Community Engagement and Outreach RFQ Summary

This document is an information session presentation for a Request for Qualifications (RFQ) issued by the City of Long Beach for community engagement and outreach services. The RFQ (CM-24-479) seeks to establish a Qualified Vendor List of pre-qualified vendors capable of delivering equitable, community-centered outreach and engagement services to support the City's Long Beach Strategic Vision 2030 and fulfill grant program requirements. The services requested include planning and implementing community events and activities such as meetings, workshops, canvasing, and focus groups; producing detailed reports based on data collected during outreach; offering high-quality language translation and interpretation services; providing support services to encourage participation such as incentives and food; producing and distributing educational materials across traditional and digital platforms; and providing graphic design for flyers, posters, and digital content. The RFQ is structured as a rolling opportunity with three evaluation periods: Evaluation Period 1 (Spring 2025, completed), Evaluation Period 2 (Summer 2026, current), and Evaluation Period 3 (Summer 2027). For the current evaluation period, questions are due September 2, 2026, responses will be posted September 16, 2026, and Statements of Qualifications are due September 30, 2026 at 11:00 AM PST, with awards anticipated in Fall 2026. Placement on the Qualified Vendor List does not guarantee work or a contract; rather, it creates a pre-qualified pool from which City departments may request quotes for specific projects.

Minimum qualifications require respondents to be qualified to conduct business in the City, have minimum three years of experience providing community engagement and outreach services, and not be debarred by federal, state, or local government. Evaluation criteria assess organizational capacity and experience, method of approach for serving historically underserved communities with quality deliverables, communications and reporting capabilities including data collection and responsive communication with the City, and reasonableness of costs with fair and justifiable pricing schedules. Respondents must provide a qualification narrative, detailed cost schedule with hourly rates for key staff, financial stability documentation, and one to three work samples demonstrating attention to detail and quality. Mandatory attachments include authorization and certification forms and an Equal Benefits Ordinance form; upon selection, vendors must also provide W-9, business license, California Secretary of State registration, and updated contact information. The RFQ supports multiple disciplines across the City's priorities including housing, homelessness, public safety, sustainability, workforce development, youth education, and various infrastructure and utilities categories.
