SECTION C
DESCRIPTION/SPECIFICATION/WORK STATEMENT
C-1
National Park Service Solicitation Number P15PS00451
PART 1: GENERAL
1.1 BACKGROUND
The USS Maine Memorial was designed and constructed from 1913-1915 at Arlington
National Cemetery in Arlington, Virginia, to honor the lives lost when the USS Maine sank in Havana, Cuba. The Memorial site consists of two guns, an anchor, and the main mast from the battleship, which extends from the ground level through a domed structure.
The USS Maine Memorial is located in Section 24, Map Grid O-23 ½ along Sigsbee
Drive, named after Admiral Charles Dwight Sigsbee, the Commanding Officer of the
USS Maine at the time of the explosion.
The existing wheelchair access ramp and stairs, constructed in 2013, connect the USS
Maine Memorial to the Memorial Amphitheater. At the time of construction, aluminum guardrails were installed but these are not sufficient to meet all Americans with
Disabilities Act (ADA)/Architectural Barriers Act Accessibility Standards (ABAAS) requirements for the wheelchair ramp and stairs. This project will remove the existing handrails and install new handrails and guardrails so the ramp and stairs meet all
ADA/ABAAS codes.
1.2 SCOPE OF WORK
Independently, and not as an agent of the Government, the Contractor shall furnish and deliver all materials, labor and services to remove the existing and install approximately
235 feet of new stainless steel guardrails and handrails at the USS Maine Memorial at
Arlington National Cemetery, Arlington, VA. All work shall be completed in accordance with the attached Drawings entitled “USS Maine Memorial Accessibility and Code
Improvements”, consisting of 10 pages, and in accordance with the following specifications:
A. Provide shop drawings of the guardrails, handrails, posts, and brackets to the
Contracting Officer’s Representative (COR) for review and approval prior to fabrication. All railings shall comply with Section 505 of the Architectural
Barriers Act Accessibility Guidelines (ABAAG). Shop drawings shall identify proposed material, finish, dimensions, and details of all work.
B. Provide a mockup at least 3 feet in length of the proposed material in the proposed finish for the Contracting Officer’s Representative (COR) review and approval of finish.
C. Removal and disposal of the existing aluminum guardrails. Holes drilled in the concrete shall remain and be re-used for the new guardrail. The Contractor shall verify that the existing holes will meet the application of the new handrail installation.
D. The Contractor shall stop all noisy work when funeral processions pass the site
(approximately three per day, 10 minutes each). If a burial is scheduled near the
USS Maine Memorial, Contractor shall stop work during that burial service.
C-2
COR will provide Contractor with funeral schedule(s) during the period of work on site.
E. The Contractor shall comply with all applicable OSHA safety regulations.
Proper PPE shall be worn by all personnel at all times. Contractor shall erect and maintain construction fencing around the work site throughout the duration of work and shall submit proposed type of fencing to COR for approval prior to start of work.
F. Fabricate and install the following railings:
(1) Railing A – 36” high stainless steel handrail and posts embedded into top of concrete wall. Post holes shall be aligned with the post holes in Railing B.
(2) Railing B – 42” high stainless steel guardrail with braided stainless steel cables. Re-use existing post holes from guardrail removed in Section 2, Letter C. Mount handrail at 36” high to guardrail with stainless steel brackets.
(3) Railing C – 36” high stainless steel handrail partially with posts mounted into concrete slab and partially with brackets mounted to concrete wall. Post holes shall be aligned with the post holes in Railing B.
(4) Railing D – 36” high stainless steel handrail with posts mounted into concrete slab. Post holes shall be aligned with post holes in Railing B.
(5) Railing E – 36” high stainless steel handrail with posts mounted into concrete wall. Post holes shall be aligned with post holes in Railing G.
(6) Railing F – 36” high stainless steel handrail, partially with posts mounted into concrete slab, and partially with brackets mounted to concrete wall. Post holes shall be aligned with the post holes in Railing G.
(7) Railing G – 42” high stainless steel guardrail with braided stainless steel cables. Re-use existing post holes from guardrail removed in Section 2, Letter C. Mount handrail at 36” high to guardrail with stainless steel brackets.
(8) Railing H – 36” high stainless steel handrail with posts mounted into concrete wall. Post holes shall be aligned with the post holes in Railing G.
(9) Railing J – 36” high stainless steel handrail with posts mounted into concrete wall.
G. Railings B, C, F, G and D, E, J, H shall be joined together where they intersect.
Refer to Drawing Sheet A2.
C-3
H. There is no power available on site and as such, the Contractor shall furnish their own. Water is available nearby in the cemetery but not immediately adjacent to the site. The nearest water spigot is approximately 275 feet away, on Lawton
