About this file
This is a Standard Specification document from the National Oceanic and Atmospheric Administration (NOAA) Atlantic Marine Center that establishes general requirements and procedures for performing U.S. Coast Guard inspections on NOAA liferafts and hydraulic releases.
The specification requires contractors to be authorized service facilities of the liferaft manufacturer and to provide all labor, materials, services, tools, supervision, and technical expertise necessary to complete inspection work. Contractors must remove all ocean liferafts and associated hydraulic releases from ships to their facilities for inspection, then reinstall them in original locations. Work must comply with Code of Federal Regulations Title 46, Part 160, sections 151 and 062. Annual inspections require renewal of all bands, clips, instruction labels, certifications, flashlight batteries, and repair kit cement, along with a detailed cost breakdown report and inventory of dated items with expiration dates. Special five-year inspections must include all annual inspection renewals plus CO2 recharge of inflation cylinders with certification of cylinder weight before and after a two-week stand period. Hydraulic release inspections must be performed annually. The Detail Specification or other procurement documents will provide specific information including the quantity, capacity, and manufacturer of each liferaft; location of each liferaft; type of servicing required; and quantity and manufacturer of hydraulic releases being serviced.
