3. REQUIREMENTS:
3.1 Ensure ships force has prepared sonar dome for drydocking and undocking requirements in accordance with General Note 7 of 2.2 via the
SUPERVISOR.
3.2 Install sonar dome support fixtures using 2.3 and 2.4 as guidance, immediately after the ship is drydocked.
3.2.1 Remove sonar dome support fixtures when directed by the
SUPERVISOR.
3.3 Maintain watertight integrity of ship in drydock to a level 4 feet above the maximum waterborne draft using 2.5 as guidance. Provide temporary access closure plates and fasteners prior to removing plates, cutting access openings or removing sea chest inlet/outlet equipment.
Closure plates shall be available on short notice for emergency sealing of temporary openings. Seal access openings with closure plates when conditions warrant and at the end of each shift not immediately followed by another shift engaged in drydock work. Remove temporary closures when no longer required.
3.3.1 When an area of shell plating removal makes temporary closure impractical, secure each vulnerable compartment in order to minimize potential damage. To the extent permitted by the scope and urgency of work, underwater hull operations shall be scheduled to maintain

positive ship's stability and maximum hull watertight integrity in the event of flooding.
3.4 Maintain an up-to-date record of each weight addition, subtraction and associated moment incidental to contracted work using 2.5 through 2.7 as guidance. Accomplish stability and loading calculations based on weight changes made on the ship while in drydock. Obtain the tank loading conditions upon entering drydock, and a list of weight changes exceeding one ton made by Ship's Force during the drydock period. Based on the conditions upon docking and the weight changes made by the Ship's Force and the contractor while in drydock, accomplish calculations to determine conditions prior to undocking. Determine ballast requirements necessary to maintain list, trim and stability conditions as specified in 3.2.
Report: WEIGHT AND MOMENT LOG AND STABILITY CALCULATIONS UNDOCK (Key Event) - 7 days
3.4.1 Submit one legible copy, in approved transferrable media, of a report of weight and moment log and stability calculations to the SUPERVISOR for review at least 7 working days before scheduled undocking.
3.4.2 Ballast or deballast tanks as directed by the SUPERVISOR using clean, fresh water.
Report: CONTRACTOR RESPONSIBLE DRYDOCK WORK UNDOCK (Key Event) - 5 days
3.5 Submit one legible copy, in approved transferrable media, of a report to the SUPERVISOR, prior to undocking, certifying that contractor responsible drydock work, including welding on interior surfaces of the underwater hull, is complete.
3.5.1 Install tank/void manhole covers prior to undocking and remove covers when ship is pierside to support incomplete scheduled work.
Report: CORRECT DOCKING DRAWING UNDOCK (Key Event) - 10 days
3.6 Submit one legible copy, in approved transferrable media, of a report to the SUPERVISOR listing correct docking drawing, showing alterations and modifications to the underwater hull, and corrected docking drawing 10 days prior to undocking.
3.6.1 Record changes in ship's configuration, including hull
appendages, suction/discharge openings, and weight.
3.6.2 Record discrepancies from docking drawing and ship's actual configuration.
3.6.3 Record changes using the same format as in 2.2.
3.7 Remove temporary services, including drain lines and static ground leads.

3.8 Undock the ship at a date and time mutually agreed upon by the SUPERVISOR and the contractor.
3.8.1 Secure through hull openings of equipment that has been removed and will not be reinstalled until after undocking in order to provide the equivalent of two-valve protection.
3.8.1.1 The method used must allow for subsequent installation of the equipment.
3.8.2 Immediately after hull penetrations are submerged, but before the ship lifts off the blocks, the dock master will stop flooding the drydock. Accomplish a watertight integrity inspection of all contractor work affecting watertightness of the hull and hull penetrations below the water level in company with Ship's Force.
Continued flooding of the dock will be as directed by the dock master via the SUPERVISOR.
3.9 Provide a licensed marine pilot and 2 tug boats capable of moving the ship from the contractors facility to Naval Station Everett.
4. NOTES:
4.1 Ship's Force shall be responsible for dewatering and pressurizing the Sonar Dome with 14(+/-1) PSIG air pressure no later than 3 hours after rubber window has been exposed to air. This process shall be reversed 3 hours prior to undocking.
4.2 The SUPERVISOR's designated representative (i.e., Docking Officer/Observer) is the government official certified by the government as qualified to execute the duties of a Docking Officer/Observer. The presence of a docking officer/observer or for the purpose of protecting the Navy's interest, not to give direction to the contractor. However, the SUPERVISOR's docking officer/observer shall have the authority to stop the docking, undocking, or launching when the ship's safety or other Navy interests are jeopardized. This authority does not imply limitations on, or responsibility for, the actions of the contractor's Dockmaster/Launchmaster.

