All connections and services must be provided within two hours of ship arrival and must include: two gangways (forward and aft) with continuous lighting; camels or fenders to prevent hull chafing; uncontaminated potable water with Safe Drinking Water Act compliance documentation; electrical power meeting voltage regulation and harmonic distortion standards specified in detail specifications; sanitary and cooling water service during dry dock operations; a fire alarm system with either a pull box or non-dial telephone located on the main deck within ten feet of the aft gangway, with daily testing and emergency lighting; fire-fighting water supply with primary and emergency backup capable of 500 gallons per minute at 100 psig; sewage and turbid water disposal; steam service if required; temporary toilet facilities at a ratio of one per 15 crew members; snow and ice removal without using calcium chloride or sodium chloride; push-button touch-tone telephone service with private lines; high-speed broadband internet (minimum 25 Mbps download, 5 Mbps upload) via DSL, cable, or fiber optics supporting VPN connections; vehicle parking spaces as specified; dockside office spaces (minimum 12 feet by 12 feet) with temperature control and daily janitorial service if required; garbage and recycling services; and security guard service with Detex watch clock inspections during non-work periods. All temporary services, cables, hoses, fittings, and equipment must be disconnected and removed immediately before ship departure.

STANDARD SPECIFICATION

TEMPORARY SERVICES AT CONTRACTOR FACILITIES

1. SCOPE

1.1 This specification contains the general requirements for temporary services to be provided to NOAA ships while at a Contractor’s facility.

3. DEFINITIONS

3.1 None.

4. REQUIREMENTS

4.1 General

4.1.1 Provide the facilities and services required by this specification for the entire period the ship is at the Contractor’s facility, except as otherwise specified.

4.1.2 All connections and services shall be provided within two (2) hours after the ship arrives at the facility.

4.1.3 Supply the cables, hoses, fittings, and equipment needed to provide the services to the ship.

4.1.4 For water, air, and steam services, provide pressure regulators and pressure gauges at the deck connection.

4.1.5 The services may be disconnected when necessary to perform shipboard work on the associated service, or when necessary to shift, haul, or refloat the ship. Restore the services for normal use within one hour after completion of the work, shift, haul, or refloat operation.

4.1.6 After completion of all other contract work, and immediately before the ship departs the Contractor’s facility, disconnect the temporary services. Remove all related cables, hoses, fittings, and equipment.

4.2 Gangways

4.2.1 Provide two (2) gangways for access to the ship in compliance with reference 2.2.

4.2.2 Locate one gangway forward and one aft. If the ship is in dry dock or on a railway, the gangways shall be located on opposite sides of the ship.

4.2.3 Light the gangways at all times in accordance with Reference 2.3.

4.3 Camels and Fenders

4.3.1 Provide a camel or fender system to prevent the ship’s sides from chafing against the wharf, pier, or other objects while the ship is moored.

4.3.2 When moving the ship, use adequate fenders to prevent chafing of the ship’s hull.

4.3.3 Repair all damage to the ship’s hull structure and coating systems which occur due to lack of adequate fenders.

4.4 Potable Water Service

4.4.1 Provide uncontaminated potable water to the ship’s potable water deck connection using new, unused hoses.

4.4.2 Prior to connecting to the ship’s system:

a. Flush the water service lines and hoses with potable water. Continue flushing for one minute after the water runs clear.

b. Submit documentation that the potable water supply complies with the Safe Drinking Water Act (SDWA) to the Contracting Officer’s Representative (COR). As a minimum, include:

1. A report from a local health authority or an independent testing lab attesting that the potable water supply meets safe bacteriological levels.

2. Additional data, attainable from the water supplier, which verifies compliance with physical, chemical, and aesthetic standards of the SDWA.

4.4.3 If the potable water supply is from a municipal water source, install check valves and other automatic closure devices to prevent contamination of the municipal water source in compliance with local ordinances and U.S. Public Health Service regulations.

4.5 Electric Power Service

4.5.1 Provide electric power of the voltage and amperage specified in detail specification to the ship’s shore power connection box. Furnish all necessary flexible shore tie cable with compatible terminal connections. Ships may require multiple cables.

4.5.2 Provide clean power which, at a minimum, meets the following quality standards to prevent damage to ship equipment:

a. Voltage regulation shall be in accordance to reference 2.4, Table 3.1.

b. Voltage swell maximums during ground faults shall be in accordance to reference 2.5.

c. Voltage sag shall not exceed 0.1 to 0.9 per unit for duration of 0.5 cycles to 1 minute.

d. Harmonic distortion limits shall be in accordance with reference 2.6.

