About this file

This is an image file associated with a Request for Proposals issued by the State of Tennessee Department of General Services, Central Procurement Office, on behalf of the Department of Safety and Homeland Security for comprehensive facility protection services. The image depicts a final approved design for a marked Facility Protection Officer (FPO) vehicle, specifically showing a three-truck configuration that meets the solicitation requirement for ten vehicles no more than three years old to be provided by the successful contractor. The vehicle design illustrates the mandatory uniform and equipment specifications that FPOs must display while servicing state-owned and state-leased facilities across multiple Tennessee regions including Nashville, Knoxville, Chattanooga, Memphis, Jackson, Lawrenceburg, and Cookeville. The RFP (32110-22726) requires proposal submissions by April 1, 2026, at 2:00 p.m. CST, with a pre-response conference scheduled for February 26, 2026, and written questions due by March 4, 2026. Contract award is anticipated May 11, 2026, with an effective date of January 1, 2027, for an initial thirty-six-month term renewable for up to two additional twelve-month periods, not to exceed sixty months total.

The successful contractor must maintain comprehensive insurance coverage including three million dollars per occurrence cyber liability insurance, hold a valid Tennessee Contract Security Company License, establish physical office locations in each of Tennessee's three Grand Divisions, and provide proof of Tennessee Department of Revenue sales tax registration. The contractor bears all costs for licenses, permits, background checks, training, equipment, uniforms, vehicles, firearms, insurance, and drug screening, including quarterly random testing of ten percent of the workforce. Personnel must complete extensive training requirements including 24 hours of firearms instruction with 75% proficiency demonstration, 8 hours of intermediate weapons training, 4 hours of emergency medical training, 18 hours of patrol procedures, and 40 hours of annual in-service training. Historical contract data indicates annual FPO hours ranging from 124,122 hours in 2022 to 301,314 hours in 2025, with estimated state liability of fifty million dollars during the contract term, though no minimum purchase is guaranteed. The incumbent contractor is eligible to compete, and evaluation will award points based on general qualifications and experience (15 points maximum), technical qualifications and approach (55 points maximum), and cost proposal (30 points maximum).