3. REQUIREMENTS:
3.1 Deliver hazardous waste in each container provided by Naval Station Everett, in accordance with 2.1, outlining the rules and regulations regarding work performed by civilian ship repair contractors at Naval Station Everett. The term disposal facility in work item 077-11-001 shall be defined as hazardous waste containers provided by Naval Station Everett.

monthly report using Attachment B, listing all hazardous material brought aboard NSE to the SUPERVISOR. If no hazardous materials are reported, provide a report to the SUPERVISOR certifying that no hazardous materials were brought aboard NSE.
3.2.2.1 Monthly reports shall be submitted no later than the
first 10 days of each month after availability start for the duration of the period of performance, and the final monthly reports shall be submitted no later than 10 days after Availability Completion (C+10).
(V)(G) "VISUAL INSPECTION"
3.3 Accomplish a visual inspection of the interior of each empty contractor tanker truck, contractor tanker trailer, or portable tank for cleanliness.
3.3.1 Inspection shall be accomplished prior to start of work and upon return of each tanker to NSE.
3.4 Notify NSE 24 hours prior to delivering HW to the disposal facility by telephone: 425-304-5987.
3.4.1 Hours of operation for HW at NSE disposal facility are 0800 to 1330 Monday through Friday.

3.5 Submit one legible copy, in approved transferrable media, of an Environmental Protection and Hazardous Waste Management Plan to the SUPERVISOR, which at a minimum, shall contain the following information, using 2.1 through 2.4 for guidance:
3.5.1 The name and titles of management personnel, in charge of the contractor's HW program.
3.5.2 The name and title of competent personnel trained to properly handle HW.
3.5.3 The contractor's method of accounting for each hazardous waste material, from generation until turned over to Naval Station Everett.
3.6 Nothing contained in this Work Item shall relieve the contractor from complying with applicable federal, state, and each local law, code, ordinance, and regulation, including the obtaining of each license and permit in connection with hazardous waste handling and disposal in the performance of this contract.
4. NOTES:
4.1 Period of performance: July 16 - 30, 2018 at Naval Station Everett prior to ships departure to contractor facility and December 24, 2018 - April 12, 2019 when the ship returns to Naval Station Everett.

4.2.1 Chemical analysis which show that the material characteristic of ignitability, corrosivity, reactivity, and/or toxicity (Toxicity Characteristic Leachate Procedure)exceed the limit for that material in 40 CFR 261.20 Subpart C.
4.2.2 Reference to a Safety Data Sheet (SDS).
4.2.3 Applying knowledge of the hazardous characteristic of the waste in light of the material or the process used.
4.3 Asbestos, bilge water, oil/water including sludge, debris and other contaminant, sludge which includes solids and sludge from each ballast tank, CHT tank, void, oily waste tank, fuel ballast tank, fuel oil tank, skeg (West coast), PCB's (Maryland), etc., apply only in those states listing them as hazardous waste. When an availability is to be performed in a state where these items are hazardous waste, an estimate of the amount to be generated shall be included.

3. REQUIREMENTS:
3.1 Open, ventilate, empty, clean, render dry, and maintain each tank or space listed in 1.2, using 2.2 for guidance, including each adjacent tank, space, or piping system where the scope of each repair will result in a need for certification during the performance of this Job Order using 2.2 for guidance.
3.1.1 Accomplish the requirements of 009-09 of 2.1 for Oily Waste Water Transfer Operations at Contractor facility, using Attachment "C" for guidance.
3.1.2 Remove and dispose of liquids, including compensating sea water from each compensating fuel tank, sludge, and debris, in accordance with 2.3 and 2.4.
3.1.3 Accomplish the requirements 009-05 of 2.1.
3.1.4 Certify and maintain spaces listed in 1.2 throughout the availability.