4.6 Sanitary and Cooling Water Service

4.6.1 When the ship is dry docked, provide ample water for proper operation of the ship’s sanitary, refrigeration, and air conditioning systems.

4.7 Fire Alarm System

4.7.1 Install a fire alarm system on the main deck within ten (10) feet of the aft gangway in accordance with reference 2.1.

4.7.2 The system shall either be a fire alarm pull box or a non-dial telephone.

4.7.3 The system shall be reliable, use electrically supervised circuits, and provide facilities at a centrally manned location.

4.7.4 Test the system daily. Repair or replace defective or inoperative components immediately.

4.7.5 Provide emergency lighting should normal lighting be disrupted.

4.7.6 The fire alarm shall send a signal directly to at least one of the following locations:

a. A central station service.

b. A remote station service.

c. A municipal fire department.

d. A shipyard fire department.

e. A continuously manned location within the shipyard where trained operators can take immediate action to transmit an alarm.

4.7.7 The means to summon the fire department from within the shipyard shall consist of a direct electrically supervised circuit to the fire department or manual operation of a municipal fire alarm box within 50 feet of the centrally manned location.

4.8 Fire-Fighting Water Supply

4.8.1 Supply water to the ship’s fire main deck connection.

4.8.2 The water supply shall be capable of maintaining the fire main system pressure between 100 and 130 pounds per square inch gauge (psig) at the deck connection when two 50 foot lengths of 1- 1/2-inch hose are simultaneously open and delivering water through two all-purpose nozzles.

4.8.3 Provide a shut-off valve at the deck connection to prevent pressurizing the ship’s fire main except when needed.

4.8.4 Provide an emergency source of fire-fighting water. This source shall be:

a. Completely independent of the primary fire-fighting water supply.

b. Capable of providing and maintaining 500 gallons per minute at 100 psig to the ship’s weather deck.

c. Able to be connected to the ship’s fire main system within 5 minutes after the loss of the primary fire-fighting water supply.

d. Powered independently of the Contractor’s normal source of electrical power. This emergency power source shall be capable of being provided when local utilities are disrupted.

4.8.5 Test the primary and emergency fire-fighting operations:

a. Within 8 hours after the ship arrives at the Contractor’s facility.

b. Weekly.

4.9 Sewage and Turbid Water Disposal Service

4.9.1 Accept and properly dispose of effluent sewage and turbid water from the ship’s deck connection(s). The ship’s pumps will be used to pump the sewage and turbid water to the deck connection(s).

4.10 Steam Service

4.10.1 If required in the detail specification item, supply steam to the ship’s deck connection at the temperature and pressure specified.

4.10.2 Use new, unused hoses.

4.11 Temporary Toilet Facilities

4.11.1 If required in the detail specifications, or whenever the Contractor must secure the ship’s toilet facilities, provide temporary toilet facilities for exclusive NOAA use, as follows:

a. One temporary toilet for each 15 persons, or part thereof, in the ship’s on-site crew.

b. When the ship is in a dry dock or marine railway, locate the toilet(s) on the ship’s main deck near the stern. When the ship is moored dockside, locate the toilet(s) within 200 feet of the ship’s gangway.

c. Portable chemical toilets are acceptable provided the Contractor empties and cleans them daily.

4.12 Snow and Ice Removal Service

4.12.1 Keep ship gangways and decks free of snow and ice to provide a safe working environment in accordance with reference 2.7.

4.12.2 Take care to avoid damaging the ship’s deck, hatches, equipment, or coatings.

4.12.3 Do not use de-icers containing calcium chloride (rock salt) or sodium chloride.

4.13 Telephone Service

4.13.1 Provide and install telephones in locations designated in the detail specification. If not designated in the detail specification, locate the telephones as specified by the Contracting Officer’s Representative (COR).

4.13.2 The telephones shall be push button, touch tone.

4.13.3 The telephones shall have private lines.

4.13.4 Outside numbers shall be able to be dialed or received at all days and times.

4.13.5 Provide telephone service for making local calls, toll free calls and long distance calling card calls using government AT&T calling cards. In the event that the telephones are used to make long distance toll calls, prepare a separate invoice, including an itemized list of the long distance toll calls.

Submit the invoice to the ship for payment at the completion of the contract period.

4.14 Internet Service

4.14.1 Provide high-speed, broadband internet connectivity via a local Internet Service Provider or privately owned internal internet connection. High-speed broadband internet is defines as Digital Subscriber Service (DSL), cable network, or fiber optic network services.

