About this file

This is an Addendum No. 2 Q&A document issued by the City of Long Beach Department of Financial Management for RFQ CM-24-479 regarding Community Engagement and Outreach services. The addendum was released on September 16, 2026, and changes and supersedes language in the original RFQ. Respondents must acknowledge receipt of this addendum by signing and submitting it with their Statement of Qualifications, with failure to do so potentially resulting in disqualification. The addendum adds Appendix B Notice of Intent (NOI) – Evaluation Period 1 to the RFQ requirements. The document addresses 16 questions and answers covering proposal format, vendor eligibility, qualification requirements, and submission procedures. Only vendors selected through this RFQ process to be placed on the Qualified Vendor List will be able to respond to department requests for community engagement and outreach services. Vendors already on the current Qualified Vendor List do not need to resubmit. The Qualified Vendor List is publicly visible and includes non-profit organizations, community-based organizations, and for-profit agencies. Responders may submit a Statement of Qualifications as a lead agency while also being listed as a subcontractor in another agency's SOQ.

Cost schedules must be presented in a table format including fully loaded hourly rates for key staff, though no specific format is mandated. Local preference does not apply to this RFQ due to potential federal funding. The City does not have pre-allocated funding for the Qualified Vendor List and cannot share budget ranges; funding amounts and number of contracts will depend on department needs over the next four years. No set number of vendors will be selected for each department; all responders meeting the qualifications outlined in the RFQ will be placed on the list. Financial Stability documents must be provided with the submission and are for internal purposes only; Small Business Certification from the California Department of General Services cannot substitute for required financial documentation. Prospective vendors must register as suppliers on Long Beach Buys to receive notifications about solicitation opportunities.

The City would like to add the following changes:

• Adding Appendix B Notice of Intent (NOI) – Evaluation Period 1

The questions and answers are as follows:

1. Q: Is there a certain format that you are looking for the reasonableness cost?

A: The City does not have a specific format for the Cost Schedule. However, we recommend costs be placed in a table format that includes the fully loaded hourly rates of key staff.

2. Q: Is there a requirement or a preference for the vendor's staff to be physically located in Long Beach? and California?

A: No, Local Preference does not apply to this RFQ due to the potential use of federal funding.

3. Q: Are responses to department scopes of work limited to those on the vendor list?

A: Yes, only vendors selected to be placed on the Qualified Vendor List through this RFQ process will be able to respond to Department requests for community engagement and outreach services.

4. Q: How involved is the response to department scopes of work? Does the response require a full proposal and interviews, etc.?

A: Each Department will decide on the level of detail required when asking vendors on the Qualified Vendor List to submit a quote for a specific project.

Vendors may be asked to provide a detailed budget, approach to the project, and other items as requested by the Department. The Department will then select the vendor that best meets the Department’s needs while adhering to all City procurement policies.

5. Q: In the intro, you mentioned non-profits providing outreach services. Is this list meant to include non-profits (CBOs) or is the list meant for professional outreach firms?

A: The Qualified Vendor List includes non-profit organizations, community-based organizations, and for-profit agencies.

6. Q: Does the Social Enterprise certification provide the 15% when bidding?

A: The Responder’s Cost Schedule should include fully loaded hourly rates for key staff. The Department will specify eligible costs and cost structure when issuing a Request for Quotes to vendors on the Qualified Vendor List.

7. Q: Will the budget range for opportunities be shared?

A: The City does not have funding allocated for the Qualified Vendor List and is unable to share a budget range. The funding amount and number of contracts will depend on the need of the Departments requesting services over the next four years.

8. Q: How many vendors will be chosen for each department?

A: The City does not have a set number of vendors for each department.

Responders who meet all the qualifications outlined in the RFQ will be placed on the Qualified Vendor List.

9. Q: Is the vendor list visible to the public?

A: Yes, refer to Appendix B Notice of Intent (NOI) – Evaluation Period 1.

10. Q: I found this on Instagram and not sure our organization is on the list to get notifications about this RFQ.

A: To receive notifications about the City of Long Beach solicitation opportunities you must be registered as a supplier on Long Beach Buys.

11. Q: Will the questions discussed in the Information Session be added to

Appendix A?

A: No, it will be added to Addendum No.2 Q & A.

12. Q: Has the current Qualified Vendor List been used by Departments?

SOQ.

14. Q: Will you post a list of who is currently on the approved vendor list?

A: Yes, refer to Appendix B Notice of Intent (NOI) – Evaluation Period 1.
