Notice of Intent to Award for Community Engagement and Outreach Services
This document is a Notice of Intent to Award and supporting memorandum issued by the City of Long Beach, California's Department of Financial Management in response to Request for Qualifications (RFQ) No. CM-24-479 for Community Engagement and Outreach services. The RFQ was released on March 4, 2025, and solicited qualifications from vendors to provide community outreach and engagement services spanning multiple disciplines including climate resiliency, equity, public health, housing and homelessness, parks and open space, public safety, technology, and transportation. Seventy-two organizations submitted Statements of Qualification by the May 27, 2025 deadline, with 69 deemed responsive and evaluated by a selection committee comprised of six representatives from the Departments of Public Works, Health and Human Services, Harbor, and the City Manager's Office. The City intends to establish a Community Engagement and Outreach Qualified Vendor List comprising 56 pre-qualified vendors that departments may utilize to request service quotes on an as-needed basis, with work commencing only upon receipt of a signed purchase order.
The selection committee evaluated submissions based on four primary criteria: organizational capacity and experience (including a minimum of three years providing similar services, experience in historically underserved communities, sufficient staffing, and multilingual capabilities); method of approach (describing effective community outreach strategies and providing high-quality work samples); communications and reporting capabilities (including data collection, responsive communication protocols, and subcontractor payment documentation); and reasonableness of cost (requiring fair and justifiable pricing schedules). No specific pricing information, contract term, set-asides, or funding amounts are detailed in this preliminary notice, as the document announces pre-qualification status rather than final contract award and terms. The qualified vendor list will enable the City to issue individual task orders or purchase orders for specific community engagement projects as departmental needs arise.

Subject: Community Engagement and Outreach (RFQ CM-24-479)
A Request for Qualifications (RFQ) CM-24-479 was released on March 4, 2025, soliciting qualifications from potential vendors to be placed on a Qualified Vendor List to provide community outreach and engagement services. These services span various disciplines including climate resiliency, equity, public health, housing and homelessness, parks and open space, public safety, technology, transportation, and other disciplines.
Seventy-two organizations submitted a Statement of Qualification (SOQ) by the May 27, 2025 deadline. All submissions were reviewed to ensure they met the mandatory requirements outlined in the RFQ. Of these 72 submissions, 69 were deemed responsive and were further evaluated by a selection committee that included six representatives from the Departments of Public Works, Health and Human Services, Harbor, and the City Manager’s Office. The selection committee evaluated the SOQs based upon the following criteria:

• The Responder demonstrates they have sufficient staffing to produce high quality and timely deliverable.
• The Responder demonstrates the capacity to provide services in multiple languages.
2. Method of Approach

• The Responder adequately describes how they will ensure responsive day-to-day communication with the City.
• The Responder adequately describes their plan to provide the City proof of payment of any subcontractors used for the project.
4. Reasonableness of Cost
• The Responder provides a cost schedule that is fair, appropriate, and justifiable for the types of services described in the RFQ.
