided Excel template (Appendix J).
