About this file
This document is an Addendum No. 8 Q&A related to RFP BPM050921/65222 issued by the Virginia Department of Workforce Development and Advancement (Virginia Works) for a technology solution to provide workforce services to individuals and businesses in the state. The RFP seeks proposals for a comprehensive technology platform to offer and manage these workforce services, including project management through the implementation process and ongoing maintenance and support. Key deliverables include system requirements, integration, testing, training, and deployment. Proposals are due by June 7, 2024, and Virginia Works may award a contract with an initial term of two years and up to three one-year extensions.
The procurement includes set-aside requirements for DSBSD-certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses (SWaM) to participate as subcontractors. Suppliers that are certified small businesses will receive the maximum available points for the SWaM Participation evaluation criterion. The contract will be funded through state and potentially federal sources, but the specific budget range is not provided. While an incumbent vendor is not identified, the RFP references existing cloud services and security requirements that the selected supplier must integrate with or comply with.

Q & A
1. System and Data (VWTH-5001)
How does "client" in VWTH-5001 requirement differ from "worker/job seeker" in VWTH-5002?
These refer to the same user set.
2. RFP Section 3, Proposal Format
Can Virginia Works confirm if the 100-page limitation for 3. Detailed Description of Proposed Solution(s) is in reference to Section 5's Functional and Technical Requirements Excel (Appendix J) or if it is in reference to a supplemental response in Word to describe our proposed Solution, processes, methodologies, etc.?
This is a requested (not required) limitation applicable to Detailed Description of Proposed Solution(s).
3. RFP Section 5, Functional and Technical Requirements
Beyond technical and functional requirements, can you share how you will evaluate and consider the customer experience in the proposal evaluation criteria? (e.g., UX Research, Usability Testing Approach, UX/UI Design, Branding, etc.)
The evaluation criteria will be posted prior to the closing date and time. Customer experience base requirements are listed throughout the document.
4. RFP Section 5, Functional and Technical Requirements
Can you share any brand standards or guidelines that the chosen solution should adhere to?
Since this will be an online solution, VITA guidelines for interface design should be referenced. Branding should be consistent with Virginia Works established branding on https://www.virginiaworks.gov/.
https://www.virginiaworks.gov/
5. Appendix J Instructions
When considering F - "Yes, Future" the instructions indicate this date means "not longer than six months from the date of the proposal". Can you please clarify which date you consider the "date of the proposal"?
(e.g., the proposal due date)
From award date.
6. Appendix J Instructions
The instructions to Appendix J indicate Supplier should provide an explanation of how it will fulfill the requirement when responding with Y. However, later the instructions state that only some of the questions may require an open answer. Can Virginia Works clarify if they want suppliers to provide explanations to all questions in Appendix J when indicating Y or F?
It is suggested that suppliers provide additional information for any question which is answered Y or F to allow for appropriate assessment against evaluation criteria.
