Sources Sought Notice (SSN) for Services Procurements

Satellite Communications (SATCOM) – Engineering Services

REFERENCE NUMBER: N6523618R0081

**LARGE BUSINESSES DO NOT NEED TO RESPOND TO THIS NOTICE**

1. Purpose

This Market Survey is issued for the purpose of determining Small Business capabilities. Small Business firms having the capabilities to perform the tasking described in this SSN are encouraged to respond. If this requirement is set aside or reserved for small business concerns, it should be noted that any resultant contract or task order for services (except construction) will require at least 50 percent of the cost* of the contract performance incurred to be expended for employees of the concern proposing as a prime. Please see FAR Clause 52.219-14, Limitations on Subcontracting for prescription and complete version of the clause.

*Contractors should note that “cost” refers to the total burdened labor costs expected to be expended under the effort.

2. Description

The contractor will be tasked to accomplish the work as specified in the draft Performance Work Statement (PWS) posted on the SPAWAR e-Commerce website under the reference number cited.

A. The Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) is issuing this Market Survey for determining Small Business capabilities and is soliciting information from potential sources to provide Satellite Communication (SATCOM) Capability-Base (CB) In-Service Engineering Activity (ISEA) Support.

B. The Government anticipates this effort to be a CPFF type contract with a five (5) year ordering period. This is a new requirement for SATCOM ISEA support.

C. The Government’s estimated level of effort for this procurement, based upon Full Time Equivalents (FTE’s) will be approximately 100 per year. Each FTE is estimated to be 1920 hours per year.

D. The Government’s estimated dollar range for this effort is: >$50M - $100M.

E. The applicable NAICS code is 541330, Engineering Services, with a size standard of $38.5M.

3. Format

Responses shall be prepared so that when printed, they meet the following requirements: 8.5x11 inch paper, single-spaced typed lines, 1 inch margins, 12 point Times New Roman font. Tables may use 10-point font. Graphics or pictures are not allowed. Illustrations such as tables, flowcharts, organizational charts, process charts or other similar type informational charts may be used, and they will be counted against the page count limitations. Text entered into Attachment 1 shall be single spaced Times New Roman 10 point font. Respondents are responsible for ensuring the legibility of all tables, charts, etc., and should assume that when their response is printed or copied, it will be done in black and white. When submitted, the format of Table 1 shall not be changed from how it appears in this document.

4. Responses

Responses shall include a Corporate Description section and a Corporate Experience section as described below.

Section 1: Corporate Description. Responses must include all of the following information (2 page limit):

(a) Name of firm

(b) State the respondent is registered in SAM.gov and state the respondent’s size status under the procurement NAICS code listed in paragraph 2E above.

(c) Ownership, including whether: Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Veteran Owned and/or Service Disabled Veteran-Owned Business;

(d) Two points of contact, including: Name, title, phone number, and e-mail address

(e) CAGE Code and DUNS Number

(f) Affiliate information, including parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime).

(g) A statement that the contractor either has or does not have an adequate accounting system, as required in Federal Acquisition Regulation (FAR) 16.301-3(a)(3) for cost-reimbursement contracts.

(h) A completed Table 1. Table 1 is a listing of the percentage of work a respondent can perform with respect to the stated requirements based on the respondent’s capabilities. This is an assessment/analysis of a respondent’s independent abilities as to what they can or cannot perform – exclusive of any potential subcontractor/team member information. Do not include any documentation or percentages for any company other than your own[footnoteRef:2]. Respondents shall fill in Columns B and C of Table 1. [2: For respondents planning to propose a teaming arrangement that complies with the requirements set forth in FAR clause 52.219-27 (Notice of Service-Disabled Veteran-Owned Small Business Set-Aside (Nov 2011), Table 1 must be completed for each of the teaming partners. In this case, additional Table 1 listings may be submitted on additional pages, but shall only contain those added tables – no additional narrative is permitted on these extra pages beyond a one-line caption for each table. ]

(1) The percentages listed in Column A represent the Government’s estimated percentage of effort in each technical area that will be required relative to the overall effort of the contract.

(2) Entries in Column B reflect the percentage work in each technical area that a respondent can accomplish as described above. This does not include what teaming partners can accomplish. The values in each of the rows of this column will be between 0 and 100%.

(3) Values in Column C represent the percentages of the overall contract that the respondent can accomplish in each task area. For each task area, this is determined by multiplying the percentage listed in Column A with the percentage entered in Column B. The sum of the values in Column C represents the percentage of the overall contract that the respondent can accomplish. This value cannot exceed 100%. During evaluations, the Government will not assume that the respondent can perform more than its projected level of effort.

Section 2: Corporate Experience. Respondents shall summarize the work their company or partnership[footnoteRef:3] has performed relevant to the four (4) Functional Areas identified in Table 1 by demonstrating their experience through submittal of the Reference Information Sheets (RIS) (Attachment 1). Respondents shall submit no more than five (5) RIS contract/order references where the respondent acted as a prime, team member from a Contractor Team Arrangement, or a subcontractor performing efforts similar to the Functional Areas. The contract/orders provided in the RIS should have been performed within four (4) years from the date of the SSN issuance. For each reference cited, prepare and submit one RIS in accordance with the instructions contained therein. Each RIS shall provide a summary description of contract work/experience relevant to the PWS systems and equipment listed in PWS Para 1.1. Note, the first six (6) systems listed in PWS Para 1.1 are the predominant systems requiring support during contract performance (i.e. NMT, CBSP, GBS, SHF, NSLC-A, WBSOTM). Respondents should prioritize demonstrated experience with these six systems. There is a 15-page limit shared between all contract/order references (excluding cover pages). In completing these summary descriptions in Part 8 of the RIS, respondents must explain the relevance of each cited contract/order reference to the specific Functional Area(s) identified in Table 1 above. NOTE: The Government is not bound by the respondent’s opinion of the relevance of its Corporate experience. [3:

For respondents planning to propose a teaming arrangement that complies with the requirements set forth in FAR clause 52.219-27 (Notice of Service-Disabled Veteran-Owned Small Business Set-Aside) (Nov 2011), Separate Reference Information Sheets (RIS) (Attachment 1) shall be submitted per SDVOSB team member where the respondent acted as a prime, team member from a Contractor Team Arrangement, or a subcontractor on Government contracts that required similar effort to the effort described in the PWS within the key Functional Areas identified above in Table 1.

In completing the summary descriptions of contract work for Part 8 of each RIS, clearly format the response to separate the narrative for each Functional Area identified in Table 1. Do not provide a consolidated response for multiple Functional Areas. In evaluating your experience in each individual Functional Area, the Government will consider only the text designated in Part 8 of the RIS for that particular Functional Area. Respondents are also advised not to simply restate the language from the PWS as evidence of experience, but must document how their experience relates to the corresponding Functional Area identified in Table 1.

Responses that do not conform to SSN instructions, including format or response instructions, may not be considered by the Government. This SSN is for planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. The Government reserves the right to consider a set-aside for small businesses or one of the small business preference groups. (e.g., 8(a), HUBZone, SDVOSB, WOSB etc.). Any questions shall be submitted to the Contract Specialist via the email address listed below by the specified date. Any questions submitted after the specified date may not receive responses.