3.1.5 Submit one legible copy, on a weekly basis, in approved transferrable media, of a report listing the location, origin, and quantity of each manhole and AVHC cover removed in 3.1 with respect to its tank, ship's frame and distance off centerline to the

3.2 Accomplish the requirements of 009-84 of 2.1 for tank cover fasteners.
3.3 Pump each tank containing petroleum products to the low suction level of each tank.
3.3.1 Off-loading or transfering of petroleum products shall be accomplished during daylight hours only.
3.3.2 Hoses, pumps, and containers shall be clean and dry prior to start of off-loading.

3.3.3 Submit one legible copy, on a monthly basis,in approved transferrable media, of completed Attachment B (Inventory schedule-petroleum and oily waste products) to the SUPERVISOR.
3.4 Coordinate the off-loading or transferring of fluids through the ship's Damage Control Assistant (DCA), via the SUPERVISOR, to maintain ship's stability and to prevent flooding.
3.4.1 Obtain a list from the SUPERVISOR of petroleum soundings for each tank prior to start of pumping operations.
3.5 Clean each chain locker free of silt, mud, and foreign matter.
3.6 Tank Closure Repairs:
3.6.1 Clean, chase, or tap each threaded area prior to installing covers.
3.6.2 Weld up, drill, and tap a total of 10 each stripped manhole cover bolting ring holes for tanks opened in 3.1.
3.6.3 Remove existing and install new a total of 25 each missing or broken manhole cover studs for tanks opened in 3.1 conforming to MIL- DTL-1222, Type IV, Grade 304.
3.6.4 Accomplish the requirements of 009-12 of 2.2, including Table 2, Column A, B, or D, Lines One through 7.

(V)(G) "CLEANLINESS INSPECTION"
3.7.1 Inspect each tank for cleanliness prior to final closing.
3.8 Install manhole covers using new gaskets and fasteners in accordance with 2.7 and 2.8
3.8.1 Install manhole and AVHC covers for each tank, using new gaskets conforming to SAE-AMS-C-6183, Type II, Class 2, Grade B, new CRES washers conforming to FF-W-92, Type A, Grade One, Class B, new brass nuts conforming to MIL-DTL-1222, Type I, Grade 464, new CRES hex head cap screws conforming to ASTM F 593, Group 1, Alloy 304, or Group 2, Alloy 316.
3.8.1.1 Install new CRES bolts conforming to MIL-DTL-1222, Grade 5, Class 316, for flush deck bolted manhole covers.
3.8.1.2 Install new 3/16-inch gaskets in accordance with Table 078-8-2 of 2.8, and new brass hex head nuts conforming to MIL- DTL-1222, Type I, Grade 464, for DDG-51 Class ships' high temperature compartments.
3.8.2 Install access cover for each potable water, feedwater, and sewage tank, using new gaskets in accordance with Table 078-8-2 of 2.8, and new zinc coated steel nuts conforming to MIL-DTL-1222, Type I, Grade 5, and new CRES washers conforming to FF-W-92, Type A, Grade One, Class B.
3.8.3 Determine the proper tightening sequence from Figure 075-4-1 of 2.7 and 078-8.2.3 of 2.8 (078-8.2.3 refers to Figure 078-8-4 to illustrate several bolt tightening patterns).
3.8.4 Tighten fasteners uniformly. Apply 10 percent of the specified torque first to make sure that the parts are solidly together. Then, apply torque in 25 percent increments (i.e., 25, 50, 75 and 100 percent). Reverse previous sequence (i.e., 6, 5, 4, 3, 2, 1), tightening to 100 percent of required torque.
3.9 Coordinate the filling of the compensating fuel tanks with sea water upon completion of work in accordance with 3.7.
3.9.1 Have Ship's Force engage the compensating water system for the Group of tanks that was emptied. Vent each tank in the Group, starting with the expansion tank and working in order to the receiving tank. Vent each tank until a steady stream of liquid comes from the vent valve.
3.10 Provide 1000 man-hours of labor and 10,000 dollars of material to accomplish work not previously identified in this work item, as directed by the SUPERVISOR. If the total cost is less than the authorized man-hour and dollar amounts, remaining funds will be subject to recoupment. The contractor is not authorized to exceed these limits.