4.14.2 The provided service shall be a secure business-type account that supports Virtual Private Network (VPN) connections, if available with a minimum of 25 Mbps download and 5 Mbps upload speed.

4.14.3 Provide service in locations designated in the detail specification. These locations will typically include the ship and each dockside office provided for NOAA use. If not designated in the detail specification, locate the internet service as specified by the COR.

4.15 Garbage and Recycling Service

4.15.1 If required in the detailed specifications or other procurement documents, provide containers on the ship for convenient and sanitary disposal of garbage and recyclables by the ship’s crew.

4.15.2 If adequate ship deck space is not available, the containers may be located off the ship within twenty (20) feet of the gangway, if pre-authorized by the COR.

4.15.3 Empty and clean the containers daily.

4.16 Vehicle Parking Spaces

4.16.1 Provide vehicle parking spaces in the quantity specified in the detail specification.

4.16.2 The parking spaces shall be located inside the facility.

4.16.3 Parking spaces may be provided outside the facility if they are within 100 feet of an entrance gate and the Contractor has means to control unauthorized use.

4.17 Dockside Office Space

4.17.1 Provide dockside office spaces with adjacent toilet facilities for exclusive use by NOAA personnel in the quantities specified in the detail specification or other procurement documents.

4.17.2 Locate the office space as close as practical to the ship, preferably within 300 feet. If the offices are located more than 300 feet from the ship, provide a golf cart or bicycle for exclusive NOAA use.

4.17.3 Provide temperature control with heating and air conditioning to maintain the office space and adjacent toilet facilities between 68 and 76 degrees Fahrenheit.

4.17.4 Provide daily janitorial service to clean the office spaces, toilet facilities, and to empty the wastepaper baskets.

4.17.5 The Dockside office spaces shall be:

a. A minimum of 12 feet by 12 feet.

b. Equipped with at least:

1. One 30-inch by 60-inch desk.

2. One 30-inch by 48-inch (minimum) work table.

3. Two chairs.

4. One two-drawer file cabinet.

5. One wastepaper basket.

6. Three, double socket, 120 VAC outlets evenly spaced around the walls, with electrical power.

7. Overhead and task lighting.

8. Two clear windows. Each a minimum area of six foot square.

4.17.6 The adjacent toilet facilities shall be provided, as follows:

a. Provide at least one toilet facility per two offices.

b. Provide each toilet facility with at least one water closet and one lavatory that is kept stocked with ample toilet tissue, soap and paper towels.

c. Equip each toilet facility with a wastepaper basket and a door which can be locked from the inside while in use.

4.18 Security Service

4.18.1 If required by the detail specifications or other procurement document, provide security guard service during all periods that no contract work is being performed on the ship, as follows:

a. A guard shall inspect all unlocked compartments at least once every two hours.

b. The guard shall be equipped with a Detex® watch clock, or equivalent, during the compartment inspections and shall record their inspections on the clock at key stations securely installed by the Contractor.

c. The number of key stations required shall be determined by dividing the ship’s overall length in feet by 40. One key station shall be provided for each 40 feet, and part thereof. The location for installing the key stations shall be specified by the COR.

d. Each day provide a copy of the watch clock recording for the preceding 24-hour period to the COR.

APPENDIX A:

This Checklist is for guidance only. The Contractor is required to meet all requirements in the specification, whether or not they are captured accurately or fully in this checklist.

