SUMMARY OF WORK

PART 1 GENERAL

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

U.S. GREEN BUILDING COUNCIL (USGBC)

LEED (2009) Leadership in Energy and Environmental Design(tm) Green Building Rating System for New Construction

(LEED-NC)

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Division 01 Section 01 33 00 "Submittal Procedures":

SD-01 Preconstruction Submittals

Upon receipt of Government Furnished Equipment, the Contractor shall submit records in accordance with paragraph entitled, "Government Furnished Property," of this section.

Submit the following items to the Contracting Officer:

Utility Outage Requests; G

Utility Connection Requests; G

Borrow Permits; G

Excavation Permits; G

Hot Work Permits; G

Energy Performance Rating; G

1.3 WORK COVERED BY CONTRACT DOCUMENTS

1.3.1 Project Description

The work includes construction of a new 2-story building of approximately 54,000 GSA containing flexible office, office support and laboratories.

The IDF is a steel frame, clear span structure with glass and masonry curtain walls.

Owner is seeking a LEED Gold designation on the project using the 2009 New ConstructionTM and Major Renovation scoring system.

1.3.2 Location

The work shall be located at the NASA Goddard Space Flight Center, Greenbelt, MD. The exact location will be shown by the Contracting Officer.

1.3.3 Work Hours

Normal duty hours for work shall be from 7:00 a.m. to 3:00 p.m., Monday through Friday. Requests for deviation from normal working hours shall be submitted in writing to the Contracting Officer not less than 3 working days in advance of the proposed work period.

1.4 CONTRACT DRAWINGS

The following drawings accompany this specification and are a part thereof.

Five sets of full size contract drawings, maps, and specifications will be furnished to the Contractor without charge. Reference publications will not be furnished.

Contractor shall immediately check furnished drawings and notify the Government of any discrepancies.

1.5 PROJECT ENVIRONMENTAL GOALS

Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to product a building that meets the functional program needs and incorporates the principles of sustainability. Specifically:

a. Preserve and restore the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.

b. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.

c. Use environmentally preferable products and decrease toxicity level of materials used.

d. Use renewable energy and material resources.

e. Optimize operational performance (through commissioning efforts) in order to ensure energy efficient equipment operates as intended.

Consider the durability, maintainability, and flexibility of building systems.

f. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.

g. Reduce construction waste through reuse, recycling, and supplier take-back.

1.5.1 Independent Verification

1.5.1.1 US Green Building Council (USGBC) - LEED(tm) Rating System

Provide completed project in compliance with USGBC LEED-NC(tm) v3.0 (LEED), level Gold requirements.

1.5.1.2 EPA Energy Performance Rating

Provide work consistent with drawings in order to meet Energy Star in accordance with design.

1.6 OCCUPANCY OF PREMISES

Before work is started, the Contractor shall arrange wit the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.7 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.8 ON-SITE PERMITS

1.8.1 Utility Outage Requests and Utility Connection Requests

Notify the Contracting Officer at least 72 hours prior to starting excavation work. Contractor is responsible for marking and verifying all utilities not marked.

The Contractor shall verify the elevations f existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed. But indicated in locations to be transversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

Work shall be scheduled to hold outages to a minimum.

Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends.

Contracting Officer may per utility outages at his discretion.

Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.

Requests for utility outages and connections shall be made in writing to the Contracting Officer at least 3 calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.

1.8.2 Borrow Permits, Excavation, Hot Work Permits, and Burning Permits

Permits shall be posted at a conspicuous location in the construction areas.

Burning of trash or rubbish is not permitted.

1.9 LOCATION OF UNDERGROUND FACILITIES

Obtain digging permits prior to start of excavation. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground, where existing piping, utilities, and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed.

Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.9.1 Notification Prior to Excavation

Notify the Contracting Officer at least 72 hours prior to starting excavation work.

3.1 CONSTRUCTION AND DEMOLITION (C&D) WASTE PLAN

a. GSFC Executive Order 13693 requires agencies to divert at least 50% of their Construction and Demolition (C&D) waste from landfills to recycling. C&D waste includes products of demolition or removal, excess or unusable construction materials, packaging materials for construction products, and other materials generated during the construction process, but not incorporated into the work.

b. The Contractor shall be required to divert at least 50% (by weight) of the C&D waste from going to a landfill. An exemption for a lower diversion rate shall be allowed if it becomes cost prohibitive to transport the waste a long distance to a recycling center.