4.5 PTFE string gasket material of 100 percent virgin 3500 VALVERLON 3/32 inch diameter (manufactured by A. W. Chesterton Co) may be used as a means of ensuring a watertight seal of manhole and access covers.
4.6 Torque wrenches should be selected in such a manner that the required final torque falls within 20 to 90 percent of the torque wrench range.
4.6.1 A torque wrench with a scale range of 0-100 ft-lbs can be used for a maximum torque of 90 ft-lbs and a minimum torque of 20 ft-lbs.
4.6.2 A torque wrench with a scale range of 0-250 ft-lbs can be used for a maximum torque of 225 ft-lbs and a minimum torque of 50 ft-lbs.

3.8.4 Install neoprene rubber gasket to fit cover, in accordance with 2.2 through 2.4.

3.8.5 Use 3M Scotch-Weld Neoprene High Performance Contact Adhesive 1357, or 3M High Tack number 76 Spray for contact cement, in accordance with manufacturer's instructions.

3.8.6 Apply thin coat of adhesive to one side of the gasket and the corresponding mating flange of BERP cover.

3.8.7 Install gasket on BERP, keeping bolt holes aligned. Use a small roller (about 3 inches wide) with maximum body pressure to help ensure adequate contact and bonding, especially on edges.

3.8.8 Apply zinc dust-petrolatum anti-seize compound conforming to commercial specification A-A-59313 to each fastener thread prior to installation.

3.8.9 After one hour, mate each BERP with the deck surface and install each bolt and torque to 38 foot-pounds (50 percent of torque

3.9 Apply a one-quarter inch to one inch thick bead of Sikaflex 295UV around the perimeter of each fastener head and along the BERP seam and allow to cure for 24 hrs.

3.9.2 Apply MT201 Ram-Tek Premium Heavy Duty Hatch Cover Tape over Sikaflex application, in accordance with manufacturer’s instructions.

3. REQUIREMENTS:
3.1 Accomplish the requirements of 009-90 of 2.1 for the services of a qualified technical representative to provide on-site technical assistance, each drawing, part, special tool and guidance for disassembly, inspection, repair, assembly, testing and adjustment of the equipment listed in 1.3.1 and located in 1.2.1.
3.2 Accomplish the requirements of 009-84 of 2.1.
3.3 Disassemble and remove the equipment listed in 1.3.1 and located in 1.2.1, to the extent necessary to accomplish repairs, in accordance with chapter 6 and 8 of 2.2 and Section 6 of 2.3.

Report: VISUAL AND DIMENSIONAL INSPECTION RESULTS + 3 days
3.3.2.1 Submit one legible copy, in approved transferrable
media, of a sketch showing the results of the requirements of
3.3.2 to the SUPERVISOR.
3.3.3 Chase and tap each exposed threaded area.
3.3.4 Restore each mating surface exposed by disassembly and
removal. Repair by removing each high spot, burr, abrasion and foreign matter, where removal can be accomplished by hand tools.
3.3.5 Accomplish an alignment check of the mounting flange for equipment listed in 1.3.1 using 2.2 for guidance.
3.4 Accomplish reassembly site preparation on each shaft and mounting flange area for the equipment listed in 1.3.1, in accordance with Paragraph 8-5 of 2.2.
3.4.1 Skim cut and restore mounting flange for equipment listed in
1.3.1 to design specifications in accordance with 2.2. Remove the minimum amount of material.
3.4.1.1 Maximum allowable of metal removal shall not exceed .375 inch.
(Q)(G) "(V) VERIFY THICKNESS"
3.5 Machine stern tube seat in accordance with Paragraph 6-5 of 2.2, to a 32 degree Root Mean Square (RMS) finish. The seat shall be replaced, if thickness, after machining is less than 0.669 787 inches.

3.6 Assemble, install, align, adjust and connect the equipment listed in 1.3.1, with the equipment provided in 5.1, in accordance with Paragraph 8-7.1 through 8-7.3 of 2.2.

3.6.1 Torque each fastener in accordance with Paragraph 6 of 2.2. (E5)