4.8.2 The water supply shall be capable of maintaining the fire main system pressure between 100 and 130 pounds per square inch gauge (psig) at the deck connection when two 50 foot lengths of 1-1/2-inch hose are simultaneously open and delivering wate...
4.8.3 Provide a shut-off valve at the deck connection to prevent pressurizing the ship’s fire main except when needed.
4.8.4 Provide an emergency source of fire-fighting water. This source shall be:
a. Completely independent of the primary fire-fighting water supply.
b. Capable of providing and maintaining 500 gallons per minute at 100 psig to the ship’s weather deck.
c. Able to be connected to the ship’s fire main system within 5 minutes after the loss of the primary fire-fighting water supply.
d. Powered independently of the Contractor’s normal source of electrical power. This emergency power source shall be capable of being provided when local utilities are disrupted.
4.8.5 Test the primary and emergency fire-fighting operations:
a. Within 8 hours after the ship arrives at the Contractor’s facility.
b. Weekly.
4.9 Sewage and Turbid Water Disposal Service
4.9.1 Accept and properly dispose of effluent sewage and turbid water from the ship’s deck connection(s). The ship’s pumps will be used to pump the sewage and turbid water to the deck connection(s).
4.10 Steam Service
4.10.1 If required in the detail specification item, supply steam to the ship’s deck connection at the temperature and pressure specified.
4.10.2 Use new, unused hoses.
4.11 Temporary Toilet Facilities
4.11.1 If required in the detail specifications, or whenever the Contractor must secure the ship’s toilet facilities, provide temporary toilet facilities for exclusive NOAA use, as follows:
a. One temporary toilet for each 15 persons, or part thereof, in the ship’s on-site crew.
b. When the ship is in a dry dock or marine railway, locate the toilet(s) on the ship’s main deck near the stern. When the ship is moored dockside, locate the toilet(s) within 200 feet of the ship’s gangway.
c. Portable chemical toilets are acceptable provided the Contractor empties and cleans them daily.
4.12 Snow and Ice Removal Service
4.12.1 Keep ship gangways and decks free of snow and ice to provide a safe working environment in accordance with reference 2.7.
4.12.2 Take care to avoid damaging the ship’s deck, hatches, equipment, or coatings.
4.12.3 Do not use de-icers containing calcium chloride (rock salt) or sodium chloride.
4.13 Telephone Service
4.13.1 Provide and install telephones in locations designated in the detail specification. If not designated in the detail specification, locate the telephones as specified by the Contracting Officer’s Representative (COR).
4.13.2 The telephones shall be push button, touch tone.
4.13.3 The telephones shall have private lines.
4.13.4 Outside numbers shall be able to be dialed or received at all days and times.

4.14 Internet Service

4.14.2 The provided service shall be a secure business-type account that supports Virtual Private Network (VPN) connections, if available with a minimum of 25 Mbps download and 5 Mbps upload speed.

4.15 Garbage and Recycling Service
4.15.1 If required in the detailed specifications or other procurement documents, provide containers on the ship for convenient and sanitary disposal of garbage and recyclables by the ship’s crew.
4.15.2 If adequate ship deck space is not available, the containers may be located off the ship within twenty (20) feet of the gangway, if pre-authorized by the COR.
4.15.3 Empty and clean the containers daily.
4.16 Vehicle Parking Spaces
4.16.1 Provide vehicle parking spaces in the quantity specified in the detail specification.
4.16.2 The parking spaces shall be located inside the facility.
4.16.3 Parking spaces may be provided outside the facility if they are within 100 feet of an entrance gate and the Contractor has means to control unauthorized use.
4.17 Dockside Office Space
4.17.1 Provide dockside office spaces with adjacent toilet facilities for exclusive use by NOAA personnel in the quantities specified in the detail specification or other procurement documents.
4.17.2 Locate the office space as close as practical to the ship, preferably within 300 feet. If the offices are located more than 300 feet from the ship, provide a golf cart or bicycle for exclusive NOAA use.
4.17.3 Provide temperature control with heating and air conditioning to maintain the office space and adjacent toilet facilities between 68 and 76 degrees Fahrenheit.
4.17.4 Provide daily janitorial service to clean the office spaces, toilet facilities, and to empty the wastepaper baskets.
4.17.5 The Dockside office spaces shall be:
a. A minimum of 12 feet by 12 feet.
b. Equipped with at least:
1. One 30-inch by 60-inch desk.
2. One 30-inch by 48-inch (minimum) work table.
3. Two chairs.
4. One two-drawer file cabinet.
5. One wastepaper basket.
6. Three, double socket, 120 VAC outlets evenly spaced around the walls, with electrical power.
7. Overhead and task lighting.
8. Two clear windows. Each a minimum area of six foot square.
4.17.6 The adjacent toilet facilities shall be provided, as follows:
a. Provide at least one toilet facility per two offices.
b. Provide each toilet facility with at least one water closet and one lavatory that is kept stocked with ample toilet tissue, soap and paper towels.
c. Equip each toilet facility with a wastepaper basket and a door which can be locked from the inside while in use.
4.18 Security Service
4.18.1 If required by the detail specifications or other procurement document, provide security guard service during all periods that no contract work is being performed on the ship, as follows:
a. A guard shall inspect all unlocked compartments at least once every two hours.
b. The guard shall be equipped with a Detex® watch clock, or equivalent, during the compartment inspections and shall record their inspections on the clock at key stations securely installed by the Contractor.

d. Each day provide a copy of the watch clock recording for the preceding 24-hour period to the COR.
This Checklist is for guidance only. The Contractor is required to meet all requirements in the specification, whether or not they are captured accurately or fully in this checklist.