Specifically, recycling centers farther than 50 miles from GSFC will

c. In fulfillment of the requirement, the Contractor shall submit a brief C&D plan. The Plan shall state whether the contractor plans to segregate waste on-site for delivery to recycling centers and landfill, or transport the commingled waste off-site to a segregation facility. The Plan shall name the segregation and recycling facilities. Additionally, the Contractor shall submit a C&D Waste Report annually by November 30. This Report shall give the total tonnage of C&D waste the Contractor generated under this contract. It shall also give the total tonnage sent to a landfill and the total tonnage to various recycling streams (e.g. metal, wood, concrete, asphalt, gypsum, etc). The figures shall be certified (with signature) by the Contractor.

1.2 CONTRACTOR ACCESS AND USE OF PREMISES

1.2.1 No Smoking Policy

Smoking is prohibited within and outside of all buildings except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.2.2 Occupied and Existing Buildings

The Contractor shall be working round existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer.

1.2.3 Utility Cutovers and Interruptions

a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph "Work Outside Regular Hours."

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

1.4.7 Passes

Submit request for personnel and vehicle passes together. Include the Certificate of Insurance for Contractor and Subcontractor(s) and the Statement of Acknowledgement Form SF 1413 with the submittal. Passes will normally be issued within 21 days.

1.5 SUPERVISION

Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills.

1.6 PRECONSTRUCTION CONFERENCE

After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule prices, shop drawings, and other submittals, scheduling programming and prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.

1.7 PARTNERING

LEVEL A PARTNERING: To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership with the Contractor and its subcontractors. Key personnel, including the client who will occupy the facility, the designer-of-record, principal individuals from the activity contracting office, the project sponsor, and representative(s) of the facility owner will be invited to participate in the partnering process. Key members of the prime and subcontractors teams, including senior management, must participate. The partnership will draw on the strength of each organization in an effort to achieve a quality project done right the first time, within budget, on schedule, and without any safety mishaps. The initial session will be one-day minimum and the follow-on sessions, held at a minimum of once every three months or as agreed to by the partners, will be half-day minimum. The initial partnering session should be held away from the project site at a location acceptable to the Contractor and to the Government; the follow-on sessions can be held at locations agreed to by the partners. The contractor shall pay all costs associated with the partnering effort including facilitator, meeting room and other incidental items. Before the partnering session, the contractor shall coordinate with the facilitator requirements for incidental items (audio-visual equipment, two easels, flipchart paper, colored markers, note paper, pens/pencils, colored flash cards, etc.) and have these items available at the partnering session. The contractor will copy documents for distribution to all attendees. The facilitator must be

SECTION 01 30 00 Page 3 acceptable to both the Contractor and the Government. The participants shall bear their own costs for meals, lodging and transportation associated with partnering.

1.8 AVAILABILITY OF CADD/BIM DRAWING FILES

After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files and BIM model will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions.

Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.

These electronic CADD drawing files are not construction documents.

Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.

If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.

1.9 ELECTRONIC MAIL (E-MAIL) ADDRESS

The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats.

Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc.

Multiple email address will not allowed.

It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including

1.3 PROJECT SCHEDULER QUALIFICATIONS

Designate an authorized representative to be responsible for the preparation of the schedule and all required updating and production of

The authorized representative must have a minimum of 2-years experience scheduling construction projects similar in size and nature to this project, including 3 previous schedules of similar size and complexity of this contract. At least one of the three must be in Primavera P6. Submit a resume outlining the qualifications of the Scheduler. Payment will not be processed until an acceptable Scheduler is provided. Representative must have a comprehensive knowledge of CPM scheduling principles and application.

1.4 SCHEDULE ACCEPTANCE PRIOR TO START OF WORK

Participate with the Contracting Officer in a preliminary meeting(s) to discuss the proposed schedule and requirements of this section prior to the Contractor preparing the Project Baseline Schedule. Government review comments on the Contractor's schedule(s) do not relieve the Contractor from compliance with requirements of the Contract Documents. Only bonds may be paid prior to acceptance of the Baseline Network Analysis Schedule (NAS) The acceptance of a Baseline NAS is a condition precedent to:

a. The Contractor starting work on the demolition or construction stage(s) of the contract.

b. Processing Contractor's invoices(s) for construction activities/items of work.

c. Review of any schedule updates.

Submittal of the Baseline Network Analysis Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets all of the requirements of the Contract Documents, represents the Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced (as-built logic).

PART 2 PRODUCTS

2.1 SOFTWARE

The scheduling software utilized to produce and update the schedules required herein must be capable of meeting all requirements of this specification.

2.1.1 Government Default Software

The Government intends to use Primavera P6.

2.1.2 Contractor Software

Scheduling software used by the contractor must be commercially available from the software vendor for purchase with vendor software support agreements available. The software routine used to create the required sdef file must be created and supported by the software manufacturer.

