About this file

This is a Narrative Qualification Template for the City of Long Beach, California, used to establish a pre-qualified vendor list for community engagement and outreach services on an as-needed basis. The template requires responders to provide organizational information, including company type, Federal Tax ID, and authorized representative details. Responders must demonstrate qualifications across multiple service disciplines such as Active Transportation, ADA Access, Arts and Culture, Budget and Finance, Capital Projects, City Planning, Economic Development, Emergency Preparedness, Food Security, Homelessness and Housing, Library Services, Parks and Recreation, Public Health, Public Safety, Public Utilities, Racial Equity, Sustainability, Technology, Waste Management, Water Services, Youth Education, and Zoning and Municipal Code. Applicants must document a minimum of three years of experience providing the requested services, describe their capacity to serve historically underserved communities, identify key staff and their expertise, and provide multilingual service capabilities. The template requires three professional references with project details and contact information, as well as information on any proposed subcontractors.

The Method of Approach section requires responders to describe their planning process for inclusive community outreach projects, provide a detailed case study of a completed project with goals and outcomes, and submit one to three work samples demonstrating quality, accessible content, and graphic design. Communications and Reporting requirements include describing data collection and performance measurement processes, outlining responsive day-to-day communication protocols with the City, and providing a plan for documenting subcontractor payments. The template does not specify pricing terms, set-asides, funding amounts, or contract duration, as this is a qualification and pre-qualification mechanism designed to establish a roster of vetted vendors for future, on-demand service requests across various disciplines.
