TASK ORDER RFP
Reverse Osmosis Hardware

1.0 INTRODUCTION
The International Space Station (ISS) Program is asking the Offerors to utilize their commercial approaches defined in their response to DRD REMIS-PM-01, Commercialization Approach
(CA), to develop Reverse Osmosis (RO) Hardware.
In support of the NASA Exploration initiatives, it is highly desirable to have a capability to purify recycled water for drinking purposes. Current systems require significant logistics support to perform this function. NASA desires technology development for water purification that will be sustainable for Exploration purposes. The intent of this Task Order is to demonstrate technology that will enable a sustainable means for recycling water on human Exploration missions.
2.0 REQUIREMENTS
NASA requests development of a standalone RO water processing system for technology demonstration on the ISS. The system design should take into account the potential incorporation of the system as an initial processor in a full water processing system design for an exploration spacecraft.
1. The RO system shall receive a combination of urine distillate and humidity condensate and shall remove the majority of inorganics and nonvolatile organics. The offeror’s proposal shall provide a definition of the percent (%) reduction of the concentration of each of the following contaminants from the inlet water:
a. Inorganic contaminants;
b. Nonvolatile organic contaminants;
c. Semi-volatile organic contaminants (such as siloxanes).
2. The system shall be capable of operating at a minimum pressure of 55-60 psig and a flowrate of 11-13 lbm/day, processing up to 11 liters of urine distillate and humidity condensate water per day at a recovery rate of at least 85%.
3. A means to regenerate the membrane in-situ is highly desired.
4. The ISS demonstration shall be located in an EXpedite the PRocessing of Experiments to
Space Station (EXPRESS) Rack.
5. The system shall meet the requirements of SSP 57000 Rev R, Pressurized Payloads Interface
Requirements Document. Double middeck locker size is the desired target.
6. For the ISS demonstration, the influent water will either be provided on-orbit in:
a. An ISS water storage bag at ambient pressure (reference JSC-65683, Interface
Definition Document [IDD] for the Iodine Compatible Water Containers [ICWC]), or
b. Provided directly from the wastewater bus at a positive pressure of 8 psig via interface to Quick Disconnect (QD) part number 505101-1229 (vendor: Parker
Hannifin Corp).
The RO system shall be compatible with both influent water interfaces. Use of adapters is acceptable.
7. The effluent water shall be either:
a. Distributed into an ISS water storage bag (reference JSC-65683), or
b. Distributed directly into the wastewater bus via interface to QD part number
505101-1229 (vendor: Parker Hannifin Corp). The system will have to overcome the 8 psig pressure of the wastewater bus.
The RO system shall be compatible with both effluent water interfaces. Use of adapters is acceptable.
8. To validate the on-orbit system performance, a means to collect samples of the effluent water shall be provided via a connector that must interface to connector part number 415067
(vendor: B Braun, Bethlehem, PA).
9. The brine generated by the RO system shall be collected and distributed into a water storage bag provided as Government Furnished Equipment (GFE) by NASA. The Offeror shall be responsible to ensure that the bag is not overfilled. The water bag interfaces are defined in JSC- 65683.
10. Because NASA desires the RO system to be used as a technology demonstration pathfinder for potential future use in exploration systems, it is desirable that the amount of logistics for crew time and upmass for consumables and spares be minimal. Therefore, the Offerors shall provide an estimate of the yearly RO operations maintenance hours and upmass for consumables and Orbital Replacement Units (ORUs) used.
11. The Contractor shall provide all data rights as required by Section I, Clause I.A.1, Data
Rights Notice.
3.0 STATEMENT OF WORK
All mandatory sections of the Statement of Work (SOW) apply to this Task Order (TO). No optional paragraphs have been invoked.
4.0 DELIVERABLES AND DELIVERY SCHEDULE
A requirements review with the NASA will be required within 60 days of authorization.
All products and deliverables are due to NASA 365 days following TO award.
5.0 PRODUCTS

The Offerors are allowed to propose their corporate standards (the proposal shall define the functions and objectives) in meeting the reviews required below:

6 Support training and ISS integration testing

It is desirable that the hardware does not have limited life items that drive continuous replenishment of the hardware (for example, sensors that must be replaced every 2 years or recalibrated using crew time).

6.0 DELIVERY INSTRUCTIONS
Authorized Government personnel shall accept all products delivered via DD Form 250.

Applicable FAR and NASA FAR Supplement property administration clauses in the blanket contract are applicable to this TO in addition to any clauses in this TO.
Authorized Government personnel shall accept all products delivered via a DD Form 1149 with final acceptance via DD-250 which will occur after on-orbit demonstration of the requirements in section 2.0.
7.0 GOVERNMENT FURNISHED PROPERTY (GFP)
The available GFP hardware used for RO is listed in Attachment 1, Government Furnished
Equipment List. If the contractor believes that there is additional existing hardware/software, etc. that can benefit the cost effectiveness of their proposed technical approach, propose the additional hardware updates to Attachment 1.
NASA facilities required to support both Electromagnetic Interface (EMI) and power quality and EXPRESS interfaces are provided by NASA and cost accounted for by NASA.
8.0 COST
The Offeror shall provide their proposed cost in accordance with the cost and pricing instructions and templates in Section L.
9.0. FEE EVALUATION PLAN
Fixed Fee with deductions for developing and integrating the awarded science payload:
1. 50% of the fee pool will be available for meeting the schedule to support launch.
a. 80% of the fee pool will be deducted if schedule to support launch is not met.
2. The remaining 50% of the fee pool is available for mission success on orbit.
a. 80% of the remaining fee pool will be deducted if the mission objectives defined in the Experiments Requirements Document (ERD) are not met.
3. Cost Control. The contractor shall be held accountable for maintaining cost control and as such, for each 1% of cost overrun, 1% of fee shall be deducted from the total fee pool available.
10.0 TASK ORDER PLAN (TOP) EVALUATION CRITERIA
The Offerors TOP shall include their commercial approach to the requirements listed in this
TOR. At a minimum, the TOP shall address, but not be limited to, the information listed by section in paragraph 10.1. The Offerors TOP will be evaluated using the evaluation criteria listed in paragraph 10.2, TOP Selection Plan.
10.1 TOP MINIMUM CONTENTS
1. Cost
a. Estimate labor hours
b. Other direct costs and indirect costs required to deliver products
c. Estimate of labor categories
d. Total funding required by fiscal year. Provide funding need dates for an incremental funding approach (identifying long-lead funding items)
2. Proposed technical approach/Statement of Work
a. Summary of design solution, including proposed design parameters, and safety concerns, power and data requirements.
b. Approach to testing and verification, including test standards/margins used. Testing proposed to meet safety and performance requirements. Highlight component, subsystem, and system level testing. Identify potential options for reducing test costs.
c. Technical risks to meeting cost/schedule.
3. Schedule
a. The schedule delivered as part of the TOP shall be of sufficient detail to ensure that the technical team reviewing the proposals clearly understands the total approach being proposed by the Offerors.
10.2 TOP SELECTION PLAN
The Offeror’s TOP will be evaluated as indicated below:
1. Cost 40%
2. Technical approach 50%
3. Schedule 10%