2.1.2.1 Primavera

If Primavera P6 is selected for use, provide the "xer" export file in a version of P6 importable by the Government system.

A listing of Primavera P6 settings and parameters which must be used in preparing the Schedules are contained later in this specification section. Deviation from these settings and parameters, without prior consent of the Contracting Officer, is cause for rejection of schedule submission.

2.1.2.2 Other Than Primavera

If the contractor chooses software other than Primavera P6, that is compliant with this specification, provide for the Government's use two licenses, two computers, and training for two Government employees in the use of the software. These computers will be stand-alone and not connected to Government network. Computers and licenses will be returned at project completion.

PART 3 EXECUTION

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, pursuant to FAR Clause 52.236-15, SCHEDULE FOR CONSTRUCTION CONTRACTS. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction design and construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development.

Subcontractors and suppliers Designers, Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward planning as well as a project monitoring tool.

The schedule is a tool to manage the project, both for Contractor and Government activities. It will also be used to report progress and evaluate time extensions. The Project NAS must be cost-loaded and will provide the basis for progress payments. Use the Critical Path Method (CPM) and the Precedence Diagram Method (PDM) to satisfy time and cost applications. For consistency, when scheduling software terminology is used in this specification, the terms in Primavera's scheduling programs are used.

3.2 BASIS FOR PAYMENT AND COST LOADING

The schedule is the basis for determining contract earnings during each update period and therefore the amount of each progress payment. The aggregate value of all activities coded to a contract CLIN, where CLINS are identified, must equal the value of the CLIN.

The value of commissioning, inspection/testing and closeout may not be less than 10 percent of the total costs for Procurement and Construction Activities. Evenly disperse overhead and profit to each activity over the duration of the project.

Each cost loaded activity must have a detailed quantity breakdown and unit of measure. Lump sum costing is not acceptable unless approved by the Contracting Officer.

3.2.1 Activity Cost Loading

Activity cost loading must be reasonable and without front-end loading.

Provide additional documentation to demonstrate reasonableness if requested by the Contracting Officer.

3.2.2 Withholdings / Payment Rejection

Failure to meet the requirements of this specification may result in the disapproval of the preliminary, initial or periodic schedule updates and subsequent rejection of payment requests until compliance is met.

In the event that the Contracting Officer directs schedule revisions and those revisions have not been included in subsequent Project Schedule revisions or updates, the Contracting Officer may withhold 10 percent of pay request amount from each payment period until such revisions to the project schedule have been made.

3.3 PROJECT SCHEDULE DETAILED REQUIREMENTS

3.3.1 Level of Detail Required

Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

Within the Baseline Schedule no more than 20 percent of the activities shall be critical or near critical. Critical is defined as having zero days of Total Float. "Near Critical" is defined as having Total Float of 1 to 14 days. Contractor activities must be driven by calendars that reflect Saturdays, Sundays and all Federal Holidays as non-work days.

3.3.2 Activity Durations

Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods.

Less than 2 percent of all non-procurement activities shall have Original Durations (OD) greater than 20 work days or 30 calendar days.

3.3.3 Design and Permit Activities

Include design and permit activities with the necessary conferences and follow-up actions and design package submission dates. Include the design schedule in the project schedule, showing the sequence of events involved in carrying out the project design tasks within the specific contract period. Provide at a detailed level of scheduling sufficient to identify all major design tasks, including those that control the flow of work.

Also include review and correction periods associated with each item.

3.3.4 Procurement Activities

Examples of procurement activities include, but are not limited to;

Material/equipment submittal preparation, submittal and approval of material/equipment; material/equipment fabrication and delivery, and material/equipment on-site. As a minimum, separate procurement activities will be provided for critical items, long lead items, items requiring Government approval and material/equipment procurement for which payment will be requested in advance of installation. Show each delivery with relationship tie to the Construction Activity specifically for the

Include activities associated with the critical submittals and their approvals, procurement, fabrication, and delivery of long lead materials, equipment, fabricated assemblies, and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days.

3.3.5 Quality Management (QM) Activities

The Preparatory Phase and Initial Phase for each Definable Feature of Work identified in the Contractor's Quality Control Plan must be added to each Three-Week Look Ahead Schedule referenced in the paragraph THREE-WEEK LOOK AHEAD SCHEDULE. The Follow-up Phase will be represented by the Construction Activities in the Baseline Schedule and in the schedule updates.

3.3.6 Construction Activities

No on-site construction activity may have a duration in excess of 20 working days. Contractor activities must be driven by calendars that reflect Saturdays, Sundays and all Federal Holidays as non-work days, unless otherwise defined in this contract.

