Summary: Notice of Intent to Award and Supporting Documentation
This is a Notice of Intent to Award and supporting memorandum issued by the City of Long Beach's Department of Financial Management for Request for Qualifications (RFQ) No. CM-24-479 for Community Engagement and Outreach services. The RFQ was released on March 4, 2025, soliciting qualifications from vendors to be placed on a Qualified Vendor List to provide community outreach and engagement services across multiple disciplines including climate resiliency, equity, public health, housing and homelessness, parks and open space, public safety, technology, and transportation. Seventy-two organizations submitted Statements of Qualification by the May 27, 2025 deadline, of which 69 were deemed responsive and evaluated by a selection committee comprising representatives from the Departments of Public Works, Health and Human Services, Harbor, and the City Manager's Office. The City's intent, issued on October 23, 2025, is to add 56 pre-qualified vendors to the Qualified Vendor List for use by City departments to request service quotes on an as-needed basis. No specific contract term, renewal options, or work commencement dates are established at this stage, as departments will request quotes individually from qualified vendors.
The evaluation criteria for vendor selection focused on four primary areas: Organizational Capacity & Experience (minimum three years of similar service provision, experience in historically underserved communities, sufficient staffing, and multilingual capabilities); Method of Approach (effective outreach planning and implementation strategies with quality work samples); Communications & Reporting (data collection and reporting capabilities, responsive day-to-day communication protocols, and subcontractor payment documentation); and Reasonableness of Cost (fair and justifiable cost schedules). The RFQ does not establish pricing terms or contract amounts at the pre-qualification stage, as individual departments will negotiate rates with selected vendors based on specific project needs. This Notice of Intent to Award does not constitute a final award, and work shall not commence without execution of a signed purchase order from the City. Contact information for inquiries is provided through Keisha Sanker, Procurement Analyst I, at (562) 570-6895 or rfppurchasing@longbeach.gov.

Community Engagement and Outreach RFQ CM-24-479
Memorandum
Date: October 23, 2025
To: Michelle Wilson, Purchasing Agent, Department of Financial Management
From: Meredith Reynolds, Deputy City Manager, City Manager’s Office
Subject: Community Engagement and Outreach (RFQ CM-24-479)
A Request for Qualifications (RFQ) CM-24-479 was released on March 4, 2025, soliciting qualifications from potential vendors to be placed on a Qualified Vendor List to provide community outreach and engagement services. These services span various disciplines including climate resiliency, equity, public health, housing and homelessness, parks and open space, public safety, technology, transportation, and other disciplines.
Seventy-two organizations submitted a Statement of Qualification (SOQ) by the May 27, 2025 deadline. All submissions were reviewed to ensure they met the mandatory requirements outlined in the RFQ. Of these 72 submissions, 69 were deemed responsive and were further evaluated by a selection committee that included six representatives from the Departments of Public Works, Health and Human Services, Harbor, and the City Manager’s Office. The selection committee evaluated the SOQs based upon the following criteria:
1. Organizational Capacity & Experience
• The Responder demonstrates they have successfully provided community engagement and outreach services similar to the services described in the
RFQ for a minimum of three years.
• The Responder demonstrates they have successfully provided services similar to the services described in the RFQ in historically under-served communities.
• The Responder demonstrates they have sufficient staffing to produce high quality and timely deliverable.
• The Responder demonstrates the capacity to provide services in multiple languages.
2. Method of Approach
• The Responder describes an effective approach to plan and implement community outreach and engagement activities including services in historically under-served communities.
• The Responder provides high quality samples of their work that demonstrates attention to detail, compelling and accessible content, and skillful graphic displays.
3. Communications & Reporting
• The Responder adequately describes how they will collect and report data to demonstrate progress against performance measures.
• The Responder adequately describes how they will ensure responsive day-to-day communication with the City.
• The Responder adequately describes their plan to provide the City proof of payment of any subcontractors used for the project.
4. Reasonableness of Cost
• The Responder provides a cost schedule that is fair, appropriate, and justifiable for the types of services described in the RFQ.