3.3.7 Turnover and Closeout Activities

Include all testing, specialized inspection activities, Pre-Final Inspection, Punch List Completion, Final Inspection and Acceptance. Add a milestone for the Facility Turnover Planning Meeting at approximately 75 percent construction contract completion or three to six months prior to Contract Completion Date (CCD), whichever is sooner.

3.3.8 Mandatory Tasks

Include the following activities/tasks in the initial project schedule and all updates.

a. Submission, review and acceptance of SD-01 Preconstruction Submittals (individual activity for each).

b. Submission, review and acceptance of features require design completion Submission, review and acceptance of design packages.

c. Submission of mechanical/electrical/information systems layout drawings.

b. Activities cannot have more than one Responsibility Code. Examples of acceptable activity code values are: DOR (for the designer of record);

ELEC (for the electrical subcontractor); MECH (for the mechanical subcontractor); and GOVT (for USACE).

3.3.10.3 Area of Work Coding (AREA)

Assign Work Area code to activities based upon the work area in which the activity occurs. Define work areas based on resource constraints or space constraints that would preclude a resource, such as a particular trade or craft work crew from working in more than one work area at a time due to restraints on resources or space. Examples of Work Area Coding include different areas within a floor of a building, different floors within a building, and different buildings within a complex of buildings.

Activities cannot have more than one Work Area Code.

Not all activities are required to be Work Area coded. A lack of Work Area coding indicates the activity is not resource or space constrained.

3.3.10.4 Modification Number (MODF)

Assign a Modification Number Code to any activity or sequence of activities added to the schedule as a result of a Contract Modification, when approved by Contracting Officer. Key all Code values to the Government's modification numbering system. An activity can have only one Modification Number Code.

3.3.10.5 Bid Item Coding (BIDI)

Assign a Bid Item Code to all activities using the Contract Line Item Schedule (CLIN) to which the activity belongs, even when an activity is not cost loaded. An activity can have only one BIDI Code.

3.3.10.6 Phase of Work Coding (PHAS)

Assign Phase of Work Code to all activities. Examples of phase of work are design phase, procurement phase, and construction phase. procurement phase and construction phase. Each activity can have only one Phase of Work code.

a. Code proposed fast track design and construction phases proposed to allow filtering and organizing the schedule by fast track design and construction packages.

b. If the contract specifies phasing with separately defined performance periods, identify a Phase Code to allow filtering and organizing the schedule accordingly.

3.3.10.7 Category of Work Coding (CATW)

Assign a Category of Work Code to all activities. Category of Work Codes include, but are not limited to design, design submittal, design reviews, review conferences, permits, construction submittals, construction submittal, procurement, fabrication, weather sensitive installation, non-weather sensitive installation, start-up, and testing activities.

Each activity can have no more than one Category of Work Code.

3.3.10.8 Feature of Work Coding (FOW)

Assign a Feature of Work Code to appropriate activities based on the Definable Feature of Work to which the activity belongs based on the approved QC plan.

Definable Feature of Work is defined in Section 01 45 20 CONTRACTOR QUALITY CONTROL. An activity can have only one Feature of Work Code.

3.3.11 Contract Milestones and Constraints

Milestone activities are to be used for significant project events including, but not limited to, project phasing, project start and end activities, or interim completion dates. The use of artificial float constraints such as "zero free float" or "zero total float" are prohibited.

Mandatory constraints that ignore or effect network logic are prohibited.

No constrained dates are allowed in the schedule other than those specified herein. Submit additional constraints to the Contracting Officer for approval on a case by case basis.

3.3.11.1 Project Start Date Milestone and Constraint

The first activity in the project schedule must be a start milestone titled "NTP Acknowledged," which must have a "Start On" constraint date equal to the date that the NTP is acknowledged.

3.3.11.2 Substantial Completion Milestone

Include an unconstrained finish milestone on the schedule titled "Substantial Completion". Substantial Completion is defined as the point in time the Government would consider the project ready for beneficial occupancy wherein by mutual agreement of the Government and Contractor, Government use of the facility is allowed while construction access continues in order to complete remaining items (e.g. punch list and other close out submittals).

3.3.11.3 Projected Completion Milestone

Include an unconstrained finish milestone on the schedule titled "Projected Completion". Projected Completion is defined as the point in time the Government would consider the project complete. This milestone must have the End Project milestone as its only successor.

3.3.11.4 End Project Finish Milestone and Constraint

The last activity in the schedule shall be a finish milestone titled "End Project."

The project schedule must be constrained to the Contract Completion Date in such a way that if the schedule calculates an early finish, then the float calculation for "End Project" milestone reflects positive float on the longest path. If the project schedule calculates a late finish, then the "End Project" milestone float calculation reflects negative float on the longest path.
